일본 근대산업시설의 유네스코 세계유산 등재 당시 일본 측이 ‘강제 노역’을 언급한 발언이 담긴 회의록이 공개된 것으로 11일 확인됐다. 세계유산위원회는 지난 7월 독일 본에서 열린 제39차 세계유산위원회의 토의 요록을 최근 홈페이지에 게재했다. 공개된 요록에는 당시 사토 구니 주유네스코 일본 대표가 “1940년대에 일부 시설에서 수많은 한국인과 여타 국민이 본인의 의사에 반하여 동원되어(brought against their will) 가혹한 조건하에서 강제로 노역(forced to work)했다”며 “일본은 인포메이션 센터 설치 등 피해자들을 기리기 위한 적절한 조치를 해석 전략에 포함시킬 준비가 되어 있다”고 발언한 것으로 돼 있다. 일본 정부는 등재 결정 직후 ‘forced to work’라는 표현이 강제노동을 인정한 것은 아니라고 주장한 바 있어 일본이 후속 조치를 성실히 이행할지는 여전히 의문이다. 강병철 기자 bckang@seoul.co.kr
