    가수 송가인의 단독 콘서트가 예고됐다. 7일 소속사 포켓볼스튜디오에 따르면 오는 11월 3일 서울 경희대학교 평화의전당에서 열리는 송가인 단독 리사이틀 ‘어게인’(Again)이 MBC를 통해 특집쇼로 방송된다. 애초 송가인을 발굴한 ‘내일은 미스트롯’ 방송사 TV조선이 이 특집쇼를 방송할 것으로 알려졌으나, 결국 MBC에 편성됐다. 한편 송가인은 리사이틀과 더불어 새 음반 발표도 앞두고 있다. 소속사에 따르면 송가인은 바쁜 일정을 소화하는 와중에도 국내 정상급 작곡가들에게 170여곡의 노래를 받아 선별하고 있다. 자신만의 색깔이 가득 담긴 곡을 선보이겠다는 각오다. 이에 소속사 측은 “송가인이 데뷔 이후 처음으로 리사이틀을 개최하는 만큼 심혈을 기울여 심도 있게 기획하고 있다”며 “신곡 무대는 물론 특별한 무대로 팬들의 마음을 사로잡을 것”이라고 전했다. 송가인의 단독 콘서트 공연 티켓은 오는 14일부터 인터파크 티켓에서 예매할 수 있다. 사진 = 서울신문DB 김채현 기자 chkim@seoul.co.kr

    Allure of High Wage, Shadow of Harsh Work

    [The 2019 Migrant Report]For the past 10 years, suicides in Nepali migrant workers working at farms and factories in South Korea have continued. In recent years, labor and medical groups in the country have begun to pay close attention to figure out why they are particularly at risk. “It cannot be explained by a single factor. Instead, there is a web complex reasons to trap migrant workers towards an extreme choice,” said Jeong Young-seob, Co-director of Migrants Act. In August, the Seoul Shinmun in collaboration with Green Hospital‘s Labor, Environment, Health Research Center and the Migrants Trade Union conducted a survey titled ’Stress and Mental Health Status‘, in which 141 migrant workers from Nepal took part. The survey was done through a paper and face-to-face interview. We also analyzed existing reports authored by the Government of Nepal “Labor Migration for Employment?A Status Report for Nepal: 2018” as well as by the International Labor Organization “When the safety of Nepali migrant workers fails (2016)”. We also studied additional statistics on migrant workers’ suicide published by the Embassies of Vietnam, Nepal, Thailand and Myanmar. As a result, we found that there are four major factors that make Nepali migrant workers in South Korea more vulnerable: ▲gap between expectation and reality ▲ lack of exit ▲high expectations from loved ones ▲ ruined relationships at home. When these four factors are mixed with one another, they could lead to a whirlwind consequence. # Great Expectations = Great Disappointments The first risk factor is Nepali migrant workers’ high expectation of South Korea. To aspiring Nepali migrant workers, South Korea is a land of opportunity, where they could earn five to eight times more monthly income than what they could earn in their home country. For this economic advantage, even highly educated young Nepalis including university-degree holders strive to get an E-9 visa to South Korea. When they finally come, however, they often struggle with harsh labor conditions and dehumanizing discrimination. According to the survey mentioned earlier, 28 percent of the respondents cited a huge gap between the reality of their work in Korea and the expectation they had in Nepal as the biggest source of frustration. A couple of Nepali migrant workers shared their experience with the Seoul Shinmun. Surendra(28·fake name) has been working at a mushroom farm for three years in Korea. He graduated from Tribhuvan University, one of the top universities in Nepal. “Before I came here, I was just excited about being able to earn 2 to 3 million won a month. I did not have a clear understanding of working and living conditions here. The reality, however, is very different from my imagination.” He then added, “Working for straight 12 hours without any real break is something that we rarely experience in Nepal. Nevertheless, I would feel much more satisfied if I were at least learning some skills. But all I have been doing here is simple manual labor.” According to our status survey, nearly 45.6 percent of the respondents answered that they work longer than 52 hours a week. 19.1 percent even said they work more than 60 hours a week, which is counted as one of the criteria for chronic overwork. Among the respondents, only 26.1 percent could take advantage of a 5-day workweek. # No Exit After working in South Korea for 16 months, Nepali migrant worker Shrestha(27) jumped from the rooftop of his company dorm building in June 2017. He had been suffering from serious insomnia as he struggled to adjust himself to alternating shifts between day and night. Before he committed suicide, Shrestha left a note. He wrote: “I have been seeing doctors for health problems and sleep disorders. It did not improve. I wanted to quit and find another work but the company did not allow it. I wanted to go back to Nepal for recovery, but the company said no.” Similar stories have been confirmed through the status survey. 71.1 percent of the respondents answered they have tried to find another workplace. Their reasons for wanting to find new work was similar to that of Shrestha. 36.4 percent cited long working hours and dangerous working conditions. Migrant workers who come to South Korea under the employment permit system are allowed to change workplaces up to three times within a three-year period. But it requires permission from their current employer. Lawyer Choi Jeong-Kyu said, ”If an employer gives permission to one worker, then he or she has to do the same for the others. For small-sized factories and farms depend on migrant workers, and employers are reluctant to let go of their labor force. Thus, the system inherently makes it difficult for migrant workers to find new employment, even after serious abuses, unless they could find assistance from labor unions or migrant organization.“ # Heavy Shoulders No matter how harsh and hostile it is, returning to Nepal is not an option for many of them. It had not been easy for them to come to Korea in the first place. But as long as they carry the weight of their family‘s expectation on their shoulder, it’s even more difficult to go back. This emotional burden coming from the family and community pressure is a significant factor. According to the report by the Nepali government, all 17 people who committed suicide between 2008 and 2014 were bearing the responsibility to provide for their families. ”People in Nepal don‘t pay much attention to the stories about wage theft or workers getting beaten up. If migrant workers go back, the villagers would criticize them for forsaking a great opportunity to earn 3 million won a month. People will laugh at their failure and brand them weak. Caught between a rock and a hard place, many Nepali migrant workers end up with suicide,“ explained Udaya Rai, head of the Migrants Trade Union(MTU), who is also from Nepal. Gokul Sharma(21) said he came to Korea for the happiness of his family. Yet, he was afraid of getting disapproving looks from his neighbors. Most of the people in Nepal agree with this analysis. In addition, Nepali youths invest a lot of time and money to make their ’Korean Dream‘ come true. ”In order to come to South Korea, many of us first have to borrow some money and take the Test of Proficiency in Korean“ added Sunita(41), who has been running a resting place for Nepali migrants for 10 years in Cheongju City. # Ruined Relationship What sustains migrant workers despite their harsh labor is their family and loved ones. However, when the relationship collapses, it shakes up all the rest. Tej bahadur Gurung(29) had two friends who chose suicide due to relationship problems. One person’s case involved family issues while the other one involved a romantic relationship. Khan Bahadur Gurung(45·fake name) recalled his experience, too. ”I had to deal with a family issue while I was working non-stop in Korea. I couldn‘t afford to go back to take care of the problem. That really tormented me.“ Dr. Kapil B. Dahal from the Department of Anthropology at Tribhuvan University underlined relative naivety and lack of experience of Nepali youths. Dr. Dahal said he was also aware of the suicide problem of Nepali migrant workers in South Korea. Meeting with the Seoul Shinmun at his house in Kathmandu on August 29th, he explained how it is a huge pressure for them to go abroad and make money for the family, especially considering how young they are. Dr. Dahal pointed out that there have been little studies dedicated to Nepali migrant workers’ suicide. In fact, the Korean Ministry of Justice keeps a track record of low-skilled migrant workers‘ deaths in Korea country by country. But its focus is on numbers, not the causes of their deaths. It means we do not have sufficient data to comprehend their unexpected deaths. ”Perhaps not as many as in South Korea, but Nepali migrant workers in the Middle East and Europe also commit suicides. Yet the Nepali Government and politicians don’t do anything. Nepali migrant workers make a great contribution to the country‘s economy. However, their health conditions are overlooked and their suicides are ignored,“ said Dr. Dahal as he criticized the indifference of the government. An official at the Nepali Embassy in Seoul told the Seoul Shinmun that they had made a request to their government for a research subsidy but there had been no progress. The person said, ”Yet, we do offer counseling services for migrant workers’ mental health.“ Udaya Rai of the MTU questioned its effectiveness. He said, ”You know they are not interested in addressing the fundamental problem of these deaths and suicides. They only fear that the South Korean government might slash quota for the employment permit system if we start to speak up about these problems.     Shattered ‘Korean Dream’… Overlooked suicides of Nepali migrant workers in S Korea 

    [The 2019 Migrant Report]In the past 10 years(2009-2018), 43 people out of 143 Nepali migrants who died in South Korea took their own lives- meaning 3 out of 10 deaths involved suicides. The Seoul Shinmun confirmed the figure through the Embassy of Nepal in Seoul and found out most of the cases involved migrant workers who entered the country with E-9 visa. Yet, a bigger tragedy lurks behind their unsung deaths as neither the Government of South Korea nor the Government of Nepal pays much attention to these recurring problems. In 2018, Nepal sent the largest number of non-professional or low-skilled migrant workers(8,404) to South Korea. Obviously, they come to this country for the so-called ‘Korean Dream’. But then, why did so many of them have to die on South Korean soil? From August 26th to September 2nd, the Seoul Shinmun met with some forty people in cities throughout Nepal -such as Kathmandu, Dong Kharka and Pokhara. These people included family members of migrant workers as well as Nepali youths who were dreaming of coming to South Korea to work one day. Three Stories of Betrayed Korean Dreams #Kedar Timalsina(28) An adult-size coffin wrapped with cardboard boxes and plastic tapes was carried out of the Tribhuvan International Airport in Kathmandu. Inside the coffin lay a 28-year-old man named Kedar Timalsina. When his body was found around midnight on July 20th in Saha District, Busan, he was already dead as he apparently hanged himself in the storage of a seafood processing factory. Waiting for him at the airport arrival site were some men from Kedar’s family. “This paper doesn‘t say anything about why Kedar killed himself,” they mumbled among themselves while sifting through the pages of the simple document sent from South Korean police. Kedar’s family said they did not understand why he had to make such an extreme choice to kill himself. It had been only 25 days since his wife Bandana Timalsina gave birth to their first son. The newborn looked like his father. “You know, I even heard Kedar threw a big party to celebrate the birth of this baby. Why would such a man kill himself? It doesn’t make any sense,” said Bandana’s older brother. Besides, Kedar had an aging mother who just turned 60 and would need his care more than before. What further frustrated the grieving family was the abhorring silence and indifference. Neither South Korea nor Nepal provided an adequate explanation. The Embassy of Nepal in Seoul and South Korean police seemed they were done with the case since they had returned the body to his family. South Korean police never investigated surveillance cameras installed in the factory or carried out forensics on Kedar’s mobile phone. The police said, “We found no evidence of murder on his body. Moreover, we understand he had a clear motivation to commit suicide.” “How can they not even review the CCTV and mobile phone? Is this how South Korea handles things?” Bandana‘s older brother asked a Korean reporter sitting in front of them. According to South Korean police, on the other hand, Kedar’s family was the “clear motivation” behind his suicide. Citing a statement made by Kedar’s co-worker, the police explained that Kedar had recently purchased some land, which turned out to be a fraud. “It’s a lie!” Listening to the Korean reporter relaying what he had heard from the police, Kedar’s family got furious. They insisted, “He bought the land a year ago for 2.90 million rupees (roughly 30 million Korean won) but now the price has gone up to 4.35 million rupees (roughly 43.5 million Korean won).” None of Kedar’s personal belongings were returned to his family. The police said, ”The Nepali Embassy told us that his family did not want his items back.“ The family‘s account was different. They said they had never communicated with the Embassy about Kedar’s personal belongings. ”We are responsible for confirming the identity and death certificate in order to promptly return the body back to his family in Nepal. The Embassy does not send back items unless they are important,“ the Embassy of Nepal replied when asked about it. On the day of the arrival, the family took Kedar’s body to the Bagmati River, an important tributary of the Ganges. When Bandana opened the cover of the coffin to see her husband for the last time, she burst into tears caressing his face. ”Why… What should I do with our baby?“ Kedar’s family moistened his mouth with water from the Ganges and put fire into the mouth to cremate. It took 4 hours for the fire to consume his body. With Kedar’s ‘Korean Dream’, all was gone.# Bal Bahadur Gurung(32) ”He really loved the children. These kids remind me of my husband every time I see them,“ said Lili Maya Gurung(28) thrusting a tissue under her sunglasses. The Seoul Shinmun met her in Pokhara in central Nepal. Lili Maya‘s husband Bal Bahadur Gurung forced himself off the Wolleung Bridge in Jungnang District, Seoul, on June 12th, 2018. He died immediately after being hit by a passing vehicle. CCTV footage showed Bal Bahadur walking back-and-forth over the bridge several times. He seemed nervous. He hesitated. But nothing would change the fact that he had just become an ‘unregistered’ migrant two days ago. He feared deportation. Bal Bahadur entered South Korea with a proper work visa in October 2017. In the following March, however, he left the company and registered himself at the Ministry of Labor to find another work. Migrant workers automatically lose their right to stay in the country if they fail to secure employment within three months. Bal Bahadur went back to Nepal to spend a short time with his family then came back to South Korea. Unfortunately, he had no luck in finding work. Time marched on inexorably until his three months were up. He became an unregistered or illegal migrant. That night, Bal Bahadur had no money. Later, a message found on his mobile phone showed that he had been trying to borrow some money from his co-worker. ”Had he owned some money, do you think he could have been able to get a taxi to go home in Suwon and lived?“ Lili Maya came to South Korea to take care of the remains of her husband by herself. “Unfortunately, many people in Nepal can’t afford to come to Korea even if a family member dies here. Still, the Nepali Embassy does nothing about it,” sighed another Nepali, Lama Dawa Pasang(43), who had been helping Lili Maya during her visit. Lili Maya’s neighbors often ask her, “Your husband looked so happy when he was visiting you two months before he passed away. What happened to that happy man? What happened in South Korea?” Shocked by his youngest son’s tragic death, Bal Bahadur’s father -a former soldier- is suffering from amnesia. In Nepal, when a family member dies, they make an altar at home to display a photo of the deceased and burn incense every morning and evening. ”Mom, we only do this for dead people. Did Daddy die?“ Lili Maya’s seven-year-old daughter asked. “No, your father has gone abroad to work,” replied Lili Maya. But that did not stop Lili Maya from crying. “I want to die, too. But when I think of these poor children, I can’t.”# Dhan Raj Ghala(40) “I am enocent. I have no mistake. Company cheating me. I am no crazy […] company take my signiture [...] please investigation please” This is part of Dhan Raj Ghala’s letter, hand-written in English. He apparently died as a result of a suicide by hanging in June 2011 while working at a futon factory in Dalseo District, Daegu City. Dhan, who first came to South Korea in September 2010, even had a plane ticket booked to go back to Nepal. But, for some reason, he still ended up with the same tragic choice. Upon seeing a Korean reporter on August 31st in their home in Pokhara, Dhan’s wife Man Maya Ghala(48) and Dhan’s younger brother Bhim Raj Ghala(36) began talking about what had happened 8 years ago. Bhim said he had to go to South Korea because he could not let his brother go without knowing why he had to die there. To Bhim, his older brother was a man who loved his family more than anything and a hard-working person. “After seeing the letters, I thought Dhan must have been bullied at work,” Bhim explained. “He could have suffered from depression after learning he had signed something without knowing what it was. In the letter, he was worried that the company did something bad.” Dhan left another short letter written in Nepali, as well. He wrote, “I’ve done nothing wrong. I once fought with another worker from Mongolia. I don’t know what that Mongolian guy told Korean people… (The company) is cheating me.” Similar letters had also been sent twice to a manager of the company, in which Dhan wrote, “We used to talk to each other. But you don’t talk to me these days. I don’t understand. Please tell me why.” The company, however, denied the claims made by Dhan. They insisted that there was no bullying and that Dhan had never signed any document. It’s been told Dhan found Korea’s alternating shifts between day and night extremely difficult. Since mid-April, Dhan had been only given night shift for two months until his death. “My husband told me he could not sleep when he was working night shifts,” Man Maya explained. A source at a labor union said, “Dhan could have been very stressed due to night shifts and workplace bullying. When the company sounded as if they were to fire him, he must have felt extremely pressured.” In Nepal, when fathers bring gifts from overseas, they share it with neighbors. “When my children received their portion, they looked rather sad. They must have thought of their late-father,” Man Maya’s voice trembled as she recalled how it wounded her children. Her daughter and son were ten and five, respectively, at the time of their father’s death. Now they’ve grown to become a college student and a middle school student. ”I will never forgive those people who did wrong things to my father,“ Dhan‘s son vows to take revenge whenever the absence of his father strikes him. The siblings made a promise to each other not to go abroad no matter what. Nevertheless, Man Maya and Bhim said they did not hate Koreans. “You see in South Korea, as well as in Nepal, there are good people and bad people. Sadly, my husband met bad people. I don’t want to blame all Koreans because of them.     Unusually high 30 percent suicide rate ofNepali non-skilled migrant workers in South Korea...“Fallen to the lowest rung of the workforce ladder,the highly educated are frustrated by harsh labor conditionsand discrimination” Migrants. Are they a solution to smooth out the approaching demographic cliff or are they a problem to exacerbate already tough employment and marriage prospects? Currently, there are 2.42 million migrant workers, marriage migrants and migrant children living in South Korea. This number has grown by 1.25 million in the past 10 years. In reality, local farms and factories cannot function without migrant workforces. Yet, many still brand migrant workers as “job snatchers”. Also, the so-called “multicultural family”, which consists of a Korean local married to a foreign spouse, makes up about 2 percent of the total population, with the number of individual family members surpassing one million. Nevertheless, many people still stigmatize marriage migrant women with scam marriages and view them with contempt. The Seoul Shinmun‘s Special Feature Reporting titled ’The 2019 Migrant Report: Betrayed Korean Dreams‘ will bring you a series of articles on ▲migrant workers ▲marriage migrant women ▲migrant children as we have been working to expose the discriminatory reality and debunk some of the groundless blames against them. The first episodes will shed light on systematic loopholes as they focus on young migrant workers who came to South Korea with their hearts filled with ’Korean Dreams‘ but ended up committing suicide.Suicides of Nepali migrant workers particularly deserve attention. According to the data that the Seoul Shinmun obtained from the Embassy of Nepal in Seoul, from 2009 to 2018, there were a total of 143 deaths of Nepali people on South Korean soil. Among them, 43 people committed suicides, accounting for 30.1 percent. Most of these deaths involved E-9 non-professional employment visa holders who had been employed at farms and factories that suffer a chronic labor shortage. While these tragic deaths repeat every year, the South Korean government does not have a clue why so many migrant workers make such an extreme choice. In contrast, when we looked at the cases of migrant workers from other countries such as Myanmar, there was a total of 51 deaths and 4 involved suicide, from 2011 to August 2019. Suicides rate is relatively low among Vietnamese migrant workers. There was zero suicide out of the 14 deaths from 2017 to August 2019. All these numbers have been confirmed with respective embassies. Seo Seonyoung, a Sociology researcher at Yonsei University says, “Nepali migrant workers who come to South Korea under the employment permit system tend to be highly educated.” Seo also notes how their families have great expectation for them. “But as soon as they step into the workplace, they would find themselves fallen to the lowest rung of the workforce ladder and the unbearable stress could eventually force them to commit suicide.” There are growing voices calling for a systematic improvement to end the vicious cycle. The South Korean government has been endeavoring to strengthen ties and cooperation with ASEAN countries as part of its ’New Southern Policy‘. Also, migrant workers are needed to compensate for the labor shortage.     이른바 ‘녹색셔츠의 사나이’가 스타덤에 올랐다. 지난 6일(현지시간) 미국 애리조나주 투손시의회 회의장. 이날 시의회는 투손시를 애리조나주 최초의 ‘이민자 보호도시’(Sanctuary City)로 지정하는 법안에 대한 입법 절차를 진행했다. 이민자 보호도시는 트럼프 행정부의 반이민 정책에 맞서 이민자의 ‘피난처’를 자처한 곳들이다. 지금까지 뉴욕과 샌프란시스코, 로스앤젤레스, 덴버, 마이애미, 볼티모어 시 당국이 이민자 보호도시를 표방하고 나섰다. 일리노이주는 지난달 이민자 자녀 보호 법안을 통과시키기도 했다. 멕시코 국경과 인접해 있는 투손시 역시 미국 전역에서 전개되고 있는 불법 이민자 체포 및 추방에 맞서 이민자 보호도시를 자처했다. 그러나 6일 회의에서 일부 트럼프 열성 지지자가 반대 시위를 펼치면서 소동이 일었다.     요즘 광화문광장을 지나가다 보면 주한 미국대사관에 ‘무지개색 깃발’이 큼지막하게 걸려 있다. 며칠 있다가 내려갈 법도 한데 꽤 오랫동안 걸려 있는 이 깃발은 성 소수자를 상징하는 ‘6색 무지개’ 깃발이다. 미 대사관 건물에 건물 1개 층 높이에 달하는 가로 8m, 세로 4m 크기의 이 무지개 깃발은 ‘국제 성 소수자 혐오 반대의 날’(IDAHOBiT·International Day Against Homophobia, Transphobia and Biphobia)을 맞아 지난 18일 내건 깃발이다. 이 깃발이 계속 걸려 있는 것은 오는 6월 1일 열리는 ‘제20회 서울퀴어문화축제’를 축하하고 기념하기 위해서다. 미 대사관은 2017년 7월 ‘퀴어문화축제’에 지지와 연대의 뜻을 보내고, 한국 내 성 소수자의 인권을 지지한다는 의미에서 6색 무지개 깃발을 처음으로 건물에 내걸었다. 지난해에도 같은 깃발을 걸었는데, 올해는 그 크기가 과거와 비교해 3배 정도 커졌다. 미 대사관 측은 연합뉴스와의 통화에서 “성 소수자의 인권을 지지한다는 미 국무부 기조에 따라 현수막을 걸었다”고 밝혔다. 미 대사관은 퀴어 퍼레이드와 영화제 등 축제가 이어지는 6월 초까지 무지개 깃발을 계속 걸 계획이다. 퀴어문화축제에는 미 대사관뿐만 아니라 프랑스, 호주 등 여러 주한 외국 대사관들이 부스를 설치하는 등의 참여를 통해 성 소수자의 인권을 지지해 오고 있다. 국가인권위원회도 지난해에 이어 지난 17일 인권위가 입주해 있는 서울 중구 나라키움 저동빌딩 건물에 무지개 모양의 현수막을 걸었다. 그날은 ‘국제 성 소수자 혐오 반대의 날’에 맞춰 최영애 위원장의 명의로 첫 성명을 낸 날이기도 하다. 인권위는 “성 소수자도 사회의 다른 구성원처럼 그 자체로 존중받고 평등과 자유를 누릴 권리가 있다”는 내용의 성명을 발표했다. 지난해와 비교해 크기는 그대로지만, 현수막을 내거는 기간은 늘어났다. 지난해 인권위는 퀴어문화축제에 맞춰 7월 12일부터 14일까지 사흘간 무지개 현수막을 걸었지만, 올해는 5월 17일부터 축제가 끝나는 6월 2일까지 무지개 현수막을 유지할 방침이다. 올해로 20년차를 맞는 퀴어 축제는 ‘스무 번째 도약, 평등을 향한 도전!’ 이라는 슬로건 아래 열린다. 주최 측은 공식 홈페이지에서 “지난 19년처럼 한국 사회 성 소수자의 존재를 가시화하고 성 소수자의 인권을 증진하기 위해 우리의 목소리가 더 크게 울려서 사회의 변화를 이끌어낼 것”이라며 행사 의의를 밝혔다. 신진호 기자 sayho@seoul.co.kr

    “과거 합의들, 더많은 북핵·외교 실패 낳아”대북압박 기조 견지하며 국제공조도 강조마이크 폼페이오 미국 국무장관은 12일(현지시간) “우리의 대북 외교는 우리가 두 번 다시 북한의 핵 파일을 또 열어볼 필요가 없도록(we never again have to reopen the North Korean nuclear file) 분명히 하는 데에 정확히 초점을 맞추고 있다”고 밝혔다. 미국무부에 따르면 폼페이오 장관은 전날 밤 캘리포니아주 베벌리힐스에서 열린 싱크탱크 클레어몬트 연구소 40주년 축하행사에서 참석, 연설을 통해 “우리가 북한과 했던 과거의 시도와 합의들은 단지 더 많은 북한의 핵과 미국의 외교적 실패를 낳을 뿐이었다”며 이같이 말했다. 폼페이오 장관은 그러면서 “우리는 국제적 합의들이 미국의 이익을 분명히 향상시키도록 하기 위해 노력하고 있다”고 말했다. 이어 그는 “나는 여러분 모두가 이것(북한 비핵화 문제)이 심각한 일이라는 걸 알길 원한다”며 “우리는 미국 국민의 안전을 보장하길 원한다”고 강조했다. 북한 문제 해결을 위한 한국과 일본 등 동맹들과의 공조를 강조하며 “러시아와 중국을 상대로 이것이 이 세계의 최상의 이익에 부합한다는 걸 납득시키는 데 대해 확고한 의지를 갖고 있다”고 말했다. 그러면서 “전 세계로 하여금 그(북핵의) 위험을 인식하고 북한이 더 밝은 미래를 갖도록 돕는 작업에 참여하도록 하는 우리의 노력은 우리의 행정부가 굉장히 자랑스러워하는 부분”이라고 밝혔다. 폼페이오 장관은 김정은 북한 국무위원장과 친분이 있는 전 미국프로농구(NBA) 스타 데니스 로드먼을 거론, “나는 데니스 로드먼보다도 김 위원장과 더 많은 시간을 보냈다”고 말하기도 했다. 폼페이오 장관의 발언은 북한의 잇따른 발사 등 북미 간 대치 속에서도 대화의 문을 열어둬 판을 깨지 않되, 과거 전임 정권들의 실패한 비핵화 합의들이 북한에핵 개발의 시간만 벌어줬다는 인식에 따라 이번에는 이를 되풀이하지 않겠다는 뜻을 분명히 밝히며 전임 정부들과 차별화를 시도한 것으로 보인다고 연합뉴스가 분석했다. 속도조절론의 연장 선상에서 시한에 쫓긴 나머지 북한의 미사일 발사 등 대미 압박 강화 페이스에 말려 대북제재 문제 등에서 실질적 비핵화 조치 없이 양보하는 일은 없을 것이라는 입장을 재확인한 것으로 풀이된다. 이기철 선임기자 chuli@seoul.co.kr

    “‘마가‘(MAGA)의 시대가 왔다.” 마이크로소프트(MS)가 시가총액 1조 달러를 돌파하면서 세계 최대 전자상거래 기업 아마존·구글·애플과 함께 글로벌 증시를 이끌고 있다. 이들 4개 종목의 알파벳 앞글자를 딴 MAGA는 도널드 트럼프 미국 대통령의 슬로건인 ‘미국을 다시 위대하게’(Make America Great Again)를 패러디한 것이다. MS는 지난달 30일(현지시간) 뉴욕증시에서 종가 기준 1조 10억 달러(약 1168조 원)을 기록하며 지난해 8월 애플에 이어 ‘꿈의 시총’을 달성했다. 앞서 같은달 24일 시간외거래에서 시총 1조 달러를 넘어선 지 4거래일만이다. 클라우드 컴퓨팅 사업이 신성장동력으로 자리 잡으면서 MS의 올 1분기 순이익은 88억 달러로 지난해 동기보다 19% 늘었다. 주당순이익(EPS)은 1.14달러로 애널리스트들의 예상치인 1달러를 웃돌았다. 지난해 9월 장중 1조 달러를 돌파한 아마존의 시총은 9480억 달러로 애플과 함께 1조 달러 달성을 넘보고 있다. 애플 시총은 9460달러다. 구글의 모기업인 알파벳도 8290억 달러로 몸집을 불리면서 시총 1조 클럽 후보군에 이름을 올린 상태다. 이들 4개 기업이 대형주가 상승엔진으로 자리잡으면서 뉴욕증시는 올 들어 강한 상승세를 보이고 있다. 뉴욕증시 전반을 반영하는 스탠더드앤드푸어스(S&P) 500지수는 올해 들어 18% 상승했다. 1~4월 기준으로는 1987년 이후로 32년 만에 가장 높은 상승률이다. 블루칩 중심의 다우존스 30 산업평균지수는 14%, 기술주 중심의 나스닥지수는 22% 올랐다. 각각 20년, 28년만의 최대 상승 폭이다. 페이스북, 아마존, 애플, 넷플릭스, 구글 5개 기술주를 가리키는 ‘팡’(FAANG) 그룹에서 페이스북과 넷플릭스가 빠지고 부활한 ‘원조 기술주’ MS가 합류한 MAGA가 새로운 대세로 평가받는 것이다. MAGA 기업들은 FAANG보다 다변화된 수익구조를 지니고 있다는 게 장점으로 꼽힌다. 특히 네 기업 모두 클라우드 분야에서 가파른 성장세를 보이고 있다. 아마존은 글로벌 클라우드 시장의 30% 이상을 차지하고 있는 최강자다. 이익 대부분이 클라우드인 아마존웹서비스(AWS)에서 일어난다. 아마존은 지난해 2분기를 시작으로 네 분기 연속 사상 최대 순이익 기록을 갈아치웠다. 반면 페이스북과 넷플릭스는 사업 모델 한계 때문에 성장성 측면에서 밀린다는 분석이다. 페이스북의 소셜네트워크서비스(SNS)나 넷플릭스의 온라인동영상서비스(OTT)는 시장이 포화되거나 경쟁이 과열되면서 성장잠재력이 떨어질 수 있다는 얘기다. 또 이들은 광고나 스트리밍 의존도가 너무 높다는 것도 약점으로 꼽힌다. 최훈진 기자 choigiza@seoul.co.kr

    미국 민주당의 유력 대선주자인 조 바이든 전 부통령이 도널드 트럼프 미 대통령에 대항해 ‘미국을 다시 도덕적으로’(Make America Moral Again)라는 구호를 내세웠다. 트럼프 대통령의 대표적 슬로건인 ‘미국을 다시 위대하게’(Make America Great Again)를 패러디해 맞불을 놓은 것으로 자신이 트럼프 대통령의 대항마임를 자임해 통해 반(反)트럼프 진영의 지지세를 결집시키려는 포석으로 보인다. 바이든 전 부통령은 30일(현지시간) ABC 인터뷰에서 “트럼프 대통령은 ‘미국을 다시 위대하게’라는 모토를 갖고 있는데, 당신은 어떤 모토를 갖고 있는가”라는 질문에 “미국을 다시 도덕적으로”라고 답변했다. 그는 그러면서 “우리의 국민을 품격있게 대함으로써 미국을 우리 본연의 모습으로 되돌리는 것”이라고 덧붙였다.  그는 ‘트럼프 정부 하에서 경제지표가 좋은 것과 관련해 어떠한 논리로 유권자들에게 지지를 호소하겠느냐’는 질문에 “‘당신은 감세로 인해 어떠한 혜택을 받았는가’, ‘당신이 원하는 수준까지 월급이 진짜 올랐는가’, ‘당신의 고용주는 이전보다 더 당신을 존중하는가’라는 질문을 던지겠다”고 답했다. 바이든 전 부통령은 지난 대선 당시 트럼프 캠프와 러시아 측의 공모 의혹을 둘러싼 ‘러시아 스캔들’ 특검 수사 결과와 관련, 탄핵론의 불씨를 살리면서도 즉각적 행동에 대해서는 선을 그었다. 그는 “로버트 뮬러 특검의 수사 결과 보고서에 뮬러 특검이 자신의 조사 권한 밖의 일이라며 미완으로 남겨둔 7∼8개 요소가 있다”면서 “의회가 해야 할 일은 그 부분들을 조사하는 것”이라고 말했다. 그는 “의회 조사가 끝내 막힌다면 남은 헌법적 보루인 탄핵 이외에는 대안이 없게 될 수 있을 것”이라면서도 “그 사이 나의 임무는 그(트럼프)가 미국의 대통령으로 다시 돌아오지 못하는 것”이라며 내년 대선 승리가 최대 과제라고 강조했다. CNN은 이날 여론조사기관 SSRS에 의뢰해 25∼28일 전국 성인 남녀 1001명을 대상으로 조사한 결과 민주당원과 민주당 성향 응답자(411명) 가운데 39%가 바이든 전 부통령을 지지했다고 전했다. 이는 지난달 여론조사 지지율(28%)보다 11% 포인트 오른 것이다. 버니 샌더스(무소속) 상원의원은 15%의 지지를 얻어 2위를 기록했다. 그의 지지율은 지난달 조사보다 4% 포인트 내려갔다. 그 뒤를 이어 엘리자베스 워런 상원의원(8%), 피트 부티지지 인디애나주 사우스벤드 시장(7%), 베토 오로크 전 하원의원(6%), 카말라 해리스 상원의원(5%) 등이 상위권에 들었다. 바이든 전 부통령은 젊은 층, 진보 성향, 백인 등 대부분의 표본집단에서 샌더스 의원에 앞선 것으로 파악됐다고 CNN은 전했다. 민주당 성향 유권자들의 46%는 내년 민주당 대선후보를 결정할 때 ‘트럼프 대통령을 꺾을 가능성이 있는지’가 가장 중요한 요소라고 꼽았다. 이번 결과도 민주당 지지자들이 재선에 도전하는 트럼프 대통령에 맞설 대항마로서 바이든 전 부통령의 가능성을 높게 평가한 데 따른 것으로 보인다. 하종훈 기자 artg@seoul.co.kr

    경남 창원시 진해만 일원에 주변 바다와 도시를 조망할 수 있는 100m 높이 초대형 이순신 장군 동상 전망대가 건립된다. 허성무 창원시장은 29일 시청에서 기자회견을 열어 마산항 개항 120주년을 맞아 동북아 신해양거점도시 도약을 위한 제2 개항 선언과 함께 ‘Again 동북아 게이트웨이 프로젝트’를 추진하겠다고 밝혔다.동북아 게이트웨이 프로젝트는 동북아 해양메카, 신해양산업 창조도시, 1000만 해양 관광도시 등 3대 전략과 16개 정책과제를 담고 있다. 시는 동북아 해양메카 성장을 위해 ●100만 해양기초시 자주권 확보 ●창원 3대항 특화육성 ●창원도시해양공사 설립 ●마산만 내호구역에 자연친화적 인공조간대 조성 ●내호구역 오염퇴적물 정화 ●깨끗한 바다 800리길 만들기 ●근대항만 역사관 건립 등 7개 정책과제를 추진한다고 밝혔다. 또 신해양산업 창조도시 육성을 위한 정책으로 ●스마트 물류단지 조성 ●유라시아 철도망 연결 ●미래바다산업 육성 ●어촌환경 스마트화 등 4개 과제를 추진한다. 시는 해양과 내륙 간 물류동맥 연결을 위해 마산~창녕대합 사이 산업철도 신설을 국가철도망 계획에 반영되도록 장기과제로 추진한다. 허 시장은 “산업철도가 건설되면 창원이 한반도 종단철도의 시작점이 되고 중국·시베리아 횡단철도와 이어져 해양과 대륙을 잇는 물류허브 중심도시로 발전할 수 있다”고 강조했다. 시는 1000만 해양 관광도시 도약을 위해 ●세계 최장 해안변 보행로 조성 ●대형 이순신 동상 및 신월영대 건립 ●해양 체험관광 인프라 확충 ●5대 해양 프로젝트 가속화 ●해상교통시스템 도입 등 5개 정책과제를 추진한다. 창원지역 324km 해안변에 보행로를 연결해 세계에서 가장 긴 해안길을 조성한다. 해안길 곳곳에 친수공간과 먹거리·레저를 즐길수 있는 공간을 배치해 창원바다를 세계적인 명소로 만들 계획이다. 해양 랜드마크 상징물도 건립한다. 진해만 일원에 100m 높이의 대형 이순신 동상을 세워 전망대로 활용한다. 마산만 일원에는 3000㎡규모 신월영대를 조성해 이순신 장군의 리더십과 신라 대학자 최치원 선생의 학덕을 세계화 한다. 신월영대에서는 마산만을 비추는 달빛을 관광 자원으로 활용해 매월 보름 전후 테마가 있는 달빛축제를 열어 외국인 관광객도 유치할 계획이다. 시는 전체 사업에 국·도비와 민자를 합쳐 2조 5000억원이 들 것으로 내다봤다. 사업이 추진되면 5조 6000억원의 생산유발효과와 3만 4000명의 고용유발효과가 있을 것으로 시는 추산했다.창원시는 오는 5월 1일 마산합포구 오동동 문화광장에서 마산항 개항 120주년 기념식을 개최한다. 창원 강원식 기자 kws@seoul.co.kr/

    코레일과 강원도가 산불 피해 지역 관광객 유치를 위한 캠페인을 열었다. 19일 오전 서울역에서 열린 ‘어게인, 고 이스트’(Again, Go East) 캠페인 참석자들은 ‘여러분의 강원도 관광이 바로 자원봉사입니다’라는 구호를 외치고 관광 독려 호소문을 발표했다. 이날 행사에는 최문순 강원도지사와 손병석 코레일 사장을 비롯한 강원 지자체 및 여행업 관계자 200여명이 참석했다. 강원도 관광홍보대사인 배우 이동욱도 참석해 자리를 빛냈다. 손병석 코레일 사장은 “피해 주민에 대한 진정한 위로, 지역 경제의 빠른 복구, 그 길이 강원도 여행에 있다. 국민 여러분의 강원도 여행길을 코레일에서 안전하고 편안하게 모시겠다”고 말했다. 최문순 도지사는 “가자, 동해안으로” 구호를 선창하고 참석자들의 뜨거운 호응을 유도했다. 배우 이동욱은 “산불 피해를 TV로 보면서 굉장히 마음이 아프고 안쓰러웠다”며 “강원도를 위해 할 수 있는 일을 생각하다 이 자리에 참여하게 됐다”고 말했다. 이어 “피해 지역 주민들이 낙담하고 있을까봐 미안한 마음에 방문을 못하시는 분들이 많다고 들었는데 여러분께서 와주시는 게 지역 경제에 도움이 된다”며 강원도 방문을 독려했다. 강원도 관련 퀴즈 등 이벤트가 열렸고 오후 12시에 강릉으로 출발하는 KTX 특별 기획상품 투어단 환송회가 이어졌다. 한편 코레일은 강릉행 기차관광 상품으로 속초, 동해 등 피해지역에 특화된 상품을 개발할 계획이다. 22일부터 강릉에 도착하는 기차여행 상품 구매고객 선착순 2000명은 강릉역 여행센터에서 강원상품권 1만원권을 받을 수 있다. 스마트폰 앱 ‘코레일톡’에서 강릉역 도착 승차권을 구입하면 5월 말까지 숙박, 렌터카, 카셰어링 등 최대 50% 할인을 받을 수 있다. 이달 말까지 강릉선 전 구간 KTX는 30% 할인된 금액으로 이용할 수 있다. 글·사진 이정수 기자 tintin@seoul.co.kr

    재난은 그 자체로 피해 지역 주민들에게 형언할 수 없는 고통을 주지만, 특히나 관광업이 발달한 곳이라면 피해는 갑절이 되기 십상이다. 추가적인 재난의 위험이 없어도 왠지 불안한 마음에 다른 선택지를 찾으려고 하는 게 인지상정인 데다 무엇보다 피해 복구에 땀 흘리는 현지인들에게 미안한 심정 때문에 관광객의 발걸음이 뚝 끊기는 경우가 많다. 관광으로 먹고사는 지역민들은 엎친 데 덮친 격으로 이중 피해를 고스란히 당해야 한다. 실제로 2016년과 2017년에 지진 피해를 입은 경주와 포항은 한동안 관광객 급감으로 어려움을 겪다가 시간이 지나서야 서서히 회복했다. 이런 이유로 재난 현장이 어느 정도 수습되고, 피해민에 대한 기초적인 지원이 이뤄지고 나면 해당 지자체는 관광객 유치에 발벗고 나서지 않을 수 없다. 지난 4일 발생한 산불로 피해를 본 강원 동해안 지역도 마찬가지다. 최문순 강원지사와 김한근 강릉시장은 그제 국회 정론관에서 가진 대국민 기자회견에서 “관광을 오시는 게 최대의 자원봉사”라고 호소했다. “벚꽃 축제가 시작되면서 많은 사람이 강원도를 찾아올 시점인데 재난 때문에 미안해서 안 오는 것 같다”며 “마음에 부담을 가질 필요가 없다”는 말도 덧붙였다. 고성, 속초, 강릉, 동해 등 동해안 일대 6개 시군은 연간 5000만명이 찾을 정도로 인기 있는 관광지다. 그런데 지난 주말엔 속초의 숙박시설 80%가 비었을 정도로 관광객이 확 줄었다고 하니 애가 탈만 하다. 다행히 소셜미디어 등에서 동해안 관광 캠페인이 활발히 벌어지는 모양이다. “산불로 많은 것을 잃었고 모두 부족하지만, 가장 부족한 것이 관광객”이라는 한 속초 시민의 글이 화제를 모으면서 예약을 취소하려던 사람들이 예정대로 여행을 가기로 했다는 사례가 도미노처럼 이어지고 있다. 강원도도 외국인 관광객 대상 여행사에 도지사 서한문을 보내고, 각 시도 교육청에 국내 수학여행단을 차질 없이 보내 달라고 요청하는 등 적극적인 홍보 활동에 나섰다. ‘Again, Go East’라는 타이틀로 서울과 수도권 지역에서 거리 홍보를 하고 DMZ 평화둘레길과 산불 지역을 연계한 국외 여행사 팸투어도 계획하고 있다고 하니 성과로 이어지길 기대한다. 재난을 당한 이웃을 십시일반으로 돕는 한국인의 저력은 이번에도 빛을 발하고 있다. 기부금은 지난 8일 기준으로 150억원이 모였고, 자원봉사자들도 4000명 넘게 활동하고 있다. 위문품 택배가 산처럼 쌓인단다. 자랑스러운 미덕이다. 여기에 평소처럼 관광객이 몰린다면 상처 입은 지역민들에겐 더할 나위 없는 위로가 되지 않을까.
