    [김유민의 노견일기] 한 번도 상처받지 않은 것처럼

    낯선 목소리, 손길 한 번에 폭 안겨 품종·크기 연연 않는 해외로 입양“개를 좋아해서 한 건데, 벌이도 잘 안되고…” 복날이 오면 개들을 팔고 마리 당 30만원을 벌었다는 주인은 이 일을 그만두는 이유를 이렇게 말했다. 개를 좋아한다는 말에 고개를 갸웃하자 10년간 개 농장을 하면서 6~7년간 키운 개도 있다고 했다. 그 개가 어떤 개인지 묻자 젖이 늘어진 어미 개 한 마리를 가리켰다. 새끼를 얼마나 낳아야 했으면 서 있는데도 젖이 바닥에 쓸릴 정도였다. 곁에 새끼 한 마리 없이 홀로 있던 개의 눈 주위엔 눈물 자국이 깊었다. 여주의 깊은 산 속, 좁은 철창 안에 갇혀있던 개 90마리. 오물과 진흙이 뒤섞인 바닥을 지나가며 마주치는 눈빛들은 대체로 슬펐다. 개들은 철창 안 구석에 몸을 웅크리거나, 있는 힘을 다해 짖거나, 반갑다고 꼬리를 흔들었다. 생계가 주된 이유였지만 농장주인은 폐쇄 결정이 시원섭섭하다고 했다. 그는 이름과 나이를 밝히지 말아달라며 “어머니도 그렇고, 주변에서도 (개 농장을) 잘 정리했다고 한다. 동물단체에서 농장 폐쇄를 설득하며 입양 간 개들의 영상을 보여줬는데 방 안에 누워 노는 모습을 보고 신기하기도 하고 잘 된 일 같다는 생각을 했다”고 말했다. 국제동물보호단체 HSI 구조팀은 공항으로 갈 준비를 시작했다. 검역절차를 위해 이날 농장을 떠날 16마리의 상태를 체크하고 뜬 장에서 한 마리씩 조심스럽게 안아 꺼냈다. 철창 밖을 뚫어지게 바라보고 있던 개들은 굳게 닫힌 문이 열리자 나오지 않으려 몸부림쳤다. 이곳을 나간 친구들이 왜 돌아오지 못했는지 알고 있었던 걸까. “괜찮아.” “좋은 곳으로 가는 거야.” 영어 이름과 일련번호가 적힌 케이지에 들어간 개들을 안심시키려 말을 건넸다.짧은 줄에 매인 개는 구조를 위해 분주하게 돌아다니는 사람이 슬쩍 내미는 손길에 배를 뒤집으며 좋아했다. 그 옆으론 쥐가 지나갔고 그 뒤로는 아주 작은 프렌치불도그가 슬픈 눈을 하고 지켜봤다. 치우지 않은 똥들, 오물이 그대로 묻은 물그릇, 메마른 채 여기저기 뿌려진 사료들이 그동안의 시간을 말해주는 듯 했다. HSI 구조팀 책임자 켈리는 “여기서 태어났거나 오랫동안 갇혀 지내면서 겁이 많고 불안정한 상태의 개들이 많지만 보호소에서 건강상태를 관리하고 행동교정을 하며 서서히 안정을 찾아 간다”고 말했다. 이날 오전 구조된 개들은 트럭에 하나 둘 실려 인천공항으로 보내졌다. 서보라미 활동가는 “인천공항에서 케이지 규정을 지켰는지 백신을 맞췄는지 등 검역과정을 거친 뒤 비행기를 타고 미국, 영국, 캐나다에 있는 HSI 임시보호소에 가 머물게 된다”고 했다. 한국에서 구조된 개들은 한 달 이내에 입양을 간다. 켈리는 “활기차고 성격이 좋은 개나 어리고 귀여운 강아지는 2주 안에 입양을 간다, 사람을 무서워하고 위축된 애들에게는 안정을 찾을 시간이 좀더 필요하다”고 설명했다. HSI 구조팀은 지난 7월 처음 농장주와 접촉해 폐쇄 논의를 시작했다. 지난달 25일부터 일주일간 90여 마리를 순차적으로 구출하고 난 후 내부 시설을 철거해 농장을 완전히 폐쇄했다. 개농장 하나를 폐쇄하는 데는 3개월 정도 걸린다. HSI 한국지부 소속 김나라 활동가는 “농장주가 혼자서 식용견 농장을 정리하는 건 불가능에 가깝다”면서 “수십마리의 개를 한꺼번에 살 사람도 없고 농장을 인수하려는 사람도 없어서 혼자 정리하기 힘들다”고 말했다. HSI는 농장 폐쇄를 지원하고 이후 농장주가 다른 생업을 찾을 수 있게 금전적 지원을 하고 있다. 이 과정에서 농장주들은 개나 혹은 다른 동물의 번식장을 운영해서는 안된다는 내용이 포함된 20년 기한의 계약을 체결하고, 향후 어떤 동물들도 다시 피해를 입지 않도록 케이지 역시 모두 철거한다. 김나라 활동가는 “구출한 개 하나하나를 외국에 보내는 데도 돈이 들고, 큰 도사견 같은 경우 사람 비행기 값보다 비싸다”고 설명했다. 꼭 해외로 입양을 보내야 하느냐는 지적도 있다. 서보라미 활동가는 “도사견들은 덩치가 커서 국내에서는 입양을 하려는 가족을 찾기가 어렵다”고 답했다. 이어 “국내 입양이 잘 된다면 장시간 비행을 안 해도 되고 한국에서 같이 키우면서 식용견 문제를 더 알리고 인식도 개선할 수 있을 텐데 아쉽다”고 토로했다. 이번 농장 폐쇄에는 영국과 미국 등지에서 유명한 훈련사 빅토리아 스틸웰(Victoria Stilwell)과 동물 복지를 위해 다양한 봉사 활동을 펼치고 있는 영국 스타 수의사 마크 아브라함(Marc Abraham)이 직접 방한해 구조에 동참했다.김나라 활동가는 “그 어느 때보다 더 많은 사람들이 식용견 산업을 반대하고 있으며, 정부가 이 잔인한 산업을 단계적으로 폐지할 수 있도록 목소리를 내고 있다. 한국인으로서, 식용견 농장에서 구조된 개를 입양한 한 사람으로서, 저는 HSI의 식용견 농장 전환 프로그램이 사람과 개 모두에게 어떠한 혜택을 주는지 잘 알고 있다. 지금 이 농장의 개들은 가혹하고 비참하게 삶을 시작했지만, 이제는 연계된 해외 쉼터에서 상처를 회복하고 식용견 농장에서의 기억을 잊게 해 줄 영원한 가족을 만날 기회를 갖게 될 것이다”고 말했다. 또한 그는 “HSI는 식용견 농장의 개들을 ‘식용’의 의미가 들어간 ‘식용견’이 아닌 ‘누리개’라고 부르고 있다. ‘세상’을 뜻하는 우리말인 ‘누리’에서 따온 ‘누리개’에는 구조를 통해 이 개들이 더 나은 세상을 누리라는 뜻과 함께, 이 개들이 우리의 사랑스러운 동반자가 되어 세상을 보다 아름답게 만들어 준다는 의미를 담았다. 언젠가 모든 누리개들이 더 좋은 세상을 누릴 수 있기를 희망한다”고 덧붙였다. 한편 국내 개고기 소비는 젊은 세대를 중심으로 급격하게 감소하고 있는 추세다. 지난해 6월 한국갤럽이 진행한 설문조사에 의하면 한국인 약 70%는 향후 개고기 섭취 의사가 없다고 응답했다. 또한 최근 개고기 거래 억제를 위한 정부당국의 움직임은 해당 산업을 종식시키고자 하는 한국 사회의 분위기를 반영하고 있다. 지난해 11월 HSI 코리아는 성남시와 태평동에 있는 국내 최대 규모의 개 도축장 폐쇄를 함께 했으며, 올 해 7월에는 다른 한국 동물보호단체들 및 부산시와 함께 구포 개시장을 폐쇄했다. 여주 김유민 기자 planet@seoul.co.kr

    임은정 울산지검 부장검사가 국정감사에서 출석한 소회를 밝혔다. 임은정 검사는 5일 자신의 SNS에 “의정부지검에 있을 때 ‘검사 부적격자들이 검사장도 되고, 검찰총장도 되는 것을 우리는 더러 보지 않았습니까?’라고 썼다가 검사장에게 불려가 추궁받았었다”고 과거 일화를 꺼냈다. 임 검사는 “윤 총장님이 검찰 간부 중에는 강단과 기개가 있어 빛나는 선배라 생각했다”며 “국정원 대선개입 사건 때 국정원 간부들과 직원들이 기소유예와 입건유예를 하는 등의 수사 결과 보도자료를 읽으며, 부득이 타협에 한탄했고 교과서적인 검사상에 턱없이 부족하다는 생각을 지울 수 없었다”고 평가했다. 임 검사는 “검찰의 조직적 범죄 은폐사건인 제 고발사건을 1년4개월째 뭉갠 검사의 공문서는 경징계 사안이고, 형사입건 대상도 아니라며 경찰의 압수수색영장을 기각했다”며 “하지만 중앙지검이 특수부에서는 자소서 한줄 한줄을 압수수색으로 확인하고, 첨예하게 주장이 대립하는 사문서위조사건을 피의자 조사 없이 청문회날 전격 기소했다”고 설명했다. 그러면서 “검찰이 수사로 정치와 장관 인사에 개입한 것이라는 결론이 논리의 비약이라 할 수 있을까”라고 임 부장검사는 반문했다. 마지막으로 “국감장에서 제 생각을 진솔하게 표현하는 것이 국회에 대한 예의라 생각해 가감없이 말하다 동료들의 가슴에 생채기를 남겼다”며 “검찰의 가장 초라한 현실을 눈으로 보고 느낀 한 생존자의 증언이 국민들과 동료들에게 잘 전달됐으면 좋겠다”고 전했다. 임 검사는 지난 4일 서울 서대문구 경찰청에서 열린 국회 행정안전위원회 국정감사에 참고인으로 출석해 검찰을 강도높게 비판했다. 임 검사는 “검찰권이 거대한 권력에 영합해 오남용되기도 하고 경우에 따라 ‘검찰 공화국’을 방어하는 데에 수사권을 쓰는 등 오남용 사태가 너무 많다”고 말했다. 임 검사는 “검사가 법과 원칙이 아닌 ‘상급자의 명령’을 실천하고 관철하는 데에 질주했기 때문에 (한국은) 검찰공화국이 됐다”며 “검찰권 오남용의 모든 피해는 국민들이 보고 있다”고 지적했다. 그러면서 “국민 여러분이 제발 검찰 공화국의 폭주를 막아달라”고 덧붙였다. 임 검사는 “나는 검사지만 고위공직자범죄수사처(공수처) 설치는 정말 절박하다”며 “내가 고발한 사건도 공소시효가 오늘도 (완료 시점을 향해) 지나고 있다. 내년 4월에는 김진태 전 총장에 대한 공소시효가 만료되는 만큼 공수처 도입이 하루빨리 됐으면 좋겠다는 절박함이 있다”고 말했다. 김유민 기자 planet@seoul.co.kr

    국내 최대 불꽃축제인 ‘서울세계불꽃축제’가 개최되는 5일 서울 여의도 도로 교통이 전면 통제될 예정이다. 서울세계불꽃축제는 이날 오후 7시20분부터 8시40분까지 여의도 한강공원 일대에서 열린다. 경찰에 따르면 마포대교 남단부터 여의도 63빌딩 앞까지 여의동로 구간은 오후 2시부터 행사가 마무리되는 9시 반까지 양방향 전면 통제될 예정이다. 여의상류 IC는 상황에 따라 탄력적으로 통제되며 원효대교 인도는 오후 7시부터 행사가 끝날 때까지 통제된다. 이번 불꽃축제에는 한국, 스웨덴, 중국 3개국의 불꽃연출팀이 참여한다. ‘써니’사가 중국 특유의 웅장한 불꽃을 20분 동안, 7시40분부터 스웨덴의 ‘예테보리스’사가 경쾌한 음악 비트에 맞춰 섬세한 불꽃을 연출한다. 이번 축제에는 시민과 관광객 등 100만 명의 인파가 몰릴 것으로 예상된다. 김유민 기자 planet@seoul.co.kr

    이재용 삼성전자 부회장이 삼성전자 사내 등기이사에서 물러날 것으로 보인다. 4일 업계에 따르면 삼성전자는 이 부회장의 사내이사 임기가 만료되는 오는 26일까지 임시 주주총회를 열지 않기로 했다. 이 부회장은 지난 2016월 10월27일 임시 주총을 통해 사내이사로 선임됐으며 이달 26일 임기 3년을 채우게 된다. 기존 사내이사의 임기를 연장하기 위해서는 주총을 열어 재선임 의결해야 한다. 현행 상법상 주총 개최를 위해서는 2주 전에 소집통지를 해야 하지만 삼성전자는 주총을 열지 않기로 한 것으로 전해졌다. 주총을 통해 임기가 연장되지 않으면 이 부회장은 자연스럽게 사내이사직을 잃게 된다. 다만 이 부회장은 사내이사에서 물러나더라도 삼성전자 부회장 직책은 유지하게 된다. 이 부회장은 그룹 총수로서 미래 성장 동력을 위한 투자 기회를 발굴하는 등의 역할은 변함없이 이어갈 것으로 보인다. 김유민 기자 planet@seoul.co.kr

    화성연쇄살인사건의 용의자 이춘재(56)는 프로파일러에 “손이 참 이쁘시네요”라며 도발을 한 것으로 알려졌다. 5일 경찰 등에 따르면 이춘재는 지난달 24∼27일까지 부산교도소에서 이뤄진 4∼7차 대면조사에서 처음 입을 열었다. 그전까지는 어떠한 질문에도 답을 하지 않고 범행을 부인하던 그는 ‘라포르’(신뢰관계) 형성을 포기하지 않던 수사팀의 노력으로 화성사건을 포함해 14건의 살인과 30여건의 성범죄를 저질렀다고 자백했다. 이춘재는 프로파일러 9명 가운데 한 여성 프로파일러의 손을 뚫어져라 쳐다보더니 “손이 참 이쁘시네요”라고 말했고 이어 “손 좀 잡아봐도 돼요?”라고 물었다. 프로파일러는 “조사가 마무리되면 악수나 하자”고 대응한 것으로 전해졌다. 이춘재는 모방범죄인 8차 사건을 제외한 모두 9차례의 화성사건 가운데 5,7,9차 사건 증거물에서 자신의 DNA가 나왔다는 사실을 듣고도 한동안 침묵하다가 “DNA 증거도 나왔다고 하니 어쩔 수 없네요”라며 그동안 저지른 악행을 털어놨다. 그는 자백하면서도 “언젠가는 이런 날이 와 내가 한 짓이 드러날 줄 알았다”라고 하는 등 담담하게 그림까지 그려가며 자신의 범행을 설명했다. 경찰의 대면조사는 지난달 18일부터 현재까지 17일 동안 10차례에 걸친 조사 끝에 이 씨의 입을 여는 데 성공했다. 이 씨는 화성사건 이후인 1994년 1월 충북 청주 자택에서 처제를 성폭행하고 살해한 혐의로 구속기소 돼 부산교도소에서 무기수로 복역 중이다. 그는 자백 과정에서 범인이 검거돼 모방범죄 혹은 별개의 범죄로 여겨진 화성사건의 8차 사건까지 자신이 저질렀다고 주장해 경찰이 과거 수사기록 등을 토대로 신빙성을 검증하고 있다. 김유민 기자 planet@seoul.co.kr

    ‘범죄인 인도 법안’(송환법) 반대 시위가 17주째로 접어든 가운데 홍콩 정부가 시위 확산을 막기 위해 5일 0시부터 시위대의 마스크 착용을 금지하는 ‘복면금지법’을 시행했다. 이날 SCMP 등 현지 매체는 전날 저녁 9시쯤 위안랑(元朗) 대로에서 14세 소년이 경찰이 쏜 총에 다리를 맞아 부상을 입었다고 보도했다. 오른쪽 다리에 총상을 입은 소년은 툰먼 지역에 있는 폭호이 병원으로 이송됐고, 이송 당시 의식이 있는 것으로 알려졌다. 홍콩 경찰은 시위대의 위협으로 경찰이 생명을 위협받자 정당방위 차원에서 실탄을 발사했다고 밝혔다. 실탄 부상자가 발생한 것은 벌써 두 번째다. 지난 1일 18세의 고등학생이 가슴에 총을 맞고 병원에 입원해 총탄 적출 수술을 받고 안정상태를 회복한 적이 있다. 홍콩 경찰은 생명에 위협을 받을 경우, 실탄 발사 수칙에 따라 실탄을 발사해오고 있다. 김유민 기자 planet@seoul.co.kr

    ‘비긴어게인3’ 박정현이 아레나 원형 극장 앞에서 특별한 무대를 선보인다. 4일 방송되는 JTBC ‘비긴어게인3’에서는 이탈리아 동부 베로나에서 펼쳐진 박정현-하림-헨리-김필-임헌일의 첫 번째 정식 버스킹 현장이 공개된다. 베로나에서 진행된 ‘비긴어게인3’ 녹화에서, 패밀리밴드 멤버들은 ‘아레나 원형 극장’을 찾았다. 이곳은 매년 이탈리아에서 가장 오래된 세계적인 야외 오페라 축제가 열리는 곳. 패밀리 밴드는 베로나에서의 첫 버스킹 장소로 아레나 극장 근처에 위치한 ‘브라 광장’을 택했다. 음악적으로 의미가 있는 장소에서의 특별한 공연을 앞두고 멤버들은 들뜬 마음을 감추지 못했다. 하림은 “‘비긴어게인’을 하면서 가장 선물 같은 시간이었다. 역사적인 곳 앞에서 버스킹을 할 수 있다는 사실이 정말 기뻤다”라며 감격했다. 이윽고 버스킹이 시작됐다. 감성보컬 김필이 첫 주자로 나섰다. ‘Like A Star’를 선곡한 김필의 목소리와 이에 어우러진 헨리의 비트박스가 아레나 광장을 로맨틱하게 물들였다. 또한 헨리는 자작곡 ‘제목 없는 Love Song’을 선보였고, 이 노래를 작곡한 배경을 공개했다. 이외에도 박정현의 ‘P.S. I Love You’, 임헌일과 박정현이 함께한 라디오헤드의 ‘Fake Plastic Trees’ 등 명곡의 향연이 이어졌다. 박정현은 또 한 번의 역대급 버스킹을 펼쳤다. 박정현이 버스킹 마지막 곡으로 선택한 노래는 슈베르트의 가곡 ‘아베 마리아’. 박정현은 노래에 앞서 “오 마이 갓”을 외치며 시종일관 긴장하고 떨리는 모습을 보였다. 박정현은 “(나는) 성악을 배운 사람이 아니고, 심지어 오페라 극장 앞에서 성악을 한다는 것은 모험적인 시도다”라고 고백했다. 이어 “아베마리아는 나도 들을 때마다 눈물 나는 노래다. 이 노래를 클래식 역사가 깊은 이탈리아에서 부르고 싶었다”라며 선곡 이유를 밝혔다. 한편, JTBC ‘비긴어게인3’는 4일 오후 9시에 방송된다. 임효진 기자 3a5a7a6a@seoul.co.kr

    농림축산식품부는 2일 경기 김포시 통진읍의 한 양돈 농가에서 아프리카돼지열병(ASF) 의심 신고가 접수됐다고 밝혔다. 방역 당국은 현장에 인력을 급파해 주변을 통제하고 소독에 나서는 한편 혈액 샘플을 채취해 경북 김천 농림축산검역본부에서 정밀검사를 벌여 아프리카돼지열병 여부를 가려낼 방침이다. 앞서 이날 오후에는 경기 파주시 문산읍에서도 의심 사례가 나와 정밀검사가 진행 중이다. 이 두 건이 모두 아프리카돼지열병을 확진될 경우 국내 총 발생 건수는 13건으로 늘어난다. 김유민 기자 planet@seoul.co.kr

    화성연쇄살인사건의 유력한 용의자인 이춘재(56)는 완강하게 혐의를 부인하며 버티다가 돌연 심경에 변화를 일으켜 “언젠가는 이런 날이 와 내가 한 짓이 드러날 줄 알았다”며 화성사건의 범인이 본인이 맞는다고 실토했다. 경기남부지방경찰청 전담수사팀은 2일 브리핑에서 “‘라포르(신뢰관계)가 형성된 상황에서 이 씨가 지난주부터 심경의 변화를 일으켜 임의로 자백하기 시작했다. 본인이 살인은 몇건, 강간은 몇건이라고 구체적으로 진술했다”고 말했다. 이춘재의 입을 연 것은 화성사건의 5,7,9차 사건 증거물에서 새롭게 검출된 DNA였다. 이들 증거물에서 나온 DNA는 이 씨의 것과 일치했다. 이씨는 경찰이 DNA 분석 결과를 알려주자 “DNA 증거가 나왔다니 할 수 없네요”라며 입을 열었고 9차례의 화성사건은 물론 전혀 다른 5건의 살인까지 모두 14명을 살해했으며 강간과 강간미수 등 성범죄는 30여건이나 저질렀다고 진술했다. 일부 범행이 이뤄진 장소를 그림까지 그려가며 설명하는 등 범행 당시 상황을 꽤 상세하게 묘사했다고 경찰 관계자는 전했다. 이씨는 1994년 1월 처제를 성폭행하고 살해한 혐의로 구속기소 돼 부산교도소에서 무기수로 복역 중이다. 김유민 기자 planet@seoul.co.kr

    화성 연쇄살인사건 유력 용의자 이춘재(56)가 청주에서 벌였다고 자백한 2건의 사건이 실제 있었던 사건으로 알려졌다. 2일 충북지방경찰청 관계자는 “이춘재가 자백한 2건의 청주 사건과 유사 사건이 실제 있었던 사건으로 파악하고 있다”고 말했다. 이씨는 화성에서 태어나 1991년 7월 건설업체에서 만난 A씨와 결혼했다. 이씨는 아내의 고향인 청주를 자주 오갔으며 1993년 4월에는 주소지를 청주로 옮긴 것으로 알려졌다. 경기남부지방경찰청 수사본부는 이춘재가 1986년 9월부터 1991년 4월까지 총 9차례의 ‘화성 사건’ 외에도 추가로 5건의 살인을 저지른 것으로 자백했다고 1일 발표했다. 이들 사건 중 화성 일대에서 3건, 청주에서 2건이 발생한 것으로 전해졌다. 이씨가 결혼한 뒤 1994년 1월 처제를 살해하고 경찰에 붙잡히기 전까지 청주에서는 화성 사건과 유사한 성폭행·살해 사건이 연이어 발생했다. 1992년 4월 23일 오전 8시 20분께 청주시 강내면 학천교 경부고속도로 확장 공사장에서 20대 여성이 살해된 것을 포크레인 기사가 발견됐다. 시신은 양손이 스타킹으로 묶여있었고, 40㎝ 깊이 땅속에 묻혀있었다. 경찰은 여성이 숨진 지 3∼4개월 된 것으로 보고 신원 파악에 나섰지만 사건을 끝내 해결하지 못했다. 같은 해 4월 18일 청주시 봉명동에서는 30대 술집 여종업원이 식당 주차장에 살해된 채 발견됐다. 당시 경찰은 수사본부를 꾸리고 27명의 형사를 투입해 사건을 수사했지만, 3개월 넘게 범인을 검거하지 못했었다. 이와 함께 6월 24일 복대동 가정주부 이모(28)씨 피살사건 당시에도 20대 초반으로 추정되는 남성이 사건 현장에서 나갔다는 목격자의 진술이 있었다. 경찰은 피해자와 남편 주변 인물 등을 중심으로 수사력을 집중했지만, 한 달 넘게 용의자조차 찾지 못해 수사 난항을 겪었다. 이춘재는 1993년 12월 아내가 2살짜리 아들을 남겨두고 가출하자 이에 대한 보복으로 이듬해 1월 청주 자택으로 처제(당시 20세)를 불러 수면제를 탄 음료수를 먹인 뒤 성폭행하고 살해했다. 경기남부지방경찰청 수사본부는 지난달 말 청주 흥덕경찰서와 청원경찰서 문서고에서 10차 사건 피해자가 발견된 1991년 4월과 이씨가 처제를 성폭행하고 살해해 검거된 1994년 1월까지 사건 기록을 확인했다. 또 유사 사건 확인을 위해 청주 흥덕경찰서(옛 서부경찰서)와 청원경찰서(옛 동부경찰서)에 남아있는 90년대 초반 청주지역 미제사건 기록도 확보했다. 김유민 기자 planet@seoul.co.kr

    화성연쇄살인사건의 유력 용의자로 이춘재씨(56)가 특정되자 이 사건을 ‘살인의 추억’으로 영화화한 봉준호 감독이 소감을 밝혔다. 봉준호 감독은 지난달 27일 미국 로스앤젤레스에서 열린 영화 축제 비욘트 페스트(Beyond Fest)에서 “드디어 지난주에 나는 범인의 얼굴을 봤다. 내 감정을 설명하기 위해서는 조금 더 시간이 필요하겠지만 지금은 무엇보다 범인을 잡기 위해 끝없는 노력을 기울인 경찰에 박수를 보내고 싶다”고 말했다. 봉준호 감독은 이 자리에서 “화성연쇄살인사건은 한국에서 굉장히 충격적인 사건이었다.한국 사회에는 굉장히 큰 트라우마로 남았었다”며 “내가 ‘살인의 추억’을 만들 때 나는 범인에 대해 많은 생각을 했고, 그가 어떻게 생겼는지에 대해서도 궁금했었다”고 덧붙였다. 경찰은 화성사건 5·7·9차 피해여성 유류품에서 나온 DNA와 50대 남성의 DNA가 일치한다는 국립과학수사연구원의 감정 결과를 토대로 처제를 강간·살해한 혐의로 무기 징역형을 선고받고 부산교도소에 25년째 수감 중인 이씨를 유력 용의자로 특정하고 수사를 벌여 왔다. 경찰은 이씨의 자백을 끌어 내기 위해 수사관과 프로파일러를 이씨가 수감 중인 부산교도소에 보내 총 9차례 대면조사에 나섰다. 이씨는 끈질긴 경찰의 추궁 끝에 자신의 범행 사실을 시인했다. 이씨는 14건의 살인 외에도 30여건의 강간을 더 저질다고 자백한 것으로 확인됐다. 화성 4차 사건 용의자의 DNA는 이씨의 것과 일치하는 것으로 드러났다. 김유민 기자 planet@seoul.co.kr

    [The 2019 Migrant Report]For the past 10 years, suicides in Nepali migrant workers working at farms and factories in South Korea have continued. In recent years, labor and medical groups in the country have begun to pay close attention to figure out why they are particularly at risk. “It cannot be explained by a single factor. Instead, there is a web complex reasons to trap migrant workers towards an extreme choice,” said Jeong Young-seob, Co-director of Migrants Act. In August, the Seoul Shinmun in collaboration with Green Hospital‘s Labor, Environment, Health Research Center and the Migrants Trade Union conducted a survey titled ’Stress and Mental Health Status‘, in which 141 migrant workers from Nepal took part. The survey was done through a paper and face-to-face interview. We also analyzed existing reports authored by the Government of Nepal “Labor Migration for Employment?A Status Report for Nepal: 2018” as well as by the International Labor Organization “When the safety of Nepali migrant workers fails (2016)”. We also studied additional statistics on migrant workers’ suicide published by the Embassies of Vietnam, Nepal, Thailand and Myanmar. As a result, we found that there are four major factors that make Nepali migrant workers in South Korea more vulnerable: ▲gap between expectation and reality ▲ lack of exit ▲high expectations from loved ones ▲ ruined relationships at home. When these four factors are mixed with one another, they could lead to a whirlwind consequence. # Great Expectations = Great Disappointments The first risk factor is Nepali migrant workers’ high expectation of South Korea. To aspiring Nepali migrant workers, South Korea is a land of opportunity, where they could earn five to eight times more monthly income than what they could earn in their home country. For this economic advantage, even highly educated young Nepalis including university-degree holders strive to get an E-9 visa to South Korea. When they finally come, however, they often struggle with harsh labor conditions and dehumanizing discrimination. According to the survey mentioned earlier, 28 percent of the respondents cited a huge gap between the reality of their work in Korea and the expectation they had in Nepal as the biggest source of frustration. A couple of Nepali migrant workers shared their experience with the Seoul Shinmun. Surendra(28·fake name) has been working at a mushroom farm for three years in Korea. He graduated from Tribhuvan University, one of the top universities in Nepal. “Before I came here, I was just excited about being able to earn 2 to 3 million won a month. I did not have a clear understanding of working and living conditions here. The reality, however, is very different from my imagination.” He then added, “Working for straight 12 hours without any real break is something that we rarely experience in Nepal. Nevertheless, I would feel much more satisfied if I were at least learning some skills. But all I have been doing here is simple manual labor.” According to our status survey, nearly 45.6 percent of the respondents answered that they work longer than 52 hours a week. 19.1 percent even said they work more than 60 hours a week, which is counted as one of the criteria for chronic overwork. Among the respondents, only 26.1 percent could take advantage of a 5-day workweek. # No Exit After working in South Korea for 16 months, Nepali migrant worker Shrestha(27) jumped from the rooftop of his company dorm building in June 2017. He had been suffering from serious insomnia as he struggled to adjust himself to alternating shifts between day and night. Before he committed suicide, Shrestha left a note. He wrote: “I have been seeing doctors for health problems and sleep disorders. It did not improve. I wanted to quit and find another work but the company did not allow it. I wanted to go back to Nepal for recovery, but the company said no.” Similar stories have been confirmed through the status survey. 71.1 percent of the respondents answered they have tried to find another workplace. Their reasons for wanting to find new work was similar to that of Shrestha. 36.4 percent cited long working hours and dangerous working conditions. Migrant workers who come to South Korea under the employment permit system are allowed to change workplaces up to three times within a three-year period. But it requires permission from their current employer. Lawyer Choi Jeong-Kyu said, ”If an employer gives permission to one worker, then he or she has to do the same for the others. For small-sized factories and farms depend on migrant workers, and employers are reluctant to let go of their labor force. Thus, the system inherently makes it difficult for migrant workers to find new employment, even after serious abuses, unless they could find assistance from labor unions or migrant organization.“ # Heavy Shoulders No matter how harsh and hostile it is, returning to Nepal is not an option for many of them. It had not been easy for them to come to Korea in the first place. But as long as they carry the weight of their family‘s expectation on their shoulder, it’s even more difficult to go back. This emotional burden coming from the family and community pressure is a significant factor. According to the report by the Nepali government, all 17 people who committed suicide between 2008 and 2014 were bearing the responsibility to provide for their families. ”People in Nepal don‘t pay much attention to the stories about wage theft or workers getting beaten up. If migrant workers go back, the villagers would criticize them for forsaking a great opportunity to earn 3 million won a month. People will laugh at their failure and brand them weak. Caught between a rock and a hard place, many Nepali migrant workers end up with suicide,“ explained Udaya Rai, head of the Migrants Trade Union(MTU), who is also from Nepal. Gokul Sharma(21) said he came to Korea for the happiness of his family. Yet, he was afraid of getting disapproving looks from his neighbors. Most of the people in Nepal agree with this analysis. In addition, Nepali youths invest a lot of time and money to make their ’Korean Dream‘ come true. ”In order to come to South Korea, many of us first have to borrow some money and take the Test of Proficiency in Korean“ added Sunita(41), who has been running a resting place for Nepali migrants for 10 years in Cheongju City. # Ruined Relationship What sustains migrant workers despite their harsh labor is their family and loved ones. However, when the relationship collapses, it shakes up all the rest. Tej bahadur Gurung(29) had two friends who chose suicide due to relationship problems. One person’s case involved family issues while the other one involved a romantic relationship. Khan Bahadur Gurung(45·fake name) recalled his experience, too. ”I had to deal with a family issue while I was working non-stop in Korea. I couldn‘t afford to go back to take care of the problem. That really tormented me.“ Dr. Kapil B. Dahal from the Department of Anthropology at Tribhuvan University underlined relative naivety and lack of experience of Nepali youths. Dr. Dahal said he was also aware of the suicide problem of Nepali migrant workers in South Korea. Meeting with the Seoul Shinmun at his house in Kathmandu on August 29th, he explained how it is a huge pressure for them to go abroad and make money for the family, especially considering how young they are. Dr. Dahal pointed out that there have been little studies dedicated to Nepali migrant workers’ suicide. In fact, the Korean Ministry of Justice keeps a track record of low-skilled migrant workers‘ deaths in Korea country by country. But its focus is on numbers, not the causes of their deaths. It means we do not have sufficient data to comprehend their unexpected deaths. ”Perhaps not as many as in South Korea, but Nepali migrant workers in the Middle East and Europe also commit suicides. Yet the Nepali Government and politicians don’t do anything. Nepali migrant workers make a great contribution to the country‘s economy. However, their health conditions are overlooked and their suicides are ignored,“ said Dr. Dahal as he criticized the indifference of the government. An official at the Nepali Embassy in Seoul told the Seoul Shinmun that they had made a request to their government for a research subsidy but there had been no progress. The person said, ”Yet, we do offer counseling services for migrant workers’ mental health.“ Udaya Rai of the MTU questioned its effectiveness. He said, ”You know they are not interested in addressing the fundamental problem of these deaths and suicides. They only fear that the South Korean government might slash quota for the employment permit system if we start to speak up about these problems.     Shattered ‘Korean Dream’… Overlooked suicides of Nepali migrant workers in S Korea 

    [The 2019 Migrant Report]In the past 10 years(2009-2018), 43 people out of 143 Nepali migrants who died in South Korea took their own lives- meaning 3 out of 10 deaths involved suicides. The Seoul Shinmun confirmed the figure through the Embassy of Nepal in Seoul and found out most of the cases involved migrant workers who entered the country with E-9 visa. Yet, a bigger tragedy lurks behind their unsung deaths as neither the Government of South Korea nor the Government of Nepal pays much attention to these recurring problems. In 2018, Nepal sent the largest number of non-professional or low-skilled migrant workers(8,404) to South Korea. Obviously, they come to this country for the so-called ‘Korean Dream’. But then, why did so many of them have to die on South Korean soil? From August 26th to September 2nd, the Seoul Shinmun met with some forty people in cities throughout Nepal -such as Kathmandu, Dong Kharka and Pokhara. These people included family members of migrant workers as well as Nepali youths who were dreaming of coming to South Korea to work one day. Three Stories of Betrayed Korean Dreams #Kedar Timalsina(28) An adult-size coffin wrapped with cardboard boxes and plastic tapes was carried out of the Tribhuvan International Airport in Kathmandu. Inside the coffin lay a 28-year-old man named Kedar Timalsina. When his body was found around midnight on July 20th in Saha District, Busan, he was already dead as he apparently hanged himself in the storage of a seafood processing factory. Waiting for him at the airport arrival site were some men from Kedar’s family. “This paper doesn‘t say anything about why Kedar killed himself,” they mumbled among themselves while sifting through the pages of the simple document sent from South Korean police. Kedar’s family said they did not understand why he had to make such an extreme choice to kill himself. It had been only 25 days since his wife Bandana Timalsina gave birth to their first son. The newborn looked like his father. “You know, I even heard Kedar threw a big party to celebrate the birth of this baby. Why would such a man kill himself? It doesn’t make any sense,” said Bandana’s older brother. Besides, Kedar had an aging mother who just turned 60 and would need his care more than before. What further frustrated the grieving family was the abhorring silence and indifference. Neither South Korea nor Nepal provided an adequate explanation. The Embassy of Nepal in Seoul and South Korean police seemed they were done with the case since they had returned the body to his family. South Korean police never investigated surveillance cameras installed in the factory or carried out forensics on Kedar’s mobile phone. The police said, “We found no evidence of murder on his body. Moreover, we understand he had a clear motivation to commit suicide.” “How can they not even review the CCTV and mobile phone? Is this how South Korea handles things?” Bandana‘s older brother asked a Korean reporter sitting in front of them. According to South Korean police, on the other hand, Kedar’s family was the “clear motivation” behind his suicide. Citing a statement made by Kedar’s co-worker, the police explained that Kedar had recently purchased some land, which turned out to be a fraud. “It’s a lie!” Listening to the Korean reporter relaying what he had heard from the police, Kedar’s family got furious. They insisted, “He bought the land a year ago for 2.90 million rupees (roughly 30 million Korean won) but now the price has gone up to 4.35 million rupees (roughly 43.5 million Korean won).” None of Kedar’s personal belongings were returned to his family. The police said, ”The Nepali Embassy told us that his family did not want his items back.“ The family‘s account was different. They said they had never communicated with the Embassy about Kedar’s personal belongings. ”We are responsible for confirming the identity and death certificate in order to promptly return the body back to his family in Nepal. The Embassy does not send back items unless they are important,“ the Embassy of Nepal replied when asked about it. On the day of the arrival, the family took Kedar’s body to the Bagmati River, an important tributary of the Ganges. When Bandana opened the cover of the coffin to see her husband for the last time, she burst into tears caressing his face. ”Why… What should I do with our baby?“ Kedar’s family moistened his mouth with water from the Ganges and put fire into the mouth to cremate. It took 4 hours for the fire to consume his body. With Kedar’s ‘Korean Dream’, all was gone.# Bal Bahadur Gurung(32) ”He really loved the children. These kids remind me of my husband every time I see them,“ said Lili Maya Gurung(28) thrusting a tissue under her sunglasses. The Seoul Shinmun met her in Pokhara in central Nepal. Lili Maya‘s husband Bal Bahadur Gurung forced himself off the Wolleung Bridge in Jungnang District, Seoul, on June 12th, 2018. He died immediately after being hit by a passing vehicle. CCTV footage showed Bal Bahadur walking back-and-forth over the bridge several times. He seemed nervous. He hesitated. But nothing would change the fact that he had just become an ‘unregistered’ migrant two days ago. He feared deportation. Bal Bahadur entered South Korea with a proper work visa in October 2017. In the following March, however, he left the company and registered himself at the Ministry of Labor to find another work. Migrant workers automatically lose their right to stay in the country if they fail to secure employment within three months. Bal Bahadur went back to Nepal to spend a short time with his family then came back to South Korea. Unfortunately, he had no luck in finding work. Time marched on inexorably until his three months were up. He became an unregistered or illegal migrant. That night, Bal Bahadur had no money. Later, a message found on his mobile phone showed that he had been trying to borrow some money from his co-worker. ”Had he owned some money, do you think he could have been able to get a taxi to go home in Suwon and lived?“ Lili Maya came to South Korea to take care of the remains of her husband by herself. “Unfortunately, many people in Nepal can’t afford to come to Korea even if a family member dies here. Still, the Nepali Embassy does nothing about it,” sighed another Nepali, Lama Dawa Pasang(43), who had been helping Lili Maya during her visit. Lili Maya’s neighbors often ask her, “Your husband looked so happy when he was visiting you two months before he passed away. What happened to that happy man? What happened in South Korea?” Shocked by his youngest son’s tragic death, Bal Bahadur’s father -a former soldier- is suffering from amnesia. In Nepal, when a family member dies, they make an altar at home to display a photo of the deceased and burn incense every morning and evening. ”Mom, we only do this for dead people. Did Daddy die?“ Lili Maya’s seven-year-old daughter asked. “No, your father has gone abroad to work,” replied Lili Maya. But that did not stop Lili Maya from crying. “I want to die, too. But when I think of these poor children, I can’t.”# Dhan Raj Ghala(40) “I am enocent. I have no mistake. Company cheating me. I am no crazy […] company take my signiture [...] please investigation please” This is part of Dhan Raj Ghala’s letter, hand-written in English. He apparently died as a result of a suicide by hanging in June 2011 while working at a futon factory in Dalseo District, Daegu City. Dhan, who first came to South Korea in September 2010, even had a plane ticket booked to go back to Nepal. But, for some reason, he still ended up with the same tragic choice. Upon seeing a Korean reporter on August 31st in their home in Pokhara, Dhan’s wife Man Maya Ghala(48) and Dhan’s younger brother Bhim Raj Ghala(36) began talking about what had happened 8 years ago. Bhim said he had to go to South Korea because he could not let his brother go without knowing why he had to die there. To Bhim, his older brother was a man who loved his family more than anything and a hard-working person. “After seeing the letters, I thought Dhan must have been bullied at work,” Bhim explained. “He could have suffered from depression after learning he had signed something without knowing what it was. In the letter, he was worried that the company did something bad.” Dhan left another short letter written in Nepali, as well. He wrote, “I’ve done nothing wrong. I once fought with another worker from Mongolia. I don’t know what that Mongolian guy told Korean people… (The company) is cheating me.” Similar letters had also been sent twice to a manager of the company, in which Dhan wrote, “We used to talk to each other. But you don’t talk to me these days. I don’t understand. Please tell me why.” The company, however, denied the claims made by Dhan. They insisted that there was no bullying and that Dhan had never signed any document. It’s been told Dhan found Korea’s alternating shifts between day and night extremely difficult. Since mid-April, Dhan had been only given night shift for two months until his death. “My husband told me he could not sleep when he was working night shifts,” Man Maya explained. A source at a labor union said, “Dhan could have been very stressed due to night shifts and workplace bullying. When the company sounded as if they were to fire him, he must have felt extremely pressured.” In Nepal, when fathers bring gifts from overseas, they share it with neighbors. “When my children received their portion, they looked rather sad. They must have thought of their late-father,” Man Maya’s voice trembled as she recalled how it wounded her children. Her daughter and son were ten and five, respectively, at the time of their father’s death. Now they’ve grown to become a college student and a middle school student. ”I will never forgive those people who did wrong things to my father,“ Dhan‘s son vows to take revenge whenever the absence of his father strikes him. The siblings made a promise to each other not to go abroad no matter what. Nevertheless, Man Maya and Bhim said they did not hate Koreans. “You see in South Korea, as well as in Nepal, there are good people and bad people. Sadly, my husband met bad people. I don’t want to blame all Koreans because of them.     Unusually high 30 percent suicide rate ofNepali non-skilled migrant workers in South Korea...“Fallen to the lowest rung of the workforce ladder,the highly educated are frustrated by harsh labor conditionsand discrimination” Migrants. Are they a solution to smooth out the approaching demographic cliff or are they a problem to exacerbate already tough employment and marriage prospects? Currently, there are 2.42 million migrant workers, marriage migrants and migrant children living in South Korea. This number has grown by 1.25 million in the past 10 years. In reality, local farms and factories cannot function without migrant workforces. Yet, many still brand migrant workers as “job snatchers”. Also, the so-called “multicultural family”, which consists of a Korean local married to a foreign spouse, makes up about 2 percent of the total population, with the number of individual family members surpassing one million. Nevertheless, many people still stigmatize marriage migrant women with scam marriages and view them with contempt. The Seoul Shinmun‘s Special Feature Reporting titled ’The 2019 Migrant Report: Betrayed Korean Dreams‘ will bring you a series of articles on ▲migrant workers ▲marriage migrant women ▲migrant children as we have been working to expose the discriminatory reality and debunk some of the groundless blames against them. According to the data that the Seoul Shinmun obtained from the Embassy of Nepal in Seoul, from 2009 to 2018, there were a total of 143 deaths of Nepali people on South Korean soil. Among them, 43 people committed suicides, accounting for 30.1 percent. Most of these deaths involved E-9 non-professional employment visa holders who had been employed at farms and factories that suffer a chronic labor shortage. While these tragic deaths repeat every year, the South Korean government does not have a clue why so many migrant workers make such an extreme choice. In contrast, when we looked at the cases of migrant workers from other countries such as Myanmar, there was a total of 51 deaths and 4 involved suicide, from 2011 to August 2019. Suicides rate is relatively low among Vietnamese migrant workers. There was zero suicide out of the 14 deaths from 2017 to August 2019. All these numbers have been confirmed with respective embassies. Seo Seonyoung, a Sociology researcher at Yonsei University says, “Nepali migrant workers who come to South Korea under the employment permit system tend to be highly educated.” Seo also notes how their families have great expectation for them. “But as soon as they step into the workplace, they would find themselves fallen to the lowest rung of the workforce ladder and the unbearable stress could eventually force them to commit suicide.” There are growing voices calling for a systematic improvement to end the vicious cycle. The South Korean government has been endeavoring to strengthen ties and cooperation with ASEAN countries as part of its ’New Southern Policy‘. Also, migrant workers are needed to compensate for the labor shortage.     결혼을 앞두고 불법촬영 피해를 당한 여성이 트라우마에 시달리다 극단적인 선택을 한 것이 알려져 주위를 안타깝게 하고 있다. 1일 순천경찰서에 따르면 경찰은 최근 순천의 한 종합병원에서 다른 여성 직원을 몰래카메라로 촬영한 혐의(성폭력범죄의 처벌 등에 관한 특례법 위반)로 이 병원 직원 A씨(38)를 구속해 검찰에 송치했다. A씨는 지난 7월에도 마트에서 일반인을 대상으로 불법촬영 현행범으로 체포된 전력이 있다. A씨는 단순 몰카 혐의로 불구속 상태에서 수사를 받았으나 이후 휴대전화 자료 조사를 통해 자신이 근무하는 병원에서 여직원을 대상으로 한 범죄사실이 드러나며 구속됐다. A씨는 사실상 남녀 공용인 탈의실에서 몰래카메라로 여성 직원을 촬영한 혐의를 받는다. A씨는 여성 탈의 공간과 마주보고 있는 책장에 구멍을 뚫어 여직원들을 촬영한 것으로 알려졌다. 피해 여성은 모두 4명인 것으로 확인됐다. 병원 측은 인사위원회를 열어 A씨를 해고조치 했고 피해 여성들에게 심리치료 등의 조치를 취했다. 그러나 피해 여성 중 한명인 B씨가 지난달 24일 오후 11시쯤 자신의 주거지인 아파트 화단에서 숨진 채 발견됐다.     교육자의 양심을 걸고 조국 법무부장관 딸에게 봉사상을 준 적 없다고 주장하면서 정경심 교수 기소에 결정적 역할을 한 최성해(66) 동양대 총장이 오랜 기간 공식 인물정보해 기재해온 학력이 잘못됐음을 인정했다. 당초 최성해 총장은 “교육학박사 표기가 있는 표창장만이 진짜”라고 말했지만 교육학박사는 ‘명예’ 박사였다는 것이다. 박사학위는 학사를 취득한 사람만이 취득할 수 있다. 최 총장은 지금까지 자신의 학력 프로필에 ‘1978년 단국대 무역학과 졸업’ 또는 ‘수료’라고 기재해 왔다. 최성해 총장은 30일 중앙일보와 인터뷰에서 “단국대를 제적당했기 때문에 (미국 워싱턴침례신학대) 3학년으로 편입해서 갔다”고 말했다. 국회 교육위원회 소속 조승래 더불어민주당 의원실에 따르면 최 총장은 1971년 3월 9일부터 1979년 3월 30일까지 학교에 재적했으나 졸업은 못한 것으로 드러났다. 최 총장은 워싱턴침례신학대 석·박사 학위에 대한 학력 위조 논란에 대해서는 “미국에 가서 공부한 건 맞다”고 해명했다. 최 총장은 경북의 한 병원에서 지난달 17일부터 입원 중이다. 그는 “국감 전에 돌아가면 학교 문제 등이 또 국감 자료로 사용될지 모른다. 내가 정치적으로 문제가 되는 게 힘들다”면서 “내가 유치원 나왔다 한들 어떻고, 초등학교 나왔다 한들 어떤가. 총장으로서 해야 할 가치를 지켰기 때문에 내가 모든 욕을 먹고 여기까지 온 거다. 나를 욕하는 건 괜찮다. 진실을 욕하지 마라”라고 밝혔다. 최 총장은 자유한국당 의원과 논의한 후 표창장 관련 입장을 정했다는 제보들에 대해서는 “사실이 아니다”라며 부인했다. 최 총장은 “누가 그 이야기를 했는지 안다. 집안 친척인데 나와 사이가 좋지 않다”고 설명했다. 전날 tbs ‘김어준의 뉴스공장’에 출연한 제보자 A씨와 B씨는 최 총장이 표창장 논란과 관련 8월 26일 재단 이사회를 열었고, 27일 서울에서는 한국당 의원 2명을 만났다는 내용이 담긴 녹취록을 공개했다. 녹취록에서 최 총장 측근은 “정경심 교수 때문에 8월 21일부터 다 준비하고 있었다. 어떻게 갈 거냐 갈림길에 서 있었다. 조국 편 잘못 들었다가는 한국당이 정권 잡으면 학교 문 닫아야 된다. 한국당이 놔두겠냐”며 27일 최 총장이 서울에서 한국당 의원 2명을 만났다는 내용이 담겼다. 최 총장 측근은 조 장관의 부인인 정경심 동양대 교수가 재정 지원 청탁을 거절했고, 이에 최 총장이 “열 받아서 안 해야 될 이야기까지 다 해버렸다”고 말했다. 녹취록에 등장한 한국당 의원들은 연루 의혹을 부인하고 있다. 김유민 기자 planet@seoul.co.kr

    성관계 영상을 지인에 불법유포한 남자친구의 성기를 절단한 여성이 징역형을 받고 선처를 호소했다. 아르헨티나 매체 부에노스아이레스타임스는 지난 26일 브렌다 바라티니(28)가 2017년 11월 누에바 코르도바에서 남자친구와 성관계를 하던 중 고환 한 쪽을 포함해 성기 90%를 자른 혐의로 체포됐다고 전했다. 바라티니는 가지치기용 대형 가위를 사용해 남성의 성기를 절단했다. 그는 “남자친구가 성관계 영상을 유출해 사생활 침해 피해를 입었다”며 “특히 내 지인들에게 성관계 영상을 불법 공유했다”고 주장했다. 남자친구였던 세르히오는 “서로 관계를 맺던 중 바라티니가 내게 깜짝 선물을 보여주겠다면서 벨벳으로 내 눈을 가렸다”며 “이윽고 몸까지 묶으려고 해 행동에 거부 반응을 보였지만 구강성교를 해 움직이지 못했다. 그 순간 죽을 만큼의 고통이 밑에서 전해져 올라왔다”고 진술했다. 이어 “너무 고통스러워 구조 요청을 하려고 했지만 나를 놓아주지 않았다”며 “이윽고 내 머리와 옷을 붙잡고 온갖 욕설을 퍼부으며 나를 저주했다”고 덧붙였다. 세르히오는 사건 이후 수차례에 걸쳐 성기 복원술을 받은 것으로 알려졌다. 바라티니의 변호인 아이반 시로니는 “아르헨티나 재판 역사상 성기를 자른 혐의가 살해 동기로 판결된 전례는 없었다”고 선처를 호소했다 바라티니는 “내가 한 행동을 후회한다. 그저 다치게 하고 싶었을 뿐 남자친구를 살해할 의도는 없었다”며 “(남자친구는) 나를 전리품 취급했다. 내 사생활을 침해했다. 내 모든 걸 망가뜨렸다”고 말했다. 김유민 기자 planet@seoul.co.kr

    조국 법무부장관은 가족을 둘러싼 검찰의 압수수색과 전방위적 수사가 펼쳐지는 것과 관련 “‘검찰과 제 아내 사이 다툼이 있다’고 말씀드리겠다. 그 다툼은 사후 형사절차에서 해결돼야 될 것”이라고 말했다. 조국 장관은 27일 시사주간지 ‘시사인’과 인터뷰에서 ‘장관을 포함해 모든 가족을 기소할 가능성이 있다는 이야기도 나온다’는 질문에 이같이 답했다. 검찰은 23일 조 장관의 서울 서초구 방배동 자택을 11시간 동안 압수수색했다. 조 장관은 “지금 시점에서는 법무부장관이자 집안의 가장 아니겠나. 거기에 대해 특정한 언급을 하기에는 매우 곤란하다. 제가 말씀드릴 수 있는 건 다툼이 있는 사안이기 때문에 그 다툼을 헌법과 법률의 원칙에 따라서 해결하는 절차가 남아있는 거 같다. 그 과정에서 저는 이번 사태에 대해서는 원칙적인 이야기를 강조할 수밖에 없다”고 했다. 조 장관은 “검찰은 선출된 권력은 아닌데 아주 막강한 권력을 가지고 있다. 선출되지 않은 권력은 선출된 권력으로부터 통제를 받는 게 법치주의의 핵심”이라며 “검찰이 막강한 수사권을 가지고 기소권을 독점하고 있으니까 통제가 잘 안 된다. 그게 현재 우리 국민들이 검찰을 두려워하고 또 검찰개혁을 바라는 이유”라고 정의했다. 그러면서 조 장관은 “검찰개혁은 저를 딛고서라도 가야 한다고 생각한다”며 “구시대의 잿더미를 넘어 새로운 개혁의 시간이 온다는 다짐을 하면서 이를 악물고 출근하고 있다”고 했다. 조 장관은 “요새는 제가 하루를 살고 또 하루를 살아내는 것이 개혁이고 인생이라는 생각이 든다”며 “뒤로 되돌릴 수 없는 개혁, 결국은 제도화, 제도화, 제도화라고 본다. 죽을 힘을 다해 한 걸음이라도 앞으로 내디딜 거다. 언제 어디까지일지 모르지만 갈 수 있는 데까지 가볼 생각”이라고 장관직에 임하는 각오를 밝혔다. 김유민 기자 planet@seoul.co.kr

    경기 양주서 아프리카돼지열병 의심 신고

    농림축산식품부는 27일 경기도 양주시 광적면 돼지농장에서 아프리카돼지열병 의심 신고가 들어왔다고 밝혔다. 농장주는 키우고 있는 570여마리 돼지 중 1마리가 폐사했다고 신고했다. 농식품부는 신고 접수 직후 초동방역팀을 투입해 사람과 가축, 차량 등의 이동을 통제하고 긴급방역 조치를 하고 있다. 이번 신고가 아프리카돼지열병으로 확진되면 10번째 발병 사례가 된다. 경기도 양주에서는 26일 두차례 의심 신고가 들어왔지만, 정밀검사 진행 결과 음성으로 판명났다. 이달 17일 첫 확진 사례가 나온 아프리카돼지열병은 이날까지 총 9건이 발생했다. 김유민 기자 planet@seoul.co.kr
