  • 트럼프 탄핵 상원 통과 가능성 띄우는 CNN

    우크라 대통령 “트럼프 변호사 안 만나” 도널드 트럼프 미국 대통령을 겨냥해 민주당 하원이 추진 중인 탄핵안은 공화당이 장악한 상원을 절대로 통과할 수 없다는 의견이 지배적이다. 하지만 CNN은 1일(현지시간) 보도에서 ‘절대로’ 그렇진 않다고 분석했다. 하원에서 처리된 탄핵안은 상원에서 전체 의석(100개)의 3분의2인 67표를 얻어야 통과된다. 민주당과 친야 성향 무소속 의원은 총 47명이며 탄핵안 통과를 위해선 공화당 의원 20명을 ‘반란군’으로 영입해야 한다. 절대로 불가능하다는 분석이 지배적인 이유가 여기 있다. 그러나 트럼프 탄핵을 바라는 CNN은 공화당 지지자가 지난 5월 16%에서 지난주 약 33%로 늘어났다는 점을 강조했다. 이런 가운데 상원 3분의1을 다시 뽑는 내년 대선에서 공화당은 23석이 해당하는데, 이 중 트럼프가 대선 당시 간신히 이긴 곳을 지역구로 둔 5곳에 도전하는 의원은 여론을 의식할 수밖에 없다는 분석이다. 이들 외에도 리사 머코스키(알래스카), 로이 블런트(미주리), 마르코 루비오(플로리다), 벤 사세(네브래스카), 미트 롬니(유타) 등 5명도 트럼프 탄핵안에 찬성표를 던질 가능성이 있으며 현 탄핵 추진 상황에 관해 언급을 꺼리는 의원도 다수 존재한다고 CNN은 설명했다. 이어 “트럼프에 대한 공화당의 충성이 예전과 같다면 아마 탄핵이 절대 불가능하겠지만, 우린 ‘아마’에 주목해야 한다”고 썼다. 한편 타스통신 등에 따르면 이날 볼로디미르 젤렌스키 우크라이나 대통령은 트럼프 대통령의 개인 변호사 루돌프 줄리아니와 만난 적이 없다고 밝혔다. 줄리아니는 트럼프 대통령이 젤렌스키 대통령에게 민주당 조 바이든 전 부통령에 대한 조사를 압박하는 전화 통화를 한 뒤 실제로 우크라이나 측 인사들과 접촉한 것으로 알려져 ‘우크라이나 의혹’ 사건 핵심 인물로 부상했다. 유리 루첸코 전 우크라이나 검찰총장도 그와 만난 사실을 인정했다. 김민석 기자 shiho@seoul.co.kr

    정육점을 운영하는 A씨는 ‘미트박스365’에 가입하고 무인 정육 자판기를 설치했다. 바쁜 시간대에 따로 판매원을 두지 않고, 미리 고객이 자주 찾는 상품을 진열해 인건비 절감과 수익성, 두 마리 토끼를 잡았다. 가게 문이 닫힌 늦은 저녁이나 밤에도 고기 판매가 가능해 추가 수입도 벌 수 있었다. 기술 발달과 소비 트렌드가 빠르게 변화하면서 언택트(Un+Contact) 마케팅이 뜨고 있다. 언택트는 비대면으로 상품이나 서비스를 거래하는 것을 말한다. 최근에는 2030 세대부터 모바일 기기 사용에 능숙한 중장년층까지 확대되고 있다. 글로벌네트웍스는 성남시 중원구에서 무인 정육점 ‘미트박스365(스마트 키오스크)’ 안테나샵(antenna shop) 개업식을 개최했다고 2일 밝혔다.미트박스365는 스마트 키오스크 플랫폼이다. 기존의 정육점 사업자는 미트박스365 설치로 인건비 증가 없이 365일 24시간 상품 판매를 할 수 있는 무인 정육점을 운영할 수 있다. 다점포 운영도 가능하다. 제휴 할인가로 미트박스 상품을 공급하며, 상권과 고객 특성에 최적화된 다양한 축산 상품 구성과 컨설팅도 함께 제공된다. 글로벌네트웍스 관계자는 “무인 키오스크는 패스트푸드점, 편의점, 약국 등 이미 여러 산업에 도입됐다”며 “이러한 트렌드에 맞춰 정육점 운영에 있어 효율성을 높이고 정육점 사장님과 상생할 수 있는 무인 정육점을 새로운 대안으로 제시하게 됐다”고 설명했다. 미트박스365에는 클라우드 관제 시스템이 탑재돼 있어 키오스크 기능 모니터링은 물론 신선 재고 현황 파악이 가능하다. 원격으로 온도 제어 및 판매 가격을 변경할 수도 있다. 향후에는 유통기한 임박, 특정 시간 등 조건별 세일 기능도 추가될 예정이다. 서영직 사장은 “미트박스365는 21세기형 정육점이라고 할 수 있다”면서 “직영으로 운영하는 안테나샵부터 시작해 2020년에는 미트박스 회원 정육점을 대상으로 미트박스365 점포를 확대해 나갈 계획”이라고 밝혔다. 한편, 고객은 미트박스365에서 시간에 구애 없이 믿을 수 있는 신선한 고기를 필요할 때 간편하게 구매할 수 있다. 사용법은 간단하다. 미트박스365 내 진열된 상품 중 구매할 상품 결정, 키오스크 화면에서 상품 선택, 신용카드로 결제 후 픽업함에서 상품을 꺼내면 된다. 온라인뉴스부 iseoul@seoul.co.kr
  • 사법 사상 첫 원격 영상 증인신문 연다…오는 4일 안동지원서

    우리나라 사법 사상 처음으로 원격 영상 방식 증인신문이 열린다. 2일 대구지법 안동지원 형사부(재판장 박찬석 부장판사)에 따르면 오는 4일 안동지원과 서울 소재 법원을 전산망으로 연결해 원격지 영상 증인신문을 실시한다. 이번 영상 증인신문에서는 청소년 성매매(아동·청소년 성보호에 관한 법률 위반) 형사 사건을 다룬다. 아동·청소년 성을 사는 행위(성매매)로 기소된 피고인이 대가 관계가 없었다고 주장해 상대방인 대상아동·청소년(이하 증인)에 대한 증인 신문이 필요한 사안이다. 증인은 서울에 사는 고등학교 1학년생으로 부모가 생업 등 사정으로 증인을 동행해 안동지원까지 오기 어렵다고 하고 증인도 심리적인 불안 등을 이유로 주거지 인근에서 증인신문을 받기를 희망해 이같이 결정했다. 민사소송법은 원격지 증인에게 비디오 등 중계 장치로 증인신문을 할 수 있도록 규정하고 있다. 그러나 형사소송법은 원격지 증인에게 비디오 등 중계 장치로 증인신문을 할 수 있는지 명시적으로 규정하고 있지 않다. 지금까지 형사재판에서 원격 증인신문을 한 사례는 없는 것으로 알려졌다. 반면 형사소송법 제165조에는 법원은 증인 연령, 직업, 건강 상태, 기타 사정을 고려해 피고인 또는 변호인 의견을 묻고 법정 외에 소환하거나 현재지에서 신문할 수 있다. 안동지원은 실체적 진실 발견과 피고인 절차적 권리 보장, 피해 아동·청소년 보호·지원을 조화롭게 실현하기 위해 원격지 법원(서울 소재 지방법원)과 연계해 영상 증인신문을 실시하기로 했다. 이에 따라 검사와 변호인 양측 동의와 안동지원장 허가를 거쳐 증인 신문에 나선다. 재판 당일 피해자 지원센터 담당자가 증인과 동행해 서울 소재 지방법원에 출석한다. 안동지원은 “대한민국 사법 사상 최초로 형사소송 절차에서 수소법원(소장을 접수한 법원)이 증인을 현재지 법원(서울)으로 소환하고 비디오 등 중계 장치를 이용해 수소법원인 안동지원에서 신문하는 사례다”고 밝혔다. 이어 “법원이 관련 법률 규정을 적극 해석해 피고인 절차권 보장 외에 피해자 보호라는 형사사법 이념을 실제 구현하려는 노력”이라고 덧붙였다. 안동 김상화 기자 shkim@seoul.co.kr

    최성해 동양대 총장은 2일 “최근 일부 언론에서 제가 자유한국당과 공모해 정경심 교수 사건을 의도적으로 계획한 것처럼 보도한 데 대해 심히 참담하고 억울하다”며 “최근 어느 자유한국당 관련 인사도 만난 적이 없다”고 주장했다. 최 총장은 이날 ‘최근 언론보도에 대한 동양대학교 총장 입장’이라는 보도자료를 내고 “최근 사태와 관련해 제가 그분을 만날 정신적,시간적 여유가 없었다는 것은 주변 모두가 알고 있는 일”이라며 “이전 지역 행사에서 기관장으로 공적으로 만났을 뿐이며 더구나 최근에는 어떤 행사에도 참석하지 않았다”고 강조했다. 그는 “일부 언론의 기사들은 명백한 왜곡보도로 허위 사실임을 분명히 밝힌다. 해당 언론은 더 이상 ‘가짜뉴스’의 생산을 중단하고 언론의 본분으로 돌아가 달라”고 당부했다. 또 “이번 사태는 궁극적으로 특정 교수의 허위 문서 작성과 관련한 문제”라며 “진영 논리나 정치적 문제로 비화하는 것이 너무 마음이 아프고 심히 우려하고 있다”고 했다. 이어 “이번 사태와 관련해 정치 프레임이나 정파적 이해를 떠나 사건 그 자체만 보시기를 강력 촉구한다”고 밝혔다. 그는 “현재 학기 중이라 과잉취재나 보도 경쟁으로 학생들 학습권이 크게 침해받고 있다.이를 헤아려 살펴주길 당부한다”고 덧붙였다. 영주 김상화 기자 shkim@seoul.co.kr

    프랑스 파리 패션위크 마지막날인 1일(현지시간) 그랑 팔레에서 열린 샤넬 쇼 피날레 런웨이에 한 여성이 난입했다.     3억 3500만 년 전. ‘폭풍 흡입’을 한 상어가 있었다? (연구)

    상어는 지구 역사상 가장 성공한 어류 중 하나다. 고생대에 등장해 지금까지 번영을 누리고 있을 뿐 아니라 최상위 포식자를 포함한 다양한 생태적 지위를 누린 생물이다. 예를 들어 역사상 가장 큰 상어인 메갈로돈은 이름처럼 거대한 이빨과 턱을 이용해 고래부터 온갖 바다 동물을 사냥하던 포식자였던 반면 현재 가장 큰 어류인 고래상어는 플랑크톤을 먹는 평화로운 생물이다. 최근 과학자들은 상어의 다양한 진화가 생각보다 이른 시점에 시작되었다는 증거를 발견했다. 시카고 대학의 마이클 코아테스 교수가 이끄는 연구팀은 3억3,500만 년 전 살았던 고대 상어 트리스티치우스 아르쿠아투스 (Tristychius arcuatus)의 화석을 CT를 통해 세밀하게 분석해 이들이 어떻게 먹고살았는지 알아냈다. 몸길이 60cm 정도 되는 이 작은 고대 상어는 자신보다 훨씬 작은 먹이를 물과 함께 흡입해 먹었다. 현생 상어 가운데 트리스티치우스와 가장 유사한 형태의 입을 지닌 것은 수염 상어류다. 수염 상어류의 일종인 너스 상어 (nurse shark)는 갑각류 같은 작은 먹이를 물과 함께 흡입해 먹는다. 이런 사냥 방법을 흡입 섭식 (suction feeding)이라고 부르며 수염 상어는 물론 여러 경골 어류에서 볼 수 있다. 과학자들은 최초의 흡입 섭식 어류가 등장한 것이 고생대의 마지막 시기인 페름기였다고 생각해왔다. 하지만 이번에 연구 결과는 이전에 생각한 것보다 5000만 년 앞선 석탄기부터 흡입 섭식이 시작됐다는 점을 밝혀냈다. 먹이에 따라 다양한 부리를 진화시킨 다윈 핀치처럼 상어 역시 먹이에 따라 매우 다양한 형태의 입을 진화시켰다. 같은 먹이를 두고 경쟁하기 보다 새로운 먹이를 먹을 수 있게 진화하는 것이 생존에 더 유리하기 때문이다. 이런 과정을 통해 생물학적 다양성이 풍부해지면서 생태계도 풍성해진다. 이번 연구는 이미 3억 년 보다 이전에 상어류의 생물학적 다양화가 일어났음을 보여줬다. 상어가 고생대부터 지금까지 번영을 누릴 수 있었던 것은 이런 다양성 덕분이다. 여러 가지 생존 방식을 지닌 수많은 상어종이 있었기 때문에 여러 차례 대멸종을 겪으면서도 전부 사라지지 않고 일부는 살아남아 다시 새롭게 출발할 수 있었던 것이다. 물론 이는 상어에게만 해당하는 이야기가 아니다. 과학자들이 생태계 보호를 위해 다양성 보존이 중요하다고 주장하는 데는 그럴 만한 이유가 있다. 고든 정 칼럼니스트 jjy0501@naver.com

    EU엔 “브렉시트 연기 불허 합의를” 서한 영국의 유럽연합(EU) 탈퇴(브렉시트) 시한 전 마지막 EU 정상회의를 보름여 앞두고, 보리스 존슨 총리 내각은 사실상 협의 없이 EU를 떠나는 ‘노딜 브렉시트’를 위해 긴박하게 움직이고 있다. 30일(현지시간) 가디언 등에 따르면 존슨 총리 측은 영국령 북아일랜드와 아일랜드 국경 문제와 관련, ‘안전장치’(백스톱)의 대안을 마련해 EU에 제출할 예정이다. 이날 아일랜드 언론을 통해 공개된 존슨 측의 대안은 국경에서 8~16㎞ 떨어진 양쪽 지역에 각각 통관 수속 시설을 설치하고 물품의 이동을 추적하는 전자 시스템을 구축하는 게 골자다. 가디언에 따르면 당초 존슨 총리는 국경에 어떤 시설도 배치하지 않겠다고 약속했는데, 이 대안은 엄격한 국경 시설을 단지 국경에서 떨어진 곳에 설치하는 것에 지나지 않는다. 사이먼 코베니 아일랜드 부총리는 “실현 불가능한 계획”이라면서 “영국 측에 진지한 제안을 요구한다”고 말했다. 존슨 총리 측은 앞서 브렉시트 연기를 막기 위해 준비한 ‘사보타주’(의도적인 태업) 계획도 실행할 것으로 보인다. 최근 처리된 ‘노딜 방지법’에 따라 협상안을 제출하면서, EU에 별도의 서한을 보낸 영국 정부는 브렉시트 추가 연기를 원치 않으며, 추가 연장을 허용하지 않겠다는 회원국의 약속이 합의안에 포함돼야 한다는 존슨 총리의 개인 입장을 전달하는 것이다.     [The 2019 Migrant Report]For the past 10 years, suicides in Nepali migrant workers working at farms and factories in South Korea have continued. In recent years, labor and medical groups in the country have begun to pay close attention to figure out why they are particularly at risk. “It cannot be explained by a single factor. Instead, there is a web complex reasons to trap migrant workers towards an extreme choice,” said Jeong Young-seob, Co-director of Migrants Act. In August, the Seoul Shinmun in collaboration with Green Hospital‘s Labor, Environment, Health Research Center and the Migrants Trade Union conducted a survey titled ’Stress and Mental Health Status‘, in which 141 migrant workers from Nepal took part. The survey was done through a paper and face-to-face interview. We also analyzed existing reports authored by the Government of Nepal “Labor Migration for Employment?A Status Report for Nepal: 2018” as well as by the International Labor Organization “When the safety of Nepali migrant workers fails (2016)”. We also studied additional statistics on migrant workers’ suicide published by the Embassies of Vietnam, Nepal, Thailand and Myanmar. As a result, we found that there are four major factors that make Nepali migrant workers in South Korea more vulnerable: ▲gap between expectation and reality ▲ lack of exit ▲high expectations from loved ones ▲ ruined relationships at home. When these four factors are mixed with one another, they could lead to a whirlwind consequence. # Great Expectations = Great Disappointments The first risk factor is Nepali migrant workers’ high expectation of South Korea. To aspiring Nepali migrant workers, South Korea is a land of opportunity, where they could earn five to eight times more monthly income than what they could earn in their home country. For this economic advantage, even highly educated young Nepalis including university-degree holders strive to get an E-9 visa to South Korea. When they finally come, however, they often struggle with harsh labor conditions and dehumanizing discrimination. According to the survey mentioned earlier, 28 percent of the respondents cited a huge gap between the reality of their work in Korea and the expectation they had in Nepal as the biggest source of frustration. A couple of Nepali migrant workers shared their experience with the Seoul Shinmun. Surendra(28·fake name) has been working at a mushroom farm for three years in Korea. He graduated from Tribhuvan University, one of the top universities in Nepal. “Before I came here, I was just excited about being able to earn 2 to 3 million won a month. I did not have a clear understanding of working and living conditions here. The reality, however, is very different from my imagination.” He then added, “Working for straight 12 hours without any real break is something that we rarely experience in Nepal. Nevertheless, I would feel much more satisfied if I were at least learning some skills. But all I have been doing here is simple manual labor.” According to our status survey, nearly 45.6 percent of the respondents answered that they work longer than 52 hours a week. 19.1 percent even said they work more than 60 hours a week, which is counted as one of the criteria for chronic overwork. Among the respondents, only 26.1 percent could take advantage of a 5-day workweek. # No Exit After working in South Korea for 16 months, Nepali migrant worker Shrestha(27) jumped from the rooftop of his company dorm building in June 2017. He had been suffering from serious insomnia as he struggled to adjust himself to alternating shifts between day and night. Before he committed suicide, Shrestha left a note. He wrote: “I have been seeing doctors for health problems and sleep disorders. It did not improve. I wanted to quit and find another work but the company did not allow it. I wanted to go back to Nepal for recovery, but the company said no.” Similar stories have been confirmed through the status survey. 71.1 percent of the respondents answered they have tried to find another workplace. Their reasons for wanting to find new work was similar to that of Shrestha. 36.4 percent cited long working hours and dangerous working conditions. Migrant workers who come to South Korea under the employment permit system are allowed to change workplaces up to three times within a three-year period. But it requires permission from their current employer. Lawyer Choi Jeong-Kyu said, ”If an employer gives permission to one worker, then he or she has to do the same for the others. For small-sized factories and farms depend on migrant workers, and employers are reluctant to let go of their labor force. Thus, the system inherently makes it difficult for migrant workers to find new employment, even after serious abuses, unless they could find assistance from labor unions or migrant organization.“ # Heavy Shoulders No matter how harsh and hostile it is, returning to Nepal is not an option for many of them. It had not been easy for them to come to Korea in the first place. But as long as they carry the weight of their family‘s expectation on their shoulder, it’s even more difficult to go back. This emotional burden coming from the family and community pressure is a significant factor. According to the report by the Nepali government, all 17 people who committed suicide between 2008 and 2014 were bearing the responsibility to provide for their families. ”People in Nepal don‘t pay much attention to the stories about wage theft or workers getting beaten up. If migrant workers go back, the villagers would criticize them for forsaking a great opportunity to earn 3 million won a month. People will laugh at their failure and brand them weak. Caught between a rock and a hard place, many Nepali migrant workers end up with suicide,“ explained Udaya Rai, head of the Migrants Trade Union(MTU), who is also from Nepal. Gokul Sharma(21) said he came to Korea for the happiness of his family. Yet, he was afraid of getting disapproving looks from his neighbors. Most of the people in Nepal agree with this analysis. In addition, Nepali youths invest a lot of time and money to make their ’Korean Dream‘ come true. ”In order to come to South Korea, many of us first have to borrow some money and take the Test of Proficiency in Korean“ added Sunita(41), who has been running a resting place for Nepali migrants for 10 years in Cheongju City. # Ruined Relationship What sustains migrant workers despite their harsh labor is their family and loved ones. However, when the relationship collapses, it shakes up all the rest. Tej bahadur Gurung(29) had two friends who chose suicide due to relationship problems. One person’s case involved family issues while the other one involved a romantic relationship. Khan Bahadur Gurung(45·fake name) recalled his experience, too. ”I had to deal with a family issue while I was working non-stop in Korea. I couldn‘t afford to go back to take care of the problem. That really tormented me.“ Dr. Kapil B. Dahal from the Department of Anthropology at Tribhuvan University underlined relative naivety and lack of experience of Nepali youths. Dr. Dahal said he was also aware of the suicide problem of Nepali migrant workers in South Korea. Meeting with the Seoul Shinmun at his house in Kathmandu on August 29th, he explained how it is a huge pressure for them to go abroad and make money for the family, especially considering how young they are. Dr. Dahal pointed out that there have been little studies dedicated to Nepali migrant workers’ suicide. In fact, the Korean Ministry of Justice keeps a track record of low-skilled migrant workers‘ deaths in Korea country by country. But its focus is on numbers, not the causes of their deaths. It means we do not have sufficient data to comprehend their unexpected deaths. ”Perhaps not as many as in South Korea, but Nepali migrant workers in the Middle East and Europe also commit suicides. Yet the Nepali Government and politicians don’t do anything. Nepali migrant workers make a great contribution to the country‘s economy. However, their health conditions are overlooked and their suicides are ignored,“ said Dr. Dahal as he criticized the indifference of the government. An official at the Nepali Embassy in Seoul told the Seoul Shinmun that they had made a request to their government for a research subsidy but there had been no progress. The person said, ”Yet, we do offer counseling services for migrant workers’ mental health.“ Udaya Rai of the MTU questioned its effectiveness. He said, ”You know they are not interested in addressing the fundamental problem of these deaths and suicides. They only fear that the South Korean government might slash quota for the employment permit system if we start to speak up about these problems.     Shattered ‘Korean Dream’… Overlooked suicides of Nepali migrant workers in S Korea 

    [The 2019 Migrant Report]In the past 10 years(2009-2018), 43 people out of 143 Nepali migrants who died in South Korea took their own lives- meaning 3 out of 10 deaths involved suicides. The Seoul Shinmun confirmed the figure through the Embassy of Nepal in Seoul and found out most of the cases involved migrant workers who entered the country with E-9 visa. Yet, a bigger tragedy lurks behind their unsung deaths as neither the Government of South Korea nor the Government of Nepal pays much attention to these recurring problems. In 2018, Nepal sent the largest number of non-professional or low-skilled migrant workers(8,404) to South Korea. Obviously, they come to this country for the so-called ‘Korean Dream’. But then, why did so many of them have to die on South Korean soil? From August 26th to September 2nd, the Seoul Shinmun met with some forty people in cities throughout Nepal -such as Kathmandu, Dong Kharka and Pokhara. These people included family members of migrant workers as well as Nepali youths who were dreaming of coming to South Korea to work one day. Three Stories of Betrayed Korean Dreams #Kedar Timalsina(28) An adult-size coffin wrapped with cardboard boxes and plastic tapes was carried out of the Tribhuvan International Airport in Kathmandu. Inside the coffin lay a 28-year-old man named Kedar Timalsina. When his body was found around midnight on July 20th in Saha District, Busan, he was already dead as he apparently hanged himself in the storage of a seafood processing factory. Waiting for him at the airport arrival site were some men from Kedar’s family. “This paper doesn‘t say anything about why Kedar killed himself,” they mumbled among themselves while sifting through the pages of the simple document sent from South Korean police. Kedar’s family said they did not understand why he had to make such an extreme choice to kill himself. It had been only 25 days since his wife Bandana Timalsina gave birth to their first son. The newborn looked like his father. “You know, I even heard Kedar threw a big party to celebrate the birth of this baby. Why would such a man kill himself? It doesn’t make any sense,” said Bandana’s older brother. Besides, Kedar had an aging mother who just turned 60 and would need his care more than before. What further frustrated the grieving family was the abhorring silence and indifference. Neither South Korea nor Nepal provided an adequate explanation. The Embassy of Nepal in Seoul and South Korean police seemed they were done with the case since they had returned the body to his family. South Korean police never investigated surveillance cameras installed in the factory or carried out forensics on Kedar’s mobile phone. The police said, “We found no evidence of murder on his body. Moreover, we understand he had a clear motivation to commit suicide.” “How can they not even review the CCTV and mobile phone? Is this how South Korea handles things?” Bandana‘s older brother asked a Korean reporter sitting in front of them. According to South Korean police, on the other hand, Kedar’s family was the “clear motivation” behind his suicide. Citing a statement made by Kedar’s co-worker, the police explained that Kedar had recently purchased some land, which turned out to be a fraud. “It’s a lie!” Listening to the Korean reporter relaying what he had heard from the police, Kedar’s family got furious. They insisted, “He bought the land a year ago for 2.90 million rupees (roughly 30 million Korean won) but now the price has gone up to 4.35 million rupees (roughly 43.5 million Korean won).” None of Kedar’s personal belongings were returned to his family. The police said, ”The Nepali Embassy told us that his family did not want his items back.“ The family‘s account was different. They said they had never communicated with the Embassy about Kedar’s personal belongings. ”We are responsible for confirming the identity and death certificate in order to promptly return the body back to his family in Nepal. The Embassy does not send back items unless they are important,“ the Embassy of Nepal replied when asked about it. On the day of the arrival, the family took Kedar’s body to the Bagmati River, an important tributary of the Ganges. When Bandana opened the cover of the coffin to see her husband for the last time, she burst into tears caressing his face. ”Why… What should I do with our baby?“ Kedar’s family moistened his mouth with water from the Ganges and put fire into the mouth to cremate. It took 4 hours for the fire to consume his body. With Kedar’s ‘Korean Dream’, all was gone.# Bal Bahadur Gurung(32) ”He really loved the children. These kids remind me of my husband every time I see them,“ said Lili Maya Gurung(28) thrusting a tissue under her sunglasses. The Seoul Shinmun met her in Pokhara in central Nepal. Lili Maya‘s husband Bal Bahadur Gurung forced himself off the Wolleung Bridge in Jungnang District, Seoul, on June 12th, 2018. He died immediately after being hit by a passing vehicle. CCTV footage showed Bal Bahadur walking back-and-forth over the bridge several times. He seemed nervous. He hesitated. But nothing would change the fact that he had just become an ‘unregistered’ migrant two days ago. He feared deportation. Bal Bahadur entered South Korea with a proper work visa in October 2017. In the following March, however, he left the company and registered himself at the Ministry of Labor to find another work. Migrant workers automatically lose their right to stay in the country if they fail to secure employment within three months. Bal Bahadur went back to Nepal to spend a short time with his family then came back to South Korea. Unfortunately, he had no luck in finding work. Time marched on inexorably until his three months were up. He became an unregistered or illegal migrant. That night, Bal Bahadur had no money. Later, a message found on his mobile phone showed that he had been trying to borrow some money from his co-worker. ”Had he owned some money, do you think he could have been able to get a taxi to go home in Suwon and lived?“ Lili Maya came to South Korea to take care of the remains of her husband by herself. “Unfortunately, many people in Nepal can’t afford to come to Korea even if a family member dies here. Still, the Nepali Embassy does nothing about it,” sighed another Nepali, Lama Dawa Pasang(43), who had been helping Lili Maya during her visit. Lili Maya’s neighbors often ask her, “Your husband looked so happy when he was visiting you two months before he passed away. What happened to that happy man? What happened in South Korea?” Shocked by his youngest son’s tragic death, Bal Bahadur’s father -a former soldier- is suffering from amnesia. In Nepal, when a family member dies, they make an altar at home to display a photo of the deceased and burn incense every morning and evening. ”Mom, we only do this for dead people. Did Daddy die?“ Lili Maya’s seven-year-old daughter asked. “No, your father has gone abroad to work,” replied Lili Maya. But that did not stop Lili Maya from crying. “I want to die, too. But when I think of these poor children, I can’t.”# Dhan Raj Ghala(40) “I am enocent. I have no mistake. Company cheating me. I am no crazy […] company take my signiture [...] please investigation please” This is part of Dhan Raj Ghala’s letter, hand-written in English. He apparently died as a result of a suicide by hanging in June 2011 while working at a futon factory in Dalseo District, Daegu City. Dhan, who first came to South Korea in September 2010, even had a plane ticket booked to go back to Nepal. But, for some reason, he still ended up with the same tragic choice. Upon seeing a Korean reporter on August 31st in their home in Pokhara, Dhan’s wife Man Maya Ghala(48) and Dhan’s younger brother Bhim Raj Ghala(36) began talking about what had happened 8 years ago. Bhim said he had to go to South Korea because he could not let his brother go without knowing why he had to die there. To Bhim, his older brother was a man who loved his family more than anything and a hard-working person. “After seeing the letters, I thought Dhan must have been bullied at work,” Bhim explained. “He could have suffered from depression after learning he had signed something without knowing what it was. In the letter, he was worried that the company did something bad.” Dhan left another short letter written in Nepali, as well. He wrote, “I’ve done nothing wrong. I once fought with another worker from Mongolia. I don’t know what that Mongolian guy told Korean people… (The company) is cheating me.” Similar letters had also been sent twice to a manager of the company, in which Dhan wrote, “We used to talk to each other. But you don’t talk to me these days. I don’t understand. Please tell me why.” The company, however, denied the claims made by Dhan. They insisted that there was no bullying and that Dhan had never signed any document. It’s been told Dhan found Korea’s alternating shifts between day and night extremely difficult. Since mid-April, Dhan had been only given night shift for two months until his death. “My husband told me he could not sleep when he was working night shifts,” Man Maya explained. A source at a labor union said, “Dhan could have been very stressed due to night shifts and workplace bullying. When the company sounded as if they were to fire him, he must have felt extremely pressured.” In Nepal, when fathers bring gifts from overseas, they share it with neighbors. “When my children received their portion, they looked rather sad. They must have thought of their late-father,” Man Maya’s voice trembled as she recalled how it wounded her children. Her daughter and son were ten and five, respectively, at the time of their father’s death. Now they’ve grown to become a college student and a middle school student. ”I will never forgive those people who did wrong things to my father,“ Dhan‘s son vows to take revenge whenever the absence of his father strikes him. The siblings made a promise to each other not to go abroad no matter what. Nevertheless, Man Maya and Bhim said they did not hate Koreans. “You see in South Korea, as well as in Nepal, there are good people and bad people. Sadly, my husband met bad people. I don’t want to blame all Koreans because of them.     Unusually high 30 percent suicide rate ofNepali non-skilled migrant workers in South Korea...“Fallen to the lowest rung of the workforce ladder,the highly educated are frustrated by harsh labor conditionsand discrimination” Migrants. Are they a solution to smooth out the approaching demographic cliff or are they a problem to exacerbate already tough employment and marriage prospects? Currently, there are 2.42 million migrant workers, marriage migrants and migrant children living in South Korea. This number has grown by 1.25 million in the past 10 years. In reality, local farms and factories cannot function without migrant workforces. Yet, many still brand migrant workers as “job snatchers”. Also, the so-called “multicultural family”, which consists of a Korean local married to a foreign spouse, makes up about 2 percent of the total population, with the number of individual family members surpassing one million. Nevertheless, many people still stigmatize marriage migrant women with scam marriages and view them with contempt. The Seoul Shinmun‘s Special Feature Reporting titled ’The 2019 Migrant Report: Betrayed Korean Dreams‘ will bring you a series of articles on ▲migrant workers ▲marriage migrant women ▲migrant children as we have been working to expose the discriminatory reality and debunk some of the groundless blames against them. The first episodes will shed light on systematic loopholes as they focus on young migrant workers who came to South Korea with their hearts filled with ’Korean Dreams‘ but ended up committing suicide.Suicides of Nepali migrant workers particularly deserve attention. According to the data that the Seoul Shinmun obtained from the Embassy of Nepal in Seoul, from 2009 to 2018, there were a total of 143 deaths of Nepali people on South Korean soil. Among them, 43 people committed suicides, accounting for 30.1 percent. Most of these deaths involved E-9 non-professional employment visa holders who had been employed at farms and factories that suffer a chronic labor shortage. While these tragic deaths repeat every year, the South Korean government does not have a clue why so many migrant workers make such an extreme choice. In contrast, when we looked at the cases of migrant workers from other countries such as Myanmar, there was a total of 51 deaths and 4 involved suicide, from 2011 to August 2019. Suicides rate is relatively low among Vietnamese migrant workers. There was zero suicide out of the 14 deaths from 2017 to August 2019. All these numbers have been confirmed with respective embassies. Seo Seonyoung, a Sociology researcher at Yonsei University says, “Nepali migrant workers who come to South Korea under the employment permit system tend to be highly educated.” Seo also notes how their families have great expectation for them. “But as soon as they step into the workplace, they would find themselves fallen to the lowest rung of the workforce ladder and the unbearable stress could eventually force them to commit suicide.” There are growing voices calling for a systematic improvement to end the vicious cycle. The South Korean government has been endeavoring to strengthen ties and cooperation with ASEAN countries as part of its ’New Southern Policy‘. Also, migrant workers are needed to compensate for the labor shortage. AFP통신 등에 따르면 지난 26일 86세를 일기로 타계한 시라크 전 대통령의 장례식이 30일(현지시간) 파리 시내 생 쉴피스 대성당에서 프랑스 국장으로 치러졌다.장례식에는 에마뉘엘 마크롱 프랑스 대통령 부부는 물론, 1974년 41세의 시라크를 총리로 발탁했던 고령(94세)의 발레리 지스카르 데스탱, 니콜라 사르코지, 프랑수아 올랑드 등 프랑스의 전·현직 대통령들이 모두 참석해 고인을 애도했다. 블라디미르 푸틴 러시아 대통령과 빌 클린턴 전 미국 대통령 등 주요 전·현직 국가 수반들도 참석했다. 한국 정부도 최종문 주프랑스 대사를 대표로 보내 조의를 표했다. 장례미사를 집전한 미셸 오프티 파리 대주교는 “시라크 대통령은 프랑스인들을 진정으로 사랑했던 마음 따뜻한 분이었다”고 말했다. 장례미사에서는 세계적인 피아니스트이자 지휘자인 다니엘 바렌보임이 슈베르트의 즉흥곡을 연주하기도 했다.시라크는 1995년부터 2007년까지 두 차례 프랑스 대통령을 지냈다. 유로화를 도입했으며, 국제사회에서는 2003년 미국의 이라크 침공 결정에 맞서 반대 목소리를 주도한 서방 지도자로 각인돼 있다. 김대중 전 대통령과의 친분 등 한국과도 각별한 인연이 있다. 프랑스인들에게는 잘생긴 외모와 친근한 이미지로 대중과 소통하기를 즐겼던 소탈한 대통령으로 인식된다. 그러면서도 제2차 세계대전 당시 나치에 대항해 싸운 뒤 프랑스를 재건한 샤를 드골과 비슷한 인기를 누렸다. 그의 유해는 2016년 십여차례의 자살기도 끝에 거식증으로 숨진 장녀 로랑스가 묻힌 파리 몽파르나스 묘지에 안장됐다. 김민석 기자 shiho@seoul.co.kr

    전문가 귀촌 전원마을인 경북 군위군 KNU빌리지(경북대 교수촌) 구성원들이 재능 나눔 행사를 이어가 호응을 얻고 있다. 1일 군위군에 KNU빌리지 구성원들은 지난달 28일 군위읍사무소에서 생활이 어려워 의료 혜택을 받지 못하는 주민과 노인, 장애인 등 100여명을 대상으로 의료 봉사 활동을 했다. 이번 봉사활동에는 정형외과, 재활의학과, 마취통증과, 흉부외과, 소아과 등 여러 분야 전문의들이 나섰다. 이날 마취통증과 진료를 받은 박모(83·여·효령면)씨는 “허리가 심하게 아파서 고생하고 있는데, 이웃 아저씨 같은 의사 선생님이 친절하게 진료해 줘 많이 나아진 것 같다”며 고마워했다. 앞서 KNU빌리지 구성원들은 지난 5월에도 효령중고등학교에서 치과, 정형외과, 재활의학과 등 여러 분야 전문의와 의대생 등 20여명이 주민들에게 의료서비스를 제공했다. 또 KNU빌리지에서 주민들이 함께 즐길 수 있도록 공연 등으로 꾸민 ‘한마음축제’를 열었고, 신선 농산물 판매 행사도 벌였다. 경북대에 재직 중인 교수들이 경북대 농대 실습장이 있는 군위군 효령면 마시1리에 터를 잡아 2015년 113가구 규모로 조성한 전원마을이다. 이곳에는 의학, 간호학, 예술, 자연과학, 인문학, 공학 등 다양한 분야 대학교수들이 살고 있어 전문가 귀촌 마을로는 전국 최대 규모로 알려져 있다. 김영수 KNU빌리지 관리위원장은 “재능 나눔을 통해 지역민과 밀접한 유대관계를 형성하고, 귀촌인과 지역민이 상생할 수 있는 건강한 공동체 문화를 만들어 가도록 노력하겠다”고 말했다. 군위 김상화 기자 shkim@seoul.co.kr

    경북 김천 혁신도시 이전기관의 가족 동반 이주율이 전국 혁신도시 중 최하위인 것으로 나타났다. 1일 국토교통부가 자유한국당 김상훈 의원에게 제출한 자료에 따르면 지난해 12월 기준 김천 혁신도시 이전기관 직원들의 가족 동반 이주율은 55.1%로 전국 10개 혁신도시 가운데 9번째를 기록했다. 대구 혁신도시 이전기관의 가족 동반 이주율은 64.8%로 전국 5번째이다. 혁신도시 입주기업은 지난 3월 기준으로 김천은 한국도로공사, 한국건설관리공사 등 26개(전국 8번째), 대구는 130개(전국 4번째)로 나타났다. 안동 김상화 기자 shkim@seoul.co.kr

    소, 돼지고기 등 붉은 고기(적색육)가 암과 심장병 등의 발병률을 높이는 것으로 알려져 있다. 그렇다면 이런 고기로 만들어진 수많은 음식을 끊어야 할까? AP통신이 30일(현지시간) 보도한 국제 연구진의 논문에 따르면 꼭 그럴 필요는 없을 것 같다. 이날 발표된 논문은 적색육 섭취에 따른 위험 증가가 미미하고 확실하지 않다고 결론 맺고 있다. 그렇다고 적색육이나 핫도그, 베이컨 등에 쓰이는 가공육이 건강에 좋으며, 더 많이 먹어야 한다는 얘긴 아니다.기존 연구와 배치되는 이번 연구결과는 미국 저명 과학자 집단에게 신속하게 공격을 받았다. 과거 연구는 보통 이런 고기를 암, 심장병 등 질병과 연관시켰지만, 그런 관계를 뒷받침할 증거가 약하다는 게 이번 연구의 골자이기 때문이다. 학술지 ‘내과연보’는 해당 연구논문이 앞서 은밀한 게재 철회 압력을 받았다고 밝혔다. 논문은 북미와 서유럽에서 일주일에 평균 2~4번 적색육이나 가공육을 먹는다는 점에 주목, 고기를 적게 먹는 것이 암 발병에 얼마나 큰 영향을 주는지를 측정하려 했다. 연구에 따르면 일주일에 적색육 섭취를 3번 줄이면 암 사망률은 고작 0.007% 줄어들었다. 연구진들은 이 분석에 따라 굳이 건강상의 이유로 적색육 섭취를 줄일 필요가 없다고 밝혔다. 하지만 그러면서도 동물복지나 생산 과정 등 다른 요소를 고려하지 않은 연구결과임을 강조하며 자신들이 충고를 강하게 할 수 없음을 인정했다. 논문 저자들 사이에서도 의견이 엇갈렸다. 공동저자 중 하나인 캐나다 맥매스터 대학 고든 가이아트 박사는 “적색육과 가공육이 건강에 큰 위험을 가지고 있다고 생각하지 않는다”면서 “다만 동물복지나 환경적인 이유로 나는 그런 고기를 소비하지 않는다”고 말했다. 14명 중 3명은 적색육과 가공육 섭취를 줄이는 것을 지지한다고 밝혔다. 논문 철회를 요구한 학자들 중엔 논문 공동저자도 있다는 게 AP통신의 설명이다. 김민석 기자 shiho@seoul.co.kr

    경북도는 아프리카돼지열병(ASF) 발생 농장에 돼지를 출하하거나 차량 이동이 관련된 군위와 칠곡의 농장 이동제한을 1일 해제했다. 도에 따르면 군위의 한 농장은 아프리카돼지열병이 4번째 발생한 경기 파주 농장에 돼지를 출하한 것으로 확인돼 지난달 24일 정밀진단검사를 한 결과 음성으로 나왔다. 하지만 잠복 기간을 고려해 지난달 30일까지 이동을 통제했다가 다시 검사한 결과 이상이 없는 것으로 나와 이날 이동제한을 풀었다. 또 아프리카돼지열병 발생 농장 출입 차량이 다녀간 칠곡의 한 농장도 정밀검사 결과 음성으로 나왔으나 지난달 말까지 이동을 통제했다가 추가 검사에도 문제가 없는 것으로 나타나 역시 이날 이동제한을 해제했다. 도 관계자는 “지금까지 밀집 사육과 방목을 하거나 도내 도축장 8곳에서 출하된 454 농가의 돼지 3620마리를 정밀검사한 결과 모두 음성으로 나왔다”면서 “제18호 태풍 ‘미탁’이 물러간 뒤에는 농장 일제소독을 다시 하고 생석회를 살포할 예정”일거 말했다. 안동 김상화 기자 shkim@seoul.co.kr

    경북도민 울릉도·독도 배삯 최대 50% 할인…조례 제정 전망

    경북도민(이하 도민)들의 울릉도·독도 방문시 여객선 승선권을 최대 50% 할인하는 조례가 제정될 전망이다. 1일 경북도의회에 따르면 남진복 도의원(기획경제위원회)이 발의한 ‘경북도 도서지역(울릉도·독도) 여객선 운임 지원에 관한 조례안’이 전날 농수산위원회 심의를 통과해 8일 본회의에 상정된다. 남 도의원이 발의한 조례안은 울릉도·독도 여객선을 이용하는 도민의 운임 및 요금 일부를 지원해 부담을 덜어주고 도서지역 발전을 촉진시키기 위한 것이 목적이다. 이 조례안이 통과되면 도민이 육지~울릉도·독도 구간을 운행하는 여객선을 이용할 경우 승선권(현행 18만 1000원) 50%를 예산 범위 내에서 할인해 준다. 내년 7월부터 시행된다. 도민의 여객요금 지원은 지원금이 연 20억원으로 한정될 것으로 알려졌다. 남 도의원은 “우리 도민들의 숙원인 육지~울릉도·독도 구간 고액의 여객운임 대폭 할인이 이뤄지면 방문 기회 확대는 물론 육지와 도서지역의 상생발전, 지역경제 활성화 등 각종 효과가 기대된다”고 말했다. 도는 조례가 제정되면 예산 사정 등을 감안해 시행 초기에는 여객요금의 30%를 할인한 뒤 점차 확대할 방침으로 알려졌다. 한편 인천시는 도서지역 경제활성화 등을 위해 2008년부터 시민들의 여객선 승선권을 할인해 주고 있다. 올해의 경우 일반 시민은 여객 요금의 80%를, 타시도 관광객은 50%를 지원한다. 군장병 면회객, 출향인, 명절방문 시에도 지원한다. 안동 김상화 기자 shkim@seoul.co.kr

    오스트리아 정치지형 바꾼 ‘툰베리 효과’

    쿠르츠, 과반 실패에도 총리 연임 확실시최근 유엔총회에서 기성세대와 정치권을 향해 기후변화 대응을 호소한 청소년 환경운동가 그레타 툰베리의 영향이 오스트리아 정치권을 흔들었다. 29일(현지시간) 끝난 조기 총선에서 녹색당 득표율이 세 배 이상 뛰어, 의석 확보는 물론 연정 참여 가능성까지 기대할 수 있게 됐다. 이날 개표결과를 잠정 집계한 결과 녹색당은 12.4%를 얻어, 국민당(38.4%), 사민당(21.5%), 자유당(17.3%)에 이어 4당이 될 것으로 전망됐다. 2년 전 총선에선 득표율 4%에 그쳐 의회 진입에 실패했던 녹색당은 잠정집계 결과대로 공식 개표결과가 나오면 무려 23석을 차지하게 된다. 국민당은 총 183석 가운데 73석, 사민당은 41석, 자유당은 32석을 차지하게 된다. 블룸버그는 툰베리가 오스트리아 유권자들을 투표에 참여하게 해 정치 지형을 바꿨다면서 이를 ‘툰베리 효과’라고 썼다. 녹색당에 지지자를 상당수 빼앗긴 중도좌파 사민당의 핵심 관계자는 “지구 온도 상승이 녹색당을 도왔다”고 말했다. 녹색당은 이번 성과로 내각에도 참여할 가능성이 생겼다. 2017년 총선에 이어 이번에도 제1당 지위를 확보할 것이 유력한 국민당은 과반을 확보하지 못해 다른 정당과의 연합이 불가피하다. 2위를 차지한 사민당이나 2017년 연정을 구성했다가 비리 스캔들을 일으켜 결국 조기총선을 하게 만든 3위 극우 자유당 모두 연정 파트너가 될 가능성이 있다. 현지 매체들은 국민당이 녹색당, 친기업 정당 네오스와 ‘3각 연정’을 구성할 가능성도 제시하고 있다. 한편 16세에 정계에 입문, 2017년 31세로 총선에서 승리하며 최연소 총리가 됐던 오스트리아 ‘젊은 정치 귀재’ 제바스티안 쿠르츠 국민당 대표는 지난 5월 자유당 비리 스캔들로 인한 불신임 뒤 다시 총리에 오를 것이 확실시된다. 김민석 기자 shiho@seoul.co.kr
  • 공장 지붕 위 태양광 발전 규제 완화해야

    정부의 ‘신재생에너지 2030 정책(2020년까지 신재생에너지로 30% 발전)’ 과 업체 경영지원 차원에서 공장 지붕 위 태양광 발전사업 규제를 완화해야 한다는 여론이 높다. 30일 전북도에 따르면 국가산단, 지방산단, 농공단지 마다 수익 증대와 전기요금 절감을 위해 지붕 위에 태양광 발전시설 설치를 희망하는 입주업체들이 늘어나고 있다. 그러나 정부 부처와 지자체 마다 공장 지붕 위 태양광발전사업에 대해 각기 다른 입장을 보여 혼선을 빚고 있다. 국토부는 건축법시행령 제118조 제1항 제11호에 따라 공장 지붕 위 태양광발전은 건축물과 분리하여 축조하기 때문에 공작물에 해당되지 않으므로 규제하지 않는다는 입장이다. 반면 산자부는 산업집적법 제33조 3항에 따라 산단 또는 농공단지의 관리기본계획에 태양광발전사업이 입주대상업종으로 포함돼야 해당 사업을 영위할 수 있다고 밝혔다. 단 자가용으로 사용하는 태양광만 소규모로 허용하고 있다. 이때문에 지자체 마다 공장 지붕 위 태양광 발전시설 허가에 대해 각기 다른 행정을 하고 있다. 전북지역 대다수 시·군들은 지면 위 공장 건립은 당연히 관리기본계획에 따라 입주대상 업종이 제한되지만 지붕 위 태양광은 입주 제한 대상이 아니라고 본다. 반면 충남 등 일부 지자체는 공장 지붕 위 태양광 발전시설도 산자부 유권해석에 따라 관리기본계획에 포함돼야 사업이 가능하다고 상반된 입장이다. 충남 서천군의 경우 종천농공단지 입주업체의 지붕 위 태양광 발전시설에 대해 관리기본계획에 신재생에너지 사업이 없으므로 허가해줄 수 없다고 밝혔다. 이에대해 공단 입주업체는 물론 지자체 관계자들도 정부가 공장 지붕 위 태양광발전사업은 관리기본계획에 관계 없이 규제를 풀어주는 것이 합리적이라고 주장한다. 공장 지붕 위까지 관리기본계획으로 묶어 제한하는 것은 무리한 규제라는 지적이다. 전북도 관계자는 “정부가 신재생에너지 2030 정책을 강력히 추진하면서도 공장 지붕 위 태양광 발전 사업을 규제하는 것은 이해가 되지 않는다”며 “공장 지붕 위를 놀리는 것 보다 태양광 발전을 허용하는 것이 정부 정책은 물론 기업의 경영에도 도움이 되기 때문에 전향적으로 정책을 바꿔야 한다”고 말했다. 전주 임송학 기자 shlim@seoul.co.kr
