    Allure of High Wage, Shadow of Harsh Work

    [The 2019 Migrant Report]For the past 10 years, suicides in Nepali migrant workers working at farms and factories in South Korea have continued. In recent years, labor and medical groups in the country have begun to pay close attention to figure out why they are particularly at risk. “It cannot be explained by a single factor. Instead, there is a web complex reasons to trap migrant workers towards an extreme choice,” said Jeong Young-seob, Co-director of Migrants Act. In August, the Seoul Shinmun in collaboration with Green Hospital‘s Labor, Environment, Health Research Center and the Migrants Trade Union conducted a survey titled ’Stress and Mental Health Status‘, in which 141 migrant workers from Nepal took part. The survey was done through a paper and face-to-face interview. We also analyzed existing reports authored by the Government of Nepal “Labor Migration for Employment?A Status Report for Nepal: 2018” as well as by the International Labor Organization “When the safety of Nepali migrant workers fails (2016)”. We also studied additional statistics on migrant workers’ suicide published by the Embassies of Vietnam, Nepal, Thailand and Myanmar. As a result, we found that there are four major factors that make Nepali migrant workers in South Korea more vulnerable: ▲gap between expectation and reality ▲ lack of exit ▲high expectations from loved ones ▲ ruined relationships at home. When these four factors are mixed with one another, they could lead to a whirlwind consequence. # Great Expectations = Great Disappointments The first risk factor is Nepali migrant workers’ high expectation of South Korea. To aspiring Nepali migrant workers, South Korea is a land of opportunity, where they could earn five to eight times more monthly income than what they could earn in their home country. For this economic advantage, even highly educated young Nepalis including university-degree holders strive to get an E-9 visa to South Korea. When they finally come, however, they often struggle with harsh labor conditions and dehumanizing discrimination. According to the survey mentioned earlier, 28 percent of the respondents cited a huge gap between the reality of their work in Korea and the expectation they had in Nepal as the biggest source of frustration. A couple of Nepali migrant workers shared their experience with the Seoul Shinmun. Surendra(28·fake name) has been working at a mushroom farm for three years in Korea. He graduated from Tribhuvan University, one of the top universities in Nepal. “Before I came here, I was just excited about being able to earn 2 to 3 million won a month. I did not have a clear understanding of working and living conditions here. The reality, however, is very different from my imagination.” He then added, “Working for straight 12 hours without any real break is something that we rarely experience in Nepal. Nevertheless, I would feel much more satisfied if I were at least learning some skills. But all I have been doing here is simple manual labor.” According to our status survey, nearly 45.6 percent of the respondents answered that they work longer than 52 hours a week. 19.1 percent even said they work more than 60 hours a week, which is counted as one of the criteria for chronic overwork. Among the respondents, only 26.1 percent could take advantage of a 5-day workweek. # No Exit After working in South Korea for 16 months, Nepali migrant worker Shrestha(27) jumped from the rooftop of his company dorm building in June 2017. He had been suffering from serious insomnia as he struggled to adjust himself to alternating shifts between day and night. Before he committed suicide, Shrestha left a note. He wrote: “I have been seeing doctors for health problems and sleep disorders. It did not improve. I wanted to quit and find another work but the company did not allow it. I wanted to go back to Nepal for recovery, but the company said no.” Similar stories have been confirmed through the status survey. 71.1 percent of the respondents answered they have tried to find another workplace. Their reasons for wanting to find new work was similar to that of Shrestha. 36.4 percent cited long working hours and dangerous working conditions. Migrant workers who come to South Korea under the employment permit system are allowed to change workplaces up to three times within a three-year period. But it requires permission from their current employer. Lawyer Choi Jeong-Kyu said, ”If an employer gives permission to one worker, then he or she has to do the same for the others. For small-sized factories and farms depend on migrant workers, and employers are reluctant to let go of their labor force. Thus, the system inherently makes it difficult for migrant workers to find new employment, even after serious abuses, unless they could find assistance from labor unions or migrant organization.“ # Heavy Shoulders No matter how harsh and hostile it is, returning to Nepal is not an option for many of them. It had not been easy for them to come to Korea in the first place. But as long as they carry the weight of their family‘s expectation on their shoulder, it’s even more difficult to go back. This emotional burden coming from the family and community pressure is a significant factor. According to the report by the Nepali government, all 17 people who committed suicide between 2008 and 2014 were bearing the responsibility to provide for their families. ”People in Nepal don‘t pay much attention to the stories about wage theft or workers getting beaten up. If migrant workers go back, the villagers would criticize them for forsaking a great opportunity to earn 3 million won a month. People will laugh at their failure and brand them weak. Caught between a rock and a hard place, many Nepali migrant workers end up with suicide,“ explained Udaya Rai, head of the Migrants Trade Union(MTU), who is also from Nepal. Gokul Sharma(21) said he came to Korea for the happiness of his family. Yet, he was afraid of getting disapproving looks from his neighbors. Most of the people in Nepal agree with this analysis. In addition, Nepali youths invest a lot of time and money to make their ’Korean Dream‘ come true. ”In order to come to South Korea, many of us first have to borrow some money and take the Test of Proficiency in Korean“ added Sunita(41), who has been running a resting place for Nepali migrants for 10 years in Cheongju City. # Ruined Relationship What sustains migrant workers despite their harsh labor is their family and loved ones. However, when the relationship collapses, it shakes up all the rest. Tej bahadur Gurung(29) had two friends who chose suicide due to relationship problems. One person’s case involved family issues while the other one involved a romantic relationship. Khan Bahadur Gurung(45·fake name) recalled his experience, too. ”I had to deal with a family issue while I was working non-stop in Korea. I couldn‘t afford to go back to take care of the problem. That really tormented me.“ Dr. Kapil B. Dahal from the Department of Anthropology at Tribhuvan University underlined relative naivety and lack of experience of Nepali youths. Dr. Dahal said he was also aware of the suicide problem of Nepali migrant workers in South Korea. Meeting with the Seoul Shinmun at his house in Kathmandu on August 29th, he explained how it is a huge pressure for them to go abroad and make money for the family, especially considering how young they are. Dr. Dahal pointed out that there have been little studies dedicated to Nepali migrant workers’ suicide. In fact, the Korean Ministry of Justice keeps a track record of low-skilled migrant workers‘ deaths in Korea country by country. But its focus is on numbers, not the causes of their deaths. It means we do not have sufficient data to comprehend their unexpected deaths. ”Perhaps not as many as in South Korea, but Nepali migrant workers in the Middle East and Europe also commit suicides. Yet the Nepali Government and politicians don’t do anything. Nepali migrant workers make a great contribution to the country‘s economy. However, their health conditions are overlooked and their suicides are ignored,“ said Dr. Dahal as he criticized the indifference of the government. An official at the Nepali Embassy in Seoul told the Seoul Shinmun that they had made a request to their government for a research subsidy but there had been no progress. The person said, ”Yet, we do offer counseling services for migrant workers’ mental health.“ Udaya Rai of the MTU questioned its effectiveness. He said, ”You know they are not interested in addressing the fundamental problem of these deaths and suicides. They only fear that the South Korean government might slash quota for the employment permit system if we start to speak up about these problems.     Shattered ‘Korean Dream’… Overlooked suicides of Nepali migrant workers in S Korea 

    [The 2019 Migrant Report]In the past 10 years(2009-2018), 43 people out of 143 Nepali migrants who died in South Korea took their own lives- meaning 3 out of 10 deaths involved suicides. The Seoul Shinmun confirmed the figure through the Embassy of Nepal in Seoul and found out most of the cases involved migrant workers who entered the country with E-9 visa. Yet, a bigger tragedy lurks behind their unsung deaths as neither the Government of South Korea nor the Government of Nepal pays much attention to these recurring problems. In 2018, Nepal sent the largest number of non-professional or low-skilled migrant workers(8,404) to South Korea. Obviously, they come to this country for the so-called ‘Korean Dream’. But then, why did so many of them have to die on South Korean soil? From August 26th to September 2nd, the Seoul Shinmun met with some forty people in cities throughout Nepal -such as Kathmandu, Dong Kharka and Pokhara. These people included family members of migrant workers as well as Nepali youths who were dreaming of coming to South Korea to work one day. Three Stories of Betrayed Korean Dreams #Kedar Timalsina(28) An adult-size coffin wrapped with cardboard boxes and plastic tapes was carried out of the Tribhuvan International Airport in Kathmandu. Inside the coffin lay a 28-year-old man named Kedar Timalsina. When his body was found around midnight on July 20th in Saha District, Busan, he was already dead as he apparently hanged himself in the storage of a seafood processing factory. Waiting for him at the airport arrival site were some men from Kedar’s family. “This paper doesn‘t say anything about why Kedar killed himself,” they mumbled among themselves while sifting through the pages of the simple document sent from South Korean police. Kedar’s family said they did not understand why he had to make such an extreme choice to kill himself. It had been only 25 days since his wife Bandana Timalsina gave birth to their first son. The newborn looked like his father. “You know, I even heard Kedar threw a big party to celebrate the birth of this baby. Why would such a man kill himself? It doesn’t make any sense,” said Bandana’s older brother. Besides, Kedar had an aging mother who just turned 60 and would need his care more than before. What further frustrated the grieving family was the abhorring silence and indifference. Neither South Korea nor Nepal provided an adequate explanation. The Embassy of Nepal in Seoul and South Korean police seemed they were done with the case since they had returned the body to his family. South Korean police never investigated surveillance cameras installed in the factory or carried out forensics on Kedar’s mobile phone. The police said, “We found no evidence of murder on his body. Moreover, we understand he had a clear motivation to commit suicide.” “How can they not even review the CCTV and mobile phone? Is this how South Korea handles things?” Bandana‘s older brother asked a Korean reporter sitting in front of them. According to South Korean police, on the other hand, Kedar’s family was the “clear motivation” behind his suicide. Citing a statement made by Kedar’s co-worker, the police explained that Kedar had recently purchased some land, which turned out to be a fraud. “It’s a lie!” Listening to the Korean reporter relaying what he had heard from the police, Kedar’s family got furious. They insisted, “He bought the land a year ago for 2.90 million rupees (roughly 30 million Korean won) but now the price has gone up to 4.35 million rupees (roughly 43.5 million Korean won).” None of Kedar’s personal belongings were returned to his family. The police said, ”The Nepali Embassy told us that his family did not want his items back.“ The family‘s account was different. They said they had never communicated with the Embassy about Kedar’s personal belongings. ”We are responsible for confirming the identity and death certificate in order to promptly return the body back to his family in Nepal. The Embassy does not send back items unless they are important,“ the Embassy of Nepal replied when asked about it. On the day of the arrival, the family took Kedar’s body to the Bagmati River, an important tributary of the Ganges. When Bandana opened the cover of the coffin to see her husband for the last time, she burst into tears caressing his face. ”Why… What should I do with our baby?“ Kedar’s family moistened his mouth with water from the Ganges and put fire into the mouth to cremate. It took 4 hours for the fire to consume his body. With Kedar’s ‘Korean Dream’, all was gone.# Bal Bahadur Gurung(32) ”He really loved the children. These kids remind me of my husband every time I see them,“ said Lili Maya Gurung(28) thrusting a tissue under her sunglasses. The Seoul Shinmun met her in Pokhara in central Nepal. Lili Maya‘s husband Bal Bahadur Gurung forced himself off the Wolleung Bridge in Jungnang District, Seoul, on June 12th, 2018. He died immediately after being hit by a passing vehicle. CCTV footage showed Bal Bahadur walking back-and-forth over the bridge several times. He seemed nervous. He hesitated. But nothing would change the fact that he had just become an ‘unregistered’ migrant two days ago. He feared deportation. Bal Bahadur entered South Korea with a proper work visa in October 2017. In the following March, however, he left the company and registered himself at the Ministry of Labor to find another work. Migrant workers automatically lose their right to stay in the country if they fail to secure employment within three months. Bal Bahadur went back to Nepal to spend a short time with his family then came back to South Korea. Unfortunately, he had no luck in finding work. Time marched on inexorably until his three months were up. He became an unregistered or illegal migrant. That night, Bal Bahadur had no money. Later, a message found on his mobile phone showed that he had been trying to borrow some money from his co-worker. ”Had he owned some money, do you think he could have been able to get a taxi to go home in Suwon and lived?“ Lili Maya came to South Korea to take care of the remains of her husband by herself. “Unfortunately, many people in Nepal can’t afford to come to Korea even if a family member dies here. Still, the Nepali Embassy does nothing about it,” sighed another Nepali, Lama Dawa Pasang(43), who had been helping Lili Maya during her visit. Lili Maya’s neighbors often ask her, “Your husband looked so happy when he was visiting you two months before he passed away. What happened to that happy man? What happened in South Korea?” Shocked by his youngest son’s tragic death, Bal Bahadur’s father -a former soldier- is suffering from amnesia. In Nepal, when a family member dies, they make an altar at home to display a photo of the deceased and burn incense every morning and evening. ”Mom, we only do this for dead people. Did Daddy die?“ Lili Maya’s seven-year-old daughter asked. “No, your father has gone abroad to work,” replied Lili Maya. But that did not stop Lili Maya from crying. “I want to die, too. But when I think of these poor children, I can’t.”# Dhan Raj Ghala(40) “I am enocent. I have no mistake. Company cheating me. I am no crazy […] company take my signiture [...] please investigation please” This is part of Dhan Raj Ghala’s letter, hand-written in English. He apparently died as a result of a suicide by hanging in June 2011 while working at a futon factory in Dalseo District, Daegu City. Dhan, who first came to South Korea in September 2010, even had a plane ticket booked to go back to Nepal. But, for some reason, he still ended up with the same tragic choice. Upon seeing a Korean reporter on August 31st in their home in Pokhara, Dhan’s wife Man Maya Ghala(48) and Dhan’s younger brother Bhim Raj Ghala(36) began talking about what had happened 8 years ago. Bhim said he had to go to South Korea because he could not let his brother go without knowing why he had to die there. To Bhim, his older brother was a man who loved his family more than anything and a hard-working person. “After seeing the letters, I thought Dhan must have been bullied at work,” Bhim explained. “He could have suffered from depression after learning he had signed something without knowing what it was. In the letter, he was worried that the company did something bad.” Dhan left another short letter written in Nepali, as well. He wrote, “I’ve done nothing wrong. I once fought with another worker from Mongolia. I don’t know what that Mongolian guy told Korean people… (The company) is cheating me.” Similar letters had also been sent twice to a manager of the company, in which Dhan wrote, “We used to talk to each other. But you don’t talk to me these days. I don’t understand. Please tell me why.” The company, however, denied the claims made by Dhan. They insisted that there was no bullying and that Dhan had never signed any document. It’s been told Dhan found Korea’s alternating shifts between day and night extremely difficult. Since mid-April, Dhan had been only given night shift for two months until his death. “My husband told me he could not sleep when he was working night shifts,” Man Maya explained. A source at a labor union said, “Dhan could have been very stressed due to night shifts and workplace bullying. When the company sounded as if they were to fire him, he must have felt extremely pressured.” In Nepal, when fathers bring gifts from overseas, they share it with neighbors. “When my children received their portion, they looked rather sad. They must have thought of their late-father,” Man Maya’s voice trembled as she recalled how it wounded her children. Her daughter and son were ten and five, respectively, at the time of their father’s death. Now they’ve grown to become a college student and a middle school student. ”I will never forgive those people who did wrong things to my father,“ Dhan‘s son vows to take revenge whenever the absence of his father strikes him. The siblings made a promise to each other not to go abroad no matter what. Nevertheless, Man Maya and Bhim said they did not hate Koreans. “You see in South Korea, as well as in Nepal, there are good people and bad people. Sadly, my husband met bad people. I don’t want to blame all Koreans because of them.     Unusually high 30 percent suicide rate ofNepali non-skilled migrant workers in South Korea...“Fallen to the lowest rung of the workforce ladder,the highly educated are frustrated by harsh labor conditionsand discrimination” Migrants. Are they a solution to smooth out the approaching demographic cliff or are they a problem to exacerbate already tough employment and marriage prospects? Currently, there are 2.42 million migrant workers, marriage migrants and migrant children living in South Korea. This number has grown by 1.25 million in the past 10 years. In reality, local farms and factories cannot function without migrant workforces. Yet, many still brand migrant workers as “job snatchers”. Also, the so-called “multicultural family”, which consists of a Korean local married to a foreign spouse, makes up about 2 percent of the total population, with the number of individual family members surpassing one million. Nevertheless, many people still stigmatize marriage migrant women with scam marriages and view them with contempt. The Seoul Shinmun‘s Special Feature Reporting titled ’The 2019 Migrant Report: Betrayed Korean Dreams‘ will bring you a series of articles on ▲migrant workers ▲marriage migrant women ▲migrant children as we have been working to expose the discriminatory reality and debunk some of the groundless blames against them. The first episodes will shed light on systematic loopholes as they focus on young migrant workers who came to South Korea with their hearts filled with ’Korean Dreams‘ but ended up committing suicide.Suicides of Nepali migrant workers particularly deserve attention. According to the data that the Seoul Shinmun obtained from the Embassy of Nepal in Seoul, from 2009 to 2018, there were a total of 143 deaths of Nepali people on South Korean soil. Among them, 43 people committed suicides, accounting for 30.1 percent. Most of these deaths involved E-9 non-professional employment visa holders who had been employed at farms and factories that suffer a chronic labor shortage. While these tragic deaths repeat every year, the South Korean government does not have a clue why so many migrant workers make such an extreme choice. In contrast, when we looked at the cases of migrant workers from other countries such as Myanmar, there was a total of 51 deaths and 4 involved suicide, from 2011 to August 2019. Suicides rate is relatively low among Vietnamese migrant workers. There was zero suicide out of the 14 deaths from 2017 to August 2019. All these numbers have been confirmed with respective embassies. Seo Seonyoung, a Sociology researcher at Yonsei University says, “Nepali migrant workers who come to South Korea under the employment permit system tend to be highly educated.” Seo also notes how their families have great expectation for them. “But as soon as they step into the workplace, they would find themselves fallen to the lowest rung of the workforce ladder and the unbearable stress could eventually force them to commit suicide.” There are growing voices calling for a systematic improvement to end the vicious cycle. The South Korean government has been endeavoring to strengthen ties and cooperation with ASEAN countries as part of its ’New Southern Policy‘. Also, migrant workers are needed to compensate for the labor shortage.     상어가족 원곡자 조니 온리가 화제다. ‘상어가족송’으로 유명한 원곡 ‘Baby Shark’의 작곡가 조니 온리(Johnny Only)가 리웨이 뮤직과 정식으로 퍼블리싱 계약을 체결했다. 한국에서 핑크퐁의 ‘상어가족송’으로 더 알려진 ‘Baby Shark’는 지난 2011년 미국 작곡가 조니 온리가 미국의 캠프송을 어린아이들에게 맞게 개사, 편곡해 발표한 곡이다. 원작자 조니 온리의 ‘Baby Shark’는 국내 유명 아이돌 가수들의 커버는 물론 국내 화장품 광고에서 레드벨벳이 리메이크하며 한국뿐만 아니라 동남아 지역에서 선풍적인 인기를 끈 바 있다. 최근에는 한국에서 가장 많은 상어를 보유한 코엑스 아쿠아리움에서 어린이를 위한 테마곡으로 ‘Baby Shark’를 사용하기로 결정했다. 또한 ‘Baby Shark’는 한국뿐만 아니라 전 세계 뮤지션들로부터 리메이크와 커버 요청이 쇄도하고 있다. 오스트리아의 유명 DJ Harris & Ford의 일렉트로닉 버전, 고등 래퍼 출신 조니 쿼니의 힙합 버전, 불후의 명곡 우승자 국악인 이봉근이 국악 버전으로 리메이크해 곧 음원 발매를 앞두고 있다. 이와 함께 국내 아이돌 그룹과도 리메이크를 준비하고 있어 ‘Baby Shark’ 다양한 버전에 기대감이 높아지고 있다. 조니 온리는 “제 노래가 한국에서 큰 화제가 돼 기쁘다. 특히 레드벨벳이 리메이크한 버전을 좋아한다. 언제 기회가 된다면 한국을 방문해 어린이들을 위해서 공연을 하고 싶다”고 밝혔다. 조니 온리와 저작권 계약을 체결한 리웨이뮤직앤미디어 관계자는 “이 곡은 전 세계에서 가장 큰 음악저작권 관리단체인 미국의 ASCAP에 등록됐고, 최근 한국에서도 정식으로 한국음악저작권협회에도 등록됐다. 그동안 곡 사용과 관련한 불편함이 있었겠지만 이제는 문제가 해결될 전망이다. 현재 영화, 드라마, 광고, 행사장, 교육용 앱, 게임 등 다양한 곳에서 사용 문의가 들어오고 있다”고 전했다. 사진 = 서울신문DB 연예부 seoulen@seoul.co.kr

    고군산 관광벨트 조성사업이 활기를 띨 전망이다. 전북도는 군산시 고군산군도의 생활 SOC(사회간접자본) 확충과 주민 소득창출 사업을 주요 내용으로 하는 ‘온리원(only one) 고군산(Go Gunsan) 관광벨트 조성사업’이 국가균형발전위원회의 지역발전투자협약 시범사업에 선정됐다고 8일 밝혔다. 이 사업은 고군산군도 안의 신시도 어항 환경개선과 친수 관광시설용지 조성, 신시도 자연휴양림 일대 노후도로 확충, 장자도 접안시설 확장 등이다. 무녀도 특산물 판매장 조성, 주민여행사 운영, 고군산 구불길 걷기대회 등 주민 소득을 높이기 위한 사업도 포함됐다. 이 사업에는 올해부터 2021년까지 3년간 국비 97억원 등 195억원이 투입된다. 전북도는 사업이 정상적으로 추진되면 374억원의 생산유발 효과와 290여개의 일자리 창출 효과가 있을 것으로 기대하고 있다. 임상규 전북도 기획조정실장은 “낙후된 사회간접자본시설을 대대적으로 개선해 고군산군도를 전북의 대표적인 관광 명소로 자리 잡게 하겠다”고 말했다. 고군산군도는 군산시 남서쪽 바다 50㎞ 일대에 산재해 있는 16개의 유인도와 47개의 무인도로 구성됐다. 전주 임송학 기자 shlim@seoul.co.kr

    축구장 46개 규모 한류 융복합테마파크 최순실 연루 의혹·개발 지연 우여곡절 끝 경기·고양시 협약 맺고 사업 재개 공식화 투자비 1조 7000억 증액…“25조 경제효과” 공연장 20% 공정률… 2021년 개장 예정 “고양 랜드마크이자 한국의 관광허브로”경기 고양시 한류월드에 조성 중인 CJ문화콘텐츠단지(케이컬처밸리)는 테마파크, 공연장, 호텔과 상업지구로 구성된다. 사업시행사인 CJ케이밸리는 26일 “세상에 없던 차별화된 고객 경험을 바탕으로 연간 2000만명 방문, 완공 후 10년간 25조원의 경제효과와 17만명의 고용창출이 예상되는 고양시의 랜드마크이자 대한민국의 대표적인 관광허브”라고 자신한다고 밝혔다. ●경기도·고양시 “콘텐츠 육성”… 사업 가속도 CJ문화콘텐츠단지는 지난해 4월 1600억원에 달하는 부지대금을 완납하면서 토지소유권을 확보하고 사업이 본궤도에 오르게 됐다. 2016년 2월 문화창조융합벨트 출범 당시 1조원으로 시작한 투자비는 2016년 8월 공연장 착공을 즈음해 1조 4000억원으로 늘어났고, 최근 1조 7000억원으로 증액됐다. 온리원(ONLYONE)적인 글로벌 테마파크를 만들겠다는 그룹 최고경영진의 전폭적인 지원 덕분이라고 한다. 하지만 최순실 국정농단 사건 연루 의혹을 받아 중단되다시피 했던 케이컬처밸리 조성 사업은 우여곡절 끝에 재개됐다. 이재명 경기지사와 이재준 고양시장, 김천수 CJ케이밸리 대표는 최근 ‘한류 콘텐츠 산업 육성 및 관광단지 활성화를 위한 지역발전 상생협약’을 체결하고 사업 재개를 공식화했다.경기도에 따르면 케이컬처밸리는 고양시 장항동 일대 한류월드에 조성하는 한류 콘텐츠 중심의 융복합테마파크다. 축구장 46개 크기인 30만 2153㎡ 규모의 부지에 케이팝 전문 공연장과 한류 콘텐츠 관련 쇼핑센터, 첨단기술이 결합된 복합 놀이공간, 호텔 등을 한데 모아 한류 콘텐츠의 메카로 삼을 계획이다. 당초 10년간 11만개의 고용창출과 16조원 규모의 생산유발 효과가 예상되는 대규모 프로젝트였다. 그러나 CJ가 총사업비를 1조원에서 1조 7000억원으로 증액하면서 17만명의 고용창출과 25조원의 생산유발 효과를 기대한다. 협약에 따라 경기도는 관계기관 조율과 기반시설 공사의 신속한 추진을 통해 케이컬처밸리 조성 성공을 지원하고 있다. 고양시는 케이컬처밸리 관련 인허가 등 행정사무를 지원하고 한류월드 내 한류천 수질과 입지환경을 개선하기로 했다. 케이컬처밸리는 테마파크와 상업시설 등을 제외한 공연장만 2016년 8월 공사를 시작해 지하골조공사가 20%가량 진행됐으나 박근혜 정부 탄핵정국과 얽히고 위장 외자유치 등 논란에 휩싸이면서 사업진행 속도가 더뎠다. 2016년 1월 우선협상대상자로 선정된 CJ E&M 컨소시엄이 주관한다. 2016년 6월 경기도와 사업부지 매매 및 대부계약을 체결했으나 차은택씨 개입 의혹 등으로 경기도의회 행정사무조사까지 받으며 사업 추진이 지연됐다. 경기도가 지난해부터 CJ케이밸리와 함께 사업 재개 논의를 지속했다. 이후 사업 부진 주요 원인이었던 개발계획 변경안이 3번째 노력 끝에 지난해 11월 경기도 도시계획위원회를 조건부 통과됐다. ●개발계획안 확정··· 국제 미디어 산업의 거점 케이컬처밸리 사업은 3수 끝에 사업 재개 동력을 얻었다. 앞서 케이컬처밸리는 상업용지 6필지를 3필지로 합치고 공공 보행통로의 위치를 변경하겠다는 내용을 담은 개발계획 변경안을 제출했지만 지난 4월과 6월 두 차례 재심의 결정을 받은 바 있다. 도시계획위원회는 주변지역과의 상생 방안 마련 등을 조건부로 제시했다. 이 조건에 따라 개발계획에 대한 조치계획을 마련할 예정으로, 고양시 건축허가 절차 이행 등의 과정을 거쳐 2021년 개장할 예정이다. CJ케이밸리 관계자는 “1년 이상 지연된 심의가 통과돼 매우 다행”이라며 “아시아 넘버원 문화콘텐츠 단지를 만들어 국가 및 지역경제 발전에 기여하겠다”고 말했다.이봉운 고양시 부시장은 “경기도 도시계획위원회에서 조건부로 제시된 내용이 성실히 이행되도록 노력하겠다”며 “케이컬처밸리가 명실상부한 한류 콘텐츠 및 국제적인 미디어 산업의 거점 역할을 할 수 있도록 충실히 지원하겠다”고 말했다. 또 “지난달 지역발전 상생협약 체결을 통해 사업시행자인 CJ케이밸리와 조속한 사업추진에 대한 공감대를 형성했다”면서 “사업 절차가 차질 없이 진행되면 연말까지는 전체 테마파크 착공이 가능할 것으로 보고 있다”고 말했다. 한상봉 기자 hsb@seoul.co.kr

    새해 가전업계가 렌털 분야에서 경쟁을 확장하고 있다. LG, SK 등 대기업이 서비스를 업그레이드하며 적극 뛰어든 가운데 기존 렌털 가전업체들도 품목을 늘리면서 소비자를 끌어들이고 있다. 기존 정수기, 비데, 안마의자 등에 국한됐던 렌털 영역이 건조기, 공기청정기, 의류관리기, 전기레인지, 매트리스 같은 생활가전, 가구로 점차 확대되고 있는 것도 특징이다. 특히 건강·친환경 케어 분야 가전이 늘면서 이 부문 렌털 수요 역시 증가하고 있다.렌털 시장은 매년 성장하는 추세다. 3일 KT경영경제연구소에 따르면 국내 렌털시장 전체 규모는 2006년 3조원, 2016년 25조 9000억원, 지난해 28조 7000억원으로 크게 늘어난 데 이어 2020년 40조원을 넘어설 전망이다. 이 가운데 생활가전 등 가정용품 렌털 시장은 2011년 3조 7000억원에서 지난해 5조 5000억원으로 증가했다. 2020년에는 10조 7000억원 규모로 3년 만에 약 3배 성장할 것으로 예상된다. 렌털 가전은 한번 구입하면 그만인 기존 제품과 달리 꾸준히 관리를 받을 수 있어 위생적이고 안전하다는 장점이 있다. 업체들이 렌털과 관리 서비스를 확장하는 데는 최근 경기 불황으로 인한 소비 절벽, 1인 가구 증가로 소비의 개념이 ‘소유’에서 ‘경험’으로 바뀐 추세와도 밀접하다. ‘욜로’(YOLO·You Only Live Once) 트렌드 확산으로 ‘자신을 위한 소비’를 지향하지만, 경제적 부담이 커서 지갑을 열기 어려운 고가 제품은 ‘렌털’로 사용한다는 것이다. 업계 관계자는 “큰 돈을 쓰기보다 ‘빌려서 경험하려는’ 소비 경향이 늘고, 소비자들이 미세먼지·황사, 폭염·폭서 등 환경 변화와 웰빙에 민감해지면서 제품관리를 중요하게 여기게 된 경향도 있다”고 말했다. 실제로 최근 삼성전자, LG전자가 내놓은 의류관리기, 공기청정기, 건조기 등은 200만원대에 육박하지만, 이를 렌털로 사용하면 초기 비용 부담을 줄일 수 있다. 업체 역시 공을 들이는 이유가 있다. 렌털 서비스를 통해 새로운 유형의 가전제품에 대한 수요를 넓힐 수 있다는 이점이 있다. ●LG전자 ‘케어솔루션’ 렌털 서비스 강화 LG전자는 지난해 11월 ‘케어솔루션’ 서비스를 시작하며 렌털의 유지관리 서비스를 한층 강화했다. ‘케어솔루션 매니저’가 정기적으로 핵심 부품 교체, 위생관리를 해 줄 뿐 아니라 제품이 최상의 성능을 유지할 수 있도록 돕는다. 특히 ‘전 기간 무상 보증’이 눈길을 끈다. 회사 관계자는 “제품을 일시불 구매할 때 무상 보증 기간은 1년이고, 다른 렌털 가전도 기간이 한정된 데 반해 케어솔루션 서비스는 사용 기간 내내 무상 보증을 받을 수 있다”고 설명했다. LG전자는 공기청정기, 정수기, 건조기, 전기레인지, 스타일러, 안마의자, 얼음정수기 냉장고 등 지속적인 관리가 필요한 생활가전 7종을 대상으로 케어솔루션 서비스를 제공하고 있다. ‘퓨리케어 정수기’는 필터 교체는 물론 내부 직수관을 매년 무상으로 교체해 준다. ‘디오스 전기레인지’ 사용 고객에게는 3년 후 상판 세라믹 글라스를 무상 교체해 준다. 의류관리기인 ‘트롬 스타일러’는 2년마다 급수통과 배수통을 바꿀 수 있고, 매니저가 방문 시마다 향기시트를 증정한다. ‘트롬 건조기’의 경우 여분의 2중 안심 필터, 섬유 유연시트가 제공된다. ●웅진렌탈, 비데·매트리스 등 8종 선보여 기존 렌털 시장 선두업체들도 고삐를 바짝 조이고 있다. ‘렌털 원조’ 웅진그룹은 지난해 ‘웅진렌탈’을 론칭하고 제품군 확대에 주력한 데 이어 하반기에는 코웨이를 약 5년 만에 재인수하며 업계에 파장을 몰고 왔다. 웅진렌탈은 정수기, 공기청정기, 비데, 매트리스 등 제품군 8종을 한꺼번에 선보였고, 지난해 11월에는 하이브리드 전기레인지도 출시했다. 새로 선보인 ‘쓰리 플러스’ 비데는 기본·집중·어린이 세정 등 맞춤 세정을 할 수 있고, 깔끔한 마무리를 위해 세정 시간을 기존 3분에서 5분으로 늘렸다. ‘슬립 컨트롤 모션베드’는 수면 질 향상을 위한 침대로, 매트리스와 움직임 장치가 하나로 이뤄진 일체형이다. 전용 프레임으로 매트리스 굴곡을 만들어내는 기존 방식과 달리 매트리스 자체에 모션 기능이 탑재돼 있는 게 특징이다. 코웨이는 지난해 자체 출시한 의류청정기의 렌털이 눈에 띈다. ●쿠쿠홈시스, 정수기·공기청정기 앞세워 종합 건강·생활가전 기업을 표방하는 쿠쿠홈시스는 공기청정기, 정수기, 제습기, 비데, 매트리스, 전기레인지, 안마의자 등을 렌털 서비스로 제공한다. 정수기에는 자사 고유의 ‘인앤아웃 살균 시스템’, 공기청정기에는 손쉬운 세척구조를 접목해 제품이 365일 청결하도록 돕는다는 설명이다. 인앤아웃 살균 시스템은 필터를 통과한 물을 전기분해 후 인체에 무해한 성분을 활성화시켜 살균하는 첨단 기법으로, 고객이 원할 때마다 살균할 수 있어 편리하다. ‘W8200 공기청정기’는 간편 분리 세척 구조로 설계되어 있어 원할 때마다 청소 및 물세척이 가능하다.●SK매직, AI·IoT 혁신기술 탑재 제품 출시 업계 2위인 SK매직은 인공지능(AI), 사물인터넷(IoT) 등 혁신 기술을 탑재한 신제품들을 앞세우고 있다. 2015년 국내 최초로 직수형 정수기를 출시한 데 이어 지난해에는 국내 최초로 유로 전체를 스테인리스로 만든 ‘올인원 직수정수기’, ‘올인원 직수얼음 정수기’를 출시했다. SK매직은 가스·전기레인지, 식기세척기, 전기오븐 분야에서 수위를 달리고 있다. 안마의자에 렌털 방식을 처음 도입한 바디프랜드는 최근 직수형 정수기, 라텍스 매트리스 등으로 제품군을 확대했다. 삼성전자는 렌털 사업을 직접 시작하지는 않았지만, 전문업체와 손잡고 간접 참여하고 있다. 지난해 6월 교원웰스를 통해 의류건조기, 세탁기 렌털 판매를 시작했다. 교원그룹도 최근 매트리스 렌털 시장에 뛰어들었다. ●소비자는 계약·의무기간 등 잘 살펴야 렌털 계약을 할 때에는 총 계약기간과 의무기간을 주의깊게 확인해야 한다. 계약기간 만큼 제품을 사용하지 못할 때에는 위약금이 발생할 수 있기 때문이다. 또 제공되는 서비스 항목, 주기적인 방문 관리 내용 등 혜택도 꼼꼼이 점검하는 게 좋다. 쿠쿠 관계자는 “본인 생활 패턴과 주거 환경에 맞춘 선택이 중요하다”면서 “최근 1인 가구, 맞벌이 가구가 늘어나고 비대면 접촉을 선호하는 경향이 늘면서 관리 전문가가 가가호호 방문하던 방식에서 셀프 교체형 필터 등 ‘셀프 렌털’을 위한 상품도 선보이고 있다”고 전했다. 이어 “일부 업체들이 제품 확대에만 치중해 질 낮은 중국산 제품에 상표만 붙여 렌털 판매하는 경우도 있는 만큼 선택 시 유의하라”고 조언했다. 이재연 기자 oscal@seoul.co.kr

    송영길 대통령 직속 북방경제협력위원장이 24일 서울 중구 소공동 롯데호텔에서 열린 서울신문 주최 제21회 ‘광화문라운지’ 강연에서 김정은 북한 국무위원장이 다음달 중 첫 러시아 방문에 나설 것이라는 전망 등을 내놨다. 송 위원장은 지난 13~14일 북한의 나진·선봉을 방문했다. 앞서 지난 6월에는 문재인 대통령의 러시아 국빈 방문을 수행했고 지난해 1월에는 중국을 방문하는 등 한반도 주변 4강과 관련한 외교적 행보도 이어 왔다. 더불어민주당 8·25 전당대회 당대표 경선에 집중하기 위해 이날 행사를 끝으로 위원장직에서 물러난 송 위원장의 강연 내용을 직접화법 형식으로 싣는다.최근 정의용 청와대 국가안보실장이 미국에서 존 볼턴 백악관 국가안보보좌관을 만나서 ‘스몰 기프트’(북한에 줄 작은 선물) 부분을 논의하고 온 것으로 안다. 북한 입장에서는 미국이 계속 이런 식으로 나오면 강성 군부가 ‘우리는 대륙간탄도미사일(ICBM)이고 뭐고 다 중단했는데 미국은 싱가포르 합의 의회 비준 요구도 안 받아 주면 어떻게 하느냐´고 나올 수 있다. 북한 내 강경파를 설득하고 비핵화를 촉진하기 위해선 스몰 기프트가 필요하다. 북한이 잘한 행동에 대해선 보상을 해야 하는데 지금 미국은 너무 인색한 측면이 있다. 이렇게 가다 보면 중·러가 미국의 동의 없이 ‘우리는 일부 제재를 풀어 줄 용의가 있다’고 북한에 제안할 것이다. 6월 한·러 정상회담 때 블라디미르 푸틴 대통령이 나진·하산 프로젝트 추진 의지를 적극 피력했다. 러시아산 석탄은 유엔 제재에서도 제외돼 있는데 왜 강력하게 추진하지 못하냐고 불만을 표했다. 유엔 제재에는 해당되지 않지만 한·미 단독 제재 때문에 안 된다. 내가 푸틴을 처음 만나 북방경제협력에 대해 설명했더니 (듣는 둥 마는 둥) 종이에 그림만 그리더라. ‘했던 얘기를 또 하는구나’ 하는 반응이었다. 푸틴은 김대중·노무현·이명박·박근혜 전 대통령을 모두 만난 사람이다. 러시아는 우리를 ‘나토’(NATO·No Action Talk Only)라고 한다. 행동은 없고 말만 한다고 믿지 못하는데 문재인 정부는 다르다는 것을 보여 주고자 한다. 러시아 블라디보스토크에서 동방경제포럼(EEF)이 9월 12일 열리는데 시진핑 중국 국가주석, 아베 신조 일본 총리 등의 참석이 확정됐다. 푸틴 대통령이 김 위원장과 문 대통령도 초청해 둔 상태인데 문 대통령은 참석에 상당히 소극적인 상황이다. 북·미 간 관계가 진전이 안 된 상태에서 문 대통령이 러·중과 이야기를 하는 것은 한계가 있고 굉장히 부담스럽다. 김 위원장도 참석할 가능성이 높지 않다. 김 위원장의 첫 방러는 국빈 방문이어야 하고 크렘린으로 가야 걸맞은 의전이 나온다. 김 위원장은 8월에 첫 러시아를 방문할 것으로 본다. 남북 경협 하면 또 퍼주냐는 이야기를 하는 사람들이 있다. 남북 경협은 우리 경제발전에 도움이 되는 것이다. 북한에 우리가 퍼주는 게 아니라 우리가 퍼오는 거다. 석탄도 퍼오고 철광석도 퍼오는 것이다. 최근 나진·선봉을 다녀왔는데 가장 인상적이었던 것이 거리에 반미구호나 핵구호가 하나도 보이지 않았다. 오로지 경제구호, 그중에서도 이민위천(以民爲天), 즉 백성을 하늘같이 여긴다는 구호가 기억에 남는다. 손지은 기자 sson@seoul.co.kr
