    <편집자 주> 지구촌 별별 이야기를 담는 나우뉴스는 외국인 오피니언 리더들의 눈과 입을 통해 세계의 다양하고 유익한 정보를 전하는 ‘헬로 월드’를 연재하고 있습니다. 인터뷰는 유엔공식벤더로 인정받은 통역번역 전문법인 (주)제이엠 커넥티드 임지민 대표와 함께 진행합니다. “에스토니아 수도 탈린(Tallinn)은 13~16세기 북유럽 무역 중심지로 구시가지(올드타운)에는 북유럽 중세시대 건물이 잘 보존돼 있습니다.” 스텐 슈베데(Sten Schwede) 주한 에스토니아 대사는 17일 서울 중구 남대문로 서울스퀘어 1층에 있는 에스토니아 비즈니스 허브에서 “에스토니아를 방문한다면 구시가지를 꼭 둘러봐야 한다”며 이같이 말했다. 북유럽의 발트 3국 중 최북단에 위치한 에스토니아는 인구 132만명 국가로 전 국토의 3분의 1이 울창한 삼림으로 덮여있어 ‘유럽의 아마존’이라고 불린다. 에스토니아 수도 탈린의 옛 시가지는 중세시대 건물들이 원형 그대로 보존돼 있어 ‘에스토니아 탈린 역사지구’(Historic Centre of Tallinn)는 1997년 유네스코 세계문화유산으로도 등재됐다. 구시가지 성벽 사이로는 1500년 완공 당시 세계 최고 높이를 자랑한 올레비스떼 성당이 있다. 에스토니아는 정보통신 강국이다. 에스토니아는 회사 설립, 은행계좌 개설, 소득세 신고 등을 인터넷으로 쉽게 처리할 수 있다. 영상통화 서비스 스카이프(skype)가 에스토니아에서 탄생했다. 에스토니아는 2014년부터 전세계 기업가들이 온라인으로 에스토니아에서 사업을 시작할 수 있는 ‘전자영주권’(e-Residency) 제도를 시행하고 있다. 슈베데 대사를 만나 에스토니아에 대한 이야기를 들어봤다. 다음은 일문일답.  ▷ 에스토니아는 어떤 나라인가. - 발트해 연안에 있는 에스토니아는 한국과 매우 유사한 역사를 가지고 있다. 한국인과 마찬가지로 에스토니아 사람들도 크고 강력한 이웃 국가들 사이에서 살아남기 위해 때로는 힘겨운 노력을 기울여야 했다. 에스토니아 영토는 역사적으로 덴마크, 독일, 스웨덴, 폴란드, 러시아가 지배했다. 에스토니아는 1918년에 독립을 이뤘고, 올해 독립 105주년을 맞이했다. 1940년부터 1991년까지 에스토니아는 소련(구 러시아)에 점령당했다. 독립 후 에스토니아는 다른 자유 국가들과 다시 시작할 수 있었다. 1991년은 에스토니아와 한국이 함께 유엔 회원국이 된 해다. 양국 간의 활발한 교류는 같은 해에 시작된 셈이다. 양국 간의 접촉은 최근 5년 사이 많이 강화됐다. 2018년에는 케르스티 칼률라이드 에스토니아 대통령이 한국을 방문했다. 에스토니아 정부가 서울에 대사관을 개설하기로 결정한 직후였다. 현재 주한 에스토니아 대사관은 서울 도심에 있는 서울스퀘어 빌딩에 있다. 같은 건물 1층 로비에는 에스토니아 비즈니스 허브 서울을 개소해 에스토니아에 대한 정보를 얻고자 하는 모든 사람들에게 개방하고 있다. 에스토니아 비즈니스 허브 서울은 에스토니아와 한국 기업 간의 접촉을 촉진하고 에스토니아를 여행을 홍보하기 위한 곳이다. ▷ 한국인들에게 추천하고 싶은 관광 명소는. - 에스토니아를 방문한다면 수도 탈린은 꼭 둘러봐야 한다. 탈린의 구시가지는 완벽하게 잘 보존된 중세 북유럽 무역 도시다. 탈린은 13~16세기에 중요한 무역 중심지로 발전했다. 오늘날 탈린의 구시가지에는 관광객들에게 사랑받는 많은 레스토랑, 카페, 바, 미술관, 박물관, 상점이 있다. 타르투, 페르누, 나르바 등 다른 도시도 추천한다. 도시를 벗어나 자연을 경험하고 싶은 분들을 위해 잘 준비된 하이킹 코스와 조직된 투어를 통해 숲과 습지를 탐험할 수 있다. 에스토니아의 자연은 야생동물로 가득하기 때문에 곰이나 조류 관찰을 할 수 있다. 에스토니아에는 2000개가 넘는 섬이 있다. 가장 큰 두 개의 섬인 사레마와 히이우마는 독특한 섬 문화를 가진 곳으로 꼭 방문할 가치가 있다. 추운 겨울에는 해빙 위에 설치된 공식 빙상 도로를 통해 운전을 해서 섬에 갈 수 있다. ▷ 에스토니아 사람들은 한국에 대해 얼마나 알고 있나. - 에스토니아 사람들은 한국을 잘 알고 있으며 한국 문화는 에스토니아에서 점점 더 인기를 얻고 있다.  많은 에스토니아인들이 한국 자동차를 운전하거나 집에서 한국 제품을 사용하고 있다. 점점 더 많은 젊은이들이 한국어를 배우고 한국 유학에 관심을 갖고 있다.  ▷ 한국에서 추천하고 싶은 관광지는 어디인가. - 에스토니아 사람들에게 아름다운 수도 서울을 방문하라고 말하고 싶다. 그리고 한국의 동해안과 부산, 그리고 제주도를 추천한다.  ▷ 에스토니아와 한국 간의 교류를 더욱 활성화하려면. - 먼저 항공권 가격이 내려가서 더 많은 사람들이 양국을 방문할 수 있어야 한다. 항공업계가 정상화되면 양쪽 모두 관광객이 급증할 것이라고 확신한다. 또 영화, TV, 소셜미디어를 통해 한국인들의 관심을 높이는 것도 한 방법이다. 한국 영화와 TV 업계는 탈린이나 에스토니아의 다른 지역에서 영화의 일부 또는 TV 시리즈의 에피소드를 촬영하는 방안을 검토해 볼 필요가 있다. 에스토니아의 낭만적인 풍경들이 에스토니아의 인지도를 높이는 데 많은 도움이 될 것이다. ▷ 에스토니아에 대한 비즈니스 정보를 얻으려면. - 에스토니아 비즈니스 허브는 평일 오전 11시부터 오후 6시까지 운영한다. 에스토니아와 비즈니스를 하고 싶은 분들은 비즈니스 허브를 방문하시거나 요청서를 보내면 된다. 또 한국인들에게 에스토니아의 전자영주권(e-Residency) 프로그램을 제안한다. 에스토니아 정부가 발행하는 디지털 증명서를 통해 글로벌 기업가들이 온라인으로 사업을 시작할 수 있다. 이 프로그램에는 약 2000명의 한국인이 참여하고 있다. 아래에는 스텐 슈베데 주한 에스토니아 대사와 인터뷰 원문을 함께 게재합니다.    Interview with Sten Schwede, Ambassador of Republic of Estonia embassy in Korea   ▷ Estonian history, culture, relationship with Korea. - Estonia has a very similar history to the history of Korea. Just like Koreans, Estonians too had to exist and at times make a hard effort to survive between much larger and more powerful neighbors in the region. Located by the Baltic Sea meant that the territory where Estonians lived was throughout the history ruled by Danes, Germans, Swedes, Poles and Russians. Finally nation’s independence was declared in 1918. So this year the Republic of Estonia celebrated its 105th anniversary. Between 1940 and 1991 Estonia was occupied by the Soviet Union. After regaining our independence diplomatic relations between Estonia and other free nations could start again 32 years ago. 1991 is the year when both Estonia and South Korea became members of the United Nations. Active bilateral relations between the two countries started the same year. Since then contacts between our countries have intensified a lot, especially in the last 5 years. In 2018 the Estonian President Kersti Kaljulaid visited South Korea. Shortly after the decision was taken by our government to open our embassy in Seoul. Today, the Estonian Embassy in Seoul is up and running in the city center, at the legendary Seoul Square Building. In addition we have opened Estonian Business Hub in the lobby of the same building, which is open to everyone who might have interest to learn more about our country. The Estonian Business Hub Seoul is there to facilitate contacts between Estonian and Korean businesses and promote Estonia as an exciting travel destination.  ▷ Can you introduce tourists spots? - When visiting Estonia one should reserve time to explore country’s capital Tallinn. The old town of Tallinn is an exceptionally complete and well-preserved medieval northern European trading city. The city developed as a significant trading center in the 13th-16th centuries. Today Tallinn’s old town hosts many restaurants, cafes, bars, art galleries, museums, shops, loved by tourists. Other important towns worth exploring are Tartu, Pärnu and Narva. For those who want to get out of town and experience the nature there are forests and wetlands to explore with well-prepared hiking trails and organized tours. Estonian nature is full of wildlife, so one can for example do bear or bird watching. Estonia has more than 2000 islands. The two biggest islands - Saaremaa and Hiiumaa - with their specific island culture are definitely worth visiting. In cold winters you can actually drive to those islands over an official ice-road, that is set up on the sea ice.  ▷ How much Estonians know about Korea? - Estonians know Korea well and Korean culture is getting more and more popular in Estonia. Many Estonians drive Korean cars or use Korean technology at home. More and more young people learn the Korean language and are interested in studying in Korea.  ▷ What tourist destinations would you recommend in Korea? - I would recommended Estonians to visit your beautiful capital Seoul. Then your country’s East coast, but also Busan and the Island of Jeju.   ▷ What would make exchanges between Estonia and Korea more attractive? - First, flight ticket prices should go down, so more people can visit both countries. When the situation in aviation industry normalizes, then I’m sure we’ll have a spike in tourists both ways. Secondly, one way is to raise the interest among Koreans through film, TV, social media. The Korean film and TV industry should look into options of shooting part of a film or an episode in some TV-series in Tallinn or anywhere else in Estonia. There is plenty of romantic scenery in my country. From what we know that would help a lot in awareness raising about my beautiful country. Thirdly, the Estonian Embassy and the Hub should continue what we are already doing – promoting Estonia in Korea, making sure that every inquiry about Estonia is answered so people would like to visit, work or study in Estonia, or do business with Estonia.  ▷ Anything else you want to add? - Those who would like to do business with Estonia should send us a request or visit the Estonian Business Hub which is open on weekdays between 11am and 6pm.     Allure of High Wage, Shadow of Harsh Work

    [The 2019 Migrant Report]For the past 10 years, suicides in Nepali migrant workers working at farms and factories in South Korea have continued. In recent years, labor and medical groups in the country have begun to pay close attention to figure out why they are particularly at risk. “It cannot be explained by a single factor. Instead, there is a web complex reasons to trap migrant workers towards an extreme choice,” said Jeong Young-seob, Co-director of Migrants Act. In August, the Seoul Shinmun in collaboration with Green Hospital‘s Labor, Environment, Health Research Center and the Migrants Trade Union conducted a survey titled ’Stress and Mental Health Status‘, in which 141 migrant workers from Nepal took part. The survey was done through a paper and face-to-face interview. We also analyzed existing reports authored by the Government of Nepal “Labor Migration for Employment?A Status Report for Nepal: 2018” as well as by the International Labor Organization “When the safety of Nepali migrant workers fails (2016)”. We also studied additional statistics on migrant workers’ suicide published by the Embassies of Vietnam, Nepal, Thailand and Myanmar. As a result, we found that there are four major factors that make Nepali migrant workers in South Korea more vulnerable: ▲gap between expectation and reality ▲ lack of exit ▲high expectations from loved ones ▲ ruined relationships at home. When these four factors are mixed with one another, they could lead to a whirlwind consequence. # Great Expectations = Great Disappointments The first risk factor is Nepali migrant workers’ high expectation of South Korea. To aspiring Nepali migrant workers, South Korea is a land of opportunity, where they could earn five to eight times more monthly income than what they could earn in their home country. For this economic advantage, even highly educated young Nepalis including university-degree holders strive to get an E-9 visa to South Korea. When they finally come, however, they often struggle with harsh labor conditions and dehumanizing discrimination. According to the survey mentioned earlier, 28 percent of the respondents cited a huge gap between the reality of their work in Korea and the expectation they had in Nepal as the biggest source of frustration. A couple of Nepali migrant workers shared their experience with the Seoul Shinmun. Surendra(28·fake name) has been working at a mushroom farm for three years in Korea. He graduated from Tribhuvan University, one of the top universities in Nepal. “Before I came here, I was just excited about being able to earn 2 to 3 million won a month. I did not have a clear understanding of working and living conditions here. The reality, however, is very different from my imagination.” He then added, “Working for straight 12 hours without any real break is something that we rarely experience in Nepal. Nevertheless, I would feel much more satisfied if I were at least learning some skills. But all I have been doing here is simple manual labor.” According to our status survey, nearly 45.6 percent of the respondents answered that they work longer than 52 hours a week. 19.1 percent even said they work more than 60 hours a week, which is counted as one of the criteria for chronic overwork. Among the respondents, only 26.1 percent could take advantage of a 5-day workweek. # No Exit After working in South Korea for 16 months, Nepali migrant worker Shrestha(27) jumped from the rooftop of his company dorm building in June 2017. He had been suffering from serious insomnia as he struggled to adjust himself to alternating shifts between day and night. Before he committed suicide, Shrestha left a note. He wrote: “I have been seeing doctors for health problems and sleep disorders. It did not improve. I wanted to quit and find another work but the company did not allow it. I wanted to go back to Nepal for recovery, but the company said no.” Similar stories have been confirmed through the status survey. 71.1 percent of the respondents answered they have tried to find another workplace. Their reasons for wanting to find new work was similar to that of Shrestha. 36.4 percent cited long working hours and dangerous working conditions. Migrant workers who come to South Korea under the employment permit system are allowed to change workplaces up to three times within a three-year period. But it requires permission from their current employer. Lawyer Choi Jeong-Kyu said, ”If an employer gives permission to one worker, then he or she has to do the same for the others. For small-sized factories and farms depend on migrant workers, and employers are reluctant to let go of their labor force. Thus, the system inherently makes it difficult for migrant workers to find new employment, even after serious abuses, unless they could find assistance from labor unions or migrant organization.“ # Heavy Shoulders No matter how harsh and hostile it is, returning to Nepal is not an option for many of them. It had not been easy for them to come to Korea in the first place. But as long as they carry the weight of their family‘s expectation on their shoulder, it’s even more difficult to go back. This emotional burden coming from the family and community pressure is a significant factor. According to the report by the Nepali government, all 17 people who committed suicide between 2008 and 2014 were bearing the responsibility to provide for their families. ”People in Nepal don‘t pay much attention to the stories about wage theft or workers getting beaten up. If migrant workers go back, the villagers would criticize them for forsaking a great opportunity to earn 3 million won a month. People will laugh at their failure and brand them weak. Caught between a rock and a hard place, many Nepali migrant workers end up with suicide,“ explained Udaya Rai, head of the Migrants Trade Union(MTU), who is also from Nepal. Gokul Sharma(21) said he came to Korea for the happiness of his family. Yet, he was afraid of getting disapproving looks from his neighbors. Most of the people in Nepal agree with this analysis. In addition, Nepali youths invest a lot of time and money to make their ’Korean Dream‘ come true. ”In order to come to South Korea, many of us first have to borrow some money and take the Test of Proficiency in Korean“ added Sunita(41), who has been running a resting place for Nepali migrants for 10 years in Cheongju City. # Ruined Relationship What sustains migrant workers despite their harsh labor is their family and loved ones. However, when the relationship collapses, it shakes up all the rest. Tej bahadur Gurung(29) had two friends who chose suicide due to relationship problems. One person’s case involved family issues while the other one involved a romantic relationship. Khan Bahadur Gurung(45·fake name) recalled his experience, too. ”I had to deal with a family issue while I was working non-stop in Korea. I couldn‘t afford to go back to take care of the problem. That really tormented me.“ Dr. Kapil B. Dahal from the Department of Anthropology at Tribhuvan University underlined relative naivety and lack of experience of Nepali youths. Dr. Dahal said he was also aware of the suicide problem of Nepali migrant workers in South Korea. Meeting with the Seoul Shinmun at his house in Kathmandu on August 29th, he explained how it is a huge pressure for them to go abroad and make money for the family, especially considering how young they are. Dr. Dahal pointed out that there have been little studies dedicated to Nepali migrant workers’ suicide. In fact, the Korean Ministry of Justice keeps a track record of low-skilled migrant workers‘ deaths in Korea country by country. But its focus is on numbers, not the causes of their deaths. It means we do not have sufficient data to comprehend their unexpected deaths. ”Perhaps not as many as in South Korea, but Nepali migrant workers in the Middle East and Europe also commit suicides. Yet the Nepali Government and politicians don’t do anything. Nepali migrant workers make a great contribution to the country‘s economy. However, their health conditions are overlooked and their suicides are ignored,“ said Dr. Dahal as he criticized the indifference of the government. An official at the Nepali Embassy in Seoul told the Seoul Shinmun that they had made a request to their government for a research subsidy but there had been no progress. The person said, ”Yet, we do offer counseling services for migrant workers’ mental health.“ Udaya Rai of the MTU questioned its effectiveness. He said, ”You know they are not interested in addressing the fundamental problem of these deaths and suicides. They only fear that the South Korean government might slash quota for the employment permit system if we start to speak up about these problems.     ?It is common for the authors to include epilogues, however, yours was especially sincere and full of countless thank you-s. Humans are quite similar in genetic aspects(you even mentioned that the reason Kenya became a powerful nation in track-and-field is because it did not lose the talented ones to other sports). Sport is a way of exploring the inner-conscience, so enjoy. Such conclusion seemed a little bit cliche-tic in the first place, pardon me, but as I thought about it more and more, it seems to be a really valuable conclusion. It has been already two years since you wrote the book. If you have the chance to write the epilogue once again, what are the changes that you would want to make? -Haha…well, I think maybe I would try to make that sentence a little less cliche! And I always appreciate feedback, so there is no need for pardon whatsoever. For me, sport is the ultimate lens through which to examine human biological diversity. You can watch the opening ceremony in Rio this summer, and there will be Michael Phelps next to a 1500-meter runner as they walk in, and Phelps will be 18cm taller, but both men will be wearing the same length pants, because of the bodytypes that are advantaged in their respective sports. I find that beautiful and remarkable, if a bit cliche. I really didn’t think so many people would be interested in the book, so I didn’t have an audience in mind so much when I wrote the epilogue, it was more sort of wrapping things up in my own mind. So that’s why I mentioned a wide range of characters from NBA players to Steve Jobs, and discussed the idea of genetic engineering for a perfect athlete. It was just addressing many different things I had been thinking about, almost like I was talking to myself. I think if I could do it again, I would have made a more explicit section of the epilogue where I said: “Here, in short, are aspects of this research that have most influenced how I work outside of sports,” and suggest how they might apply to other people. For example, when I’m trying to learn something new now, I sample a range of techniques first, and pay attention to my learning rate, or “trainability” as I call it in the book. It pays off to spend some time up front finding the method in which you are most trainable. You may be behind at first, but it’s the best way to go. And using some of the information about how athletes “chunk” information to make quick decisions, I’ve applied some of that to learning information quickly, and I can now memorize full hour-long lectures even though I don’t think I have a special memory. So I think I would have taken some time to give a bit more of the practical, utilitarian background. I would still like to do that! ?You worked as a researcher in Alaska near the North Pole, wrote articles while traveling on a yacht... you have been consistently involved in environment and sports-science. You are now working as a journalist for Propublica. Your TED lecture ‘Are Athletes Really Getting Faster, Better, Stronger?’ from 2014 was watched by a quite large number of people in Korea as well. You seem like a person who is consistently interested in new things and inflamed by new topics. Do you have a personal life moto? Is there a specific field that you are especially interested in and working on in these days? -When I lived on the boat, a large research vessel, I was actually doing science, not writing articles yet. I wasn’t a journalist yet, and still thought I would be a scientist. But the more science I did, the more I asked myself: “Am I the type of person who wants to spend my whole life learning or two things new to the world? Or am I the type who wants to learn things new to me more often?” I decided I was the latter, and later realized you really can connect dots that even the scientists haven’t, because they have to focus very narrowly. I jumped from being a scientist to a journalist, and then from all sorts of different jobs. I left a fulltime job in Washington D.C., to take a temporary six-month job as a fact-checker at Sports Illustrated. I don’t know that I have a motto, but just as the development of the best athletes involves diversification prior to specialization, I want my experience to be very wide early in my career. When my learning curve begins to flatten, I want to be somewhere else. That’s difficult, because the pressure is to create a brand and stick to the same thing. But I just can’t. I think we too often progress in life by continually moving more and more toward what we are comfortable with. I want to spend my entire life forcing myself to try things and engage with ideas that I don’t find entirely comfortable. It’s the same with physical training. If you lift the same weight the same number of times every day, you will maintain your muscle, but you won’t force it to change for the better. Right now, I just finished a long story about drug cartels in Mexico, which was a new field for me, and fascinating to understand how those organizations get very good at doing very bad things. It definitely made me wonder about how leadership is structured in organizations, so I’ve been reading some of the psychology about that. And I’m also taking a fiction writing class, because, again, I want to get out of my comfort-zone, and force myself to try a kind of writing that I’m not comfortable with. It’s working! ?Your book was selected as a New York Times bestseller. Moreover, the photo of your book with President Obama was a hot issue as well. I wonder, had the President ever mentioned about the book himself or wrote you an email or mentioned in his SNS about the book. -The President never wrote to me, as I think he probably has a pretty busy schedule! Interestingly, former Secretary of State Condoleezza Rice mentioned in an interview that she was reading The Sports Gene as well. I enjoyed that, because she and President Obama are from different political parties obviously, and I was glad to think that perhaps people with very different viewpoints might be interested in it. I did see one interview online where President Obama was speaking with a runner who visited the White House, and told her some things about talent, and it made me think he had definitely paid attention to what he read in my book, as it sounded like it was straight from the pages. ?There was this video of you having a heated conversation in MIT with Malcom Gladwell, the founder of 1 million-hours-law. Are you still in an argument with him? -He and I still do discuss it, because we run together. But we have become very friendly. That doesn’t mean we agree, but my feeling is that he has gravitated somehwat more toward the evidence I’ve presented. I give him a huge amount of credit for being willing to change his mind when presented with evidence. He contends that the point of the law or “rule,” as he phrased it, was to show the importance of hard and sustained work. But that was never in question among scientists in the area, and I think the way that it has been applied is often a mistake. As I noted in my book, the scientist who did the actual work that led to the law has been pretty upset at what the public thinks it is. So I hope I helped correct that for people who are interested, although I certainly can’t reach as many people as Gladwell. ?You answered that ‘Phelps will be 18cm taller(than EL GUERROUJ), but both men will be wearing the same length pants, because of the body types that are advantaged in their respective sports. Could you explain further about why is that ’beautiful and remarkable‘? -In the early part of the 20th Century, there was an idea that there was an ideal way for all humans to be, and that anything different from that was bad. It deviated by fault or error. Instead, now that we better understand biological variation, it’s clear that tremendous variation is an essential part of evolution. There is no “perfect form,” only those that fit more readily into one environment or task than another. As such, I see sports as a celebration of humanity‘s physiological diversity. Some people have asked me if all these specialized body types take away some of the magic of sports for me. On the contrary, I think sports is a grand stage for appreciating biological diversity. Sports are simply contrived environments that we’ve created to test our psychology and biology. To me, the wider the range, the more interesting, and the more power sport has to appeal to everyone. I feel the same way about culture. I love the Olympics because it mixes cultures on a scale I don‘t think is really replicated just about anywhere else, and I like to see how that manifests. In short: at times human diversity is divisive, but in sport, it’s part of the celebration of achievement. Who is Epstein? He was born in Chicago, Illinois on the 31st of January, 1980. Your new life is full of promise, and we hope you will be happy and healthy so you can explore it fully. You’ve already given us a reason to reflect on the world we hope you live in.  Like all parents, we want you to grow up in a world better than ours today.  While headlines often focus on what‘s wrong, in many ways the world is getting better. Health is improving. Poverty is shrinking. Knowledge is growing. People are connecting. Technological progress in every field means your life should be dramatically better than ours today.  We will do our part to make this happen, not only because we love you, but also because we have a moral responsibility to all children in the next generation.  We believe all lives have equal value, and that includes the many more people who will live in future generations than live today. Our society has an obligation to invest now to improve the lives of all those coming into this world, not just those already here.  But right now, we don’t always collectively direct our resources at the biggest opportunities and problems your generation will face.  Consider disease. Today we spend about 50 times more as a society treating people who are sick than we invest in research so you won‘t get sick in the first place.  Medicine has only been a real science for less than 100 years, and we’ve already seen complete cures for some diseases and good progress for others. As technology accelerates, we have a real shot at preventing, curing or managing all or most of the rest in the next 100 years.  Today, most people die from five things -- heart disease, cancer, stroke, neurodegenerative and infectious diseases -- and we can make faster progress on these and other problems.  Once we recognize that your generation and your children‘s generation may not have to suffer from disease, we collectively have a responsibility to tilt our investments a bit more towards the future to make this reality. Your mother and I want to do our part.  Curing disease will take time. Over short periods of five or ten years, it may not seem like we’re making much of a difference. But over the long term, seeds planted now will grow, and one day, you or your children will see what we can only imagine: a world without suffering from disease.  There are so many opportunities just like this. If society focuses more of its energy on these great challenges, we will leave your generation a much better world. • • •  Our hopes for your generation focus on two ideas: advancing human potential and promoting equality.  Advancing human potential is about pushing the boundaries on how great a human life can be.  Can you learn and experience 100 times more than we do today?  Can our generation cure disease so you live much longer and healthier lives?  Can we connect the world so you have access to every idea, person and opportunity?  Can we harness more clean energy so you can invent things we can‘t conceive of today while protecting the environment? If our generation makes the right investments, the answer to each of these questions can be yes -- and hopefully within your lifetime.  • • •  This mission -- advancing human potential and promoting equality -- will require a new approach for all working towards these goals.  We must make long term investments over 25, 50 or even 100 years. The greatest challenges require very long time horizons and cannot be solved by short term thinking.  We must engage directly with the people we serve. We can’t empower people if we don‘t understand the needs and desires of their communities.  We must build technology to make change. Many institutions invest money in these challenges, but most progress comes from productivity gains through innovation.  We must participate in policy and advocacy to shape debates. Many institutions are unwilling to do this, but progress must be supported by movements to be sustainable.  We must back the strongest and most independent leaders in each field. Partnering with experts is more effective for the mission than trying to lead efforts ourselves.  We must take risks today to learn lessons for tomorrow. We’re early in our learning and many things we try won‘t work, but we’ll listen and learn and keep improving.  • • •  Our experience with personalized learning, internet access, and community education and health has shaped our philosophy.  Our generation grew up in classrooms where we all learned the same things at the same pace regardless of our interests or needs.  Your generation will set goals for what you want to become -- like an engineer, health worker, writer or community leader. You‘ll have technology that understands how you learn best and where you need to focus. You’ll advance quickly in subjects that interest you most, and get as much help as you need in your most challenging areas. You‘ll explore topics that aren’t even offered in schools today. Your teachers will also have better tools and data to help you achieve your goals.  Even better, students around the world will be able to use personalized learning tools over the internet, even if they don‘t live near good schools. Of course it will take more than technology to give everyone a fair start in life, but personalized learning can be one scalable way to give all children a better education and more equal opportunity.  We’re starting to build this technology now, and the results are already promising. Not only do students perform better on tests, but they gain the skills and confidence to learn anything they want. And this journey is just beginning. The technology and teaching will rapidly improve every year you‘re in school.  Your mother and I have both taught students and we’ve seen what it takes to make this work. It will take working with the strongest leaders in education to help schools around the world adopt personalized learning. People often think of the internet as just for entertainment or communication. But for the majority of people in the world, the internet can be a lifeline.  It provides education if you don’t live near a good school. It provides health information on how to avoid diseases or raise healthy children if you don‘t live near a doctor. It provides financial services if you don’t live near a bank. It provides access to jobs and opportunities if you don‘t live in a good economy.  The internet is so important that for every 10 people who gain internet access, about one person is lifted out of poverty and about one new job is created.  Yet still more than half of the world’s population -- more than 4 billion people -- don‘t have access to the internet.  If our generation connects them, we can lift hundreds of millions of people out of poverty. We can also help hundreds of millions of children get an education and save millions of lives by helping people avoid disease.  This is another long term effort that can be advanced by technology and partnership. It will take inventing new technology to make the internet more affordable and bring access to unconnected areas. It will take partnering with governments, non-profits and companies. It will take engaging with communities to understand what they need. Good people will have different views on the best path forward, and we will try many efforts before we succeed.  But together we can succeed and create a more equal world.  • • •  Technology can’t solve problems by itself. Building a better world starts with building strong and healthy communities.  Children have the best opportunities when they can learn. And they learn best when they‘re healthy.  Health starts early -- with loving family, good nutrition and a safe, stable environment.  Children who face traumatic experiences early in life often develop less healthy minds and bodies. Studies show physical changes in brain development leading to lower cognitive ability.  Your mother is a doctor and educator, and she has seen this firsthand.  If you have an unhealthy childhood, it’s difficult to reach your full potential.  If you have to wonder whether you‘ll have food or rent, or worry about abuse or crime, then it’s difficult to reach your full potential.  If you fear you‘ll go to prison rather than college because of the color of your skin, or that your family will be deported because of your legal status, or that you may be a victim of violence because of your religion, sexual orientation or gender identity, then it’s difficult to reach your full potential.  We need institutions that understand these issues are all connected. That‘s the philosophy of the new type of school your mother is building.  By partnering with schools, health centers, parent groups and local governments, and by ensuring all children are well fed and cared for starting young, we can start to treat these inequities as connected. Only then can we collectively start to give everyone an equal opportunity.  It will take many years to fully develop this model. But it’s another example of how advancing human potential and promoting equality are tightly linked. If we want either, we must first build inclusive and healthy communities.  • • •  For your generation to live in a better world, there is so much more our generation can do.  Today your mother and I are committing to spend our lives doing our small part to help solve these challenges. I will continue to serve as Facebook‘s CEO for many, many years to come, but these issues are too important to wait until you or we are older to begin this work. By starting at a young age, we hope to see compounding benefits throughout our lives.  As you begin the next generation of the Chan Zuckerberg family, we also begin the Chan Zuckerberg Initiative to join people across the world to advance human potential and promote equality for all children in the next generation.     |아헨(독일) 함혜리특파원|‘실행 하면서 배운다(learning by doing).’ 유럽최대의 공과대학 아헨공대(RWTH)의 교육 방식은 ‘학문은 이론만으로 이뤄질 수 없다.’는 독일의 실용주의 교육정신을 반영하고 있다. 아헨공대는 설립 이후 지금까지 긴밀한 산학협력 시스템을 통해 독일 산업발전을 이끌어 왔다. 대학과 산업체가 씨줄과 날줄처럼 엮어져 있는 가운데 대학은 산업발전에 실질적으로 도움이 되는 인재를 양성하고, 기초부터 응용 연구까지를 망라하는 260개의 부속 연구소들은 원천기술 개발은 물론 실제 산업현장에서 응용할 수 있는 기술혁신을 주도하기 위한 연구·개발에 집중하고 있다. 대학이 위치한 독일 중서부 노르트라인베스트팔렌주에 속한 아헨시는 칼 대제가 신성로마제국의 수도로 정했던 유서깊은 곳. 낮 기온이 38도를 넘나들던 지난주 아헨시에 골고루 퍼져 있는 대학 건물에는 기말고사 준비에 여념이 없는 학생들이 가득했다. 기말 시험이 끝나면 산업체 실습을 해야 하기 때문에 딱히 여름 방학이라고 할 것도 없다. 들어가기는 쉽지만 디플롬(독일의 대학 학위)을 받아 나오기는 힘들다는 독일 대학에서 특히 어렵기로 소문난 곳이 아헨공대의 공학계열이다. 아헨공대 기계공학과의 경우 입학생이 시험과 연구소 실습, 산업현장 실습 등의 과정을 마치고 엔지니어 디플롬을 받는 비율은 8%에 불과하다. 엔지니어 디플롬을 받기까지는 평균 15.3학기(7∼8년)가 걸린다. 현재 9개 단과대학에 총 80개의 학과가 개설돼 있지만 가장 중시되는 분야는 역시 공학분야다. 전체 3만명의 학생 중 공학분야가 42%를 차지한다. 아헨공대의 엔지니어 디플롬은 독일뿐 아니라 세계적으로 인정받는다. 아헨공대의 교육과 학술·연구활동 모두가 긴밀한 산학협동을 통해 현장 위주로 이뤄지기 때문이다. ●바로 현장투입이 가능한 엔지니어 양성 독일에서는 13년의 초·중등 교육과정을 거친 뒤 수학능력 평가시험인 아비투어를 통과해야 대학에 입학할 수 있다. 아헨공대의 공과 분야에 입학하려면 여기에 2개월의 현장실습 증명서와 리포트를 첨부해야 한다. 입학 이전에 현장실습을 하도록 하는 것은 산업체에서 기계가 어떻게 설치돼 사용되는지를 배우고 연장 다루는 법도 배운다. 전공할 분야가 자신의 적성과 맞는지를 판단하는 기회가 되기도 한다. 학업기간 중에도 6개월의 실습과 보고서를 제출하도록 의무화돼 있다. 산업체의 근무 경력을 지닌 교수진이 포진하고 있으며 강의와 세미나, 시험 등도 실제 산업현장에서의 문제들을 이론과 같은 비중으로 다루고 있다. 기계공학과에서 디플롬과정을 마친 정회건씨는 “수업이나 연구를 위해 쓰이는 기계들은 산업 현장에서 실제 사용되는 것들을 사용하기 때문에 연구결과가 실제 현장으로 직결될 수 있고 졸업후에도 산업현장에 곧 바로 투입될 수 있다.”고 말했다. ●현장에서 필요한 기술 개발 아헨공대 부속 공작기계 및 생산공학연구소(WZL).1906년 설립된 WZL은 260개 대학 부속연구소 가운데 가장 규모가 큰 편에 속한다. 오랜 역사답게 200여명의 석·박사급 연구원과 250여명의 박사과정연구원을 포함해 총 600여명의 연구·행정인력을 보유하고 있으며 8000㎡ 규모의 공작소를 별도로 운영하고 있다. 전체 예산 중 43%가 기업(17%), 독일연구협회(DFG·11%), 유럽연합(11%), 산업기술진흥협회(3%)가 지원한다. WZL의 마케팅 담당 쿠르트 뤼텐 국장은 “원천기술과 산업응용기술을 고르게 개발하기 위해 기초 과학기술연구와 더불어 산업계에 직접적으로 필요한 연구 프로젝트를 수행한다.”며 “연구소들은 기술의 산업계 이전은 물론 산업계의 기술요구를 반영해 학교의 연구방향을 조정하게 하는 역할을 하고 있다.”고 덧붙였다. 연구원들이나 학생들의 아이디어도 산업 현장의 적용 가능성을 타진한 뒤 실제 프로젝트에 들어간다. 아이디어가 산업에서 응용될 가능성이 있는 경우 기업체나 과학재단에 연구비 지원을 요청하는 프로젝트를 제출한다. 섬유생산기계연구소(ITA)의 부소장 디어터 바이트 교수는 “모든 프로젝트는 산업 현장에서 적용되는 기술이 포함돼야 하기 때문에 실제 도움이 되지 않는 기술은 이곳에서 큰 의미가 없다.”고 말한다. 바이트 교수는 “궁극적으로 산업체에 이익이 되는 경우에 프로젝트를 진행하기 때문에 아헨공대에서 응용 분야 연구가 90%이상을 차지한다.”고 설명했다. ●산업체와의 긴밀한 네트워크 아헨공대에는 대학내 연구소와는 별도로 산업체에서 직접 요구되는 연구과제를 수행한다. 이를 위해 대학부속 연구소 외에 실용연구 중심의 생산공학 및 레이저 기술 연구를 위한 프라운호퍼 연구소, 섬유연구를 위한 독일 모직연구소 등 13개 특수연구소가 설립돼 있다. 연구소들은 대부분 아헨시 외곽의 멜라텐에 있는 아헨 연구단지에 자리잡고 있다. 통합생산기술을 개발하기 위해 독일내 57개 회사들이 공동출자해 만든 아헨 연구단지는 산업계, 과학계 그리고 학생들에게 중요한 연구기반을 제공한다. 산업체 각 분야에서 활동하고 있는 아헨공대 졸업생들의 역할도 빼놓을 수 없다. 아헨공대 출신들은 현재 1만 3000명 정도가 산업 현장에서 활동하고 있으며 이들 중 4000명은 외국에서 활동 중이다. 아헨공대의 동창회 조직을 담당하고 있는 디트리히 후놀드 국장은 “동창생들은 대부분 기업체나 산업체의 중요한 포스트를 맡고 있기 때문에 연구 프로젝트를 진행하거나 학생들의 현장실습과 취업에 중요한 역할을 하고 있다.”고 설명했다. lotus@seoul.co.kr ■ “박사과정 경우 여러분야 교수가 함께 지도” |아헨 함혜리특파원|유럽최대의 공과대학 아헨공대는 유럽에서 뿐 아니라 세계적으로 기술과 과학의 연구에서 중요한 축을 차지한다. 부르크하르트 라우후트 총장은 “산학협력 체제를 통해 대학의 혁신적인 아이디어와 사회의 요구가 상호작용하는 가운데 교육과 연구의 효과가 극대화되고 있다.”고 말했다. ▶아헨공대가 다른 대학과 차별화되는 부분은. -설립목표 자체가 산업발전의 주역을 양성하는 것이다. 지난 136년 동안 대학과 연구소, 산업체가 긴밀한 연결고리를 갖고 산학협력 시스템을 갖춰 왔으며 중요한 연구 풀(pool)을 형성하고 있다.260개의 연구소에서 진행되는 프로젝트는 모두 산업체와 공동으로 진행된다. 시장의 기술수요는 대학 및 연구소의 학술·연구에 반영이 되고, 대학과 연구소에서 나온 새로운 기술과 아이디어는 현장에 즉각 적용된다. 이런 가운데 교육과 산업이 시너지 효과를 거둘 수 있다. ▶산학협력의 성공적 운영 비결은. -오늘의 아이디어가 내일의 생산으로 연결되도록 교육과 연구를 수행하고 있다. 산업체와 대학의 상호교류가 활발하기 위해서는 교수들의 역할은 무엇보다 중요하다. 교수들은 모두 산업체에서 근무한 경력을 갖고 있기 때문에 현장 경험이 풍부할 뿐 아니라 산업체와 긴밀한 유대관계를 유지하고 있다. 이들은 현장에서 필요한 기술이 무엇인지 수시로 파악, 산업체와 공동으로 연구프로젝트를 진행한다. 학생들이 졸업 후 산업계에 바로 투입될 수 있도록 실제 현장에서 도움이 되는 쪽으로 지도하고 연구방향을 잡아준다. ▶각 분야의 과학과 기술이 융합되면서 새로운 분야가 형성되는 추세다. 이에 대한 대비는. -각 분야의 연구소간, 연구원들간의 협동연구와 상호교류를 촉진하기 위해 다양한 분야의 교수들로 이뤄진 포럼을 제도화했다.IT, 재료과학, 환경과학, 이동 및 교통, 생명과학, 기술과 사회 포럼이 구성돼 있다. 각 포럼에는 기계공학, 수학, 토목, 경제, 의학 분야의 교수들과 연구원들이 참여해 새로운 분야를 놓고 연구방향을 논의한다. 박사학위 과정의 경우 서로 다른 전문분야의 교수들이 함께 전체적인 시각에서 지도하도록 유도하고 있다. ▶아헨공대가 ‘엘리트 대학’ 육성계획에 포함될 전망은. -독일에는 80여개의 대학이 있으며 평균적으로 높은 교육수준을 유지하고 있지만 미국의 MIT나 하버드, 영국의 케임브리지나 옥스퍼드처럼 대표성을 지닌 대학은 없다. 엘리트대학은 선택과 집중을 통해 우월성을 지닌 대학이 세계적인 대학으로서 명성을 확보하도록 하기 위한 것이다. lotus@seoul.co.kr ■ 獨 엘리트대학 육성 프로젝트 |아헨 함혜리특파원|독일이 미국의 아이비리그, 영국의 옥스퍼드와 케임브리지에 못지 않는 엘리트대학 육성을 위해 올 하반기부터 ‘엑설런트 이니셔티브(Exzellenzinitiative)’ 프로젝트를 가동한다. 독일의 대학은 18,19세기 학문의 메카로 이상적인 대학 모델을 제시해 왔다. 하지만 모두가 국립으로 평준화된데다, 무상교육을 실시하다보니 교육의 질이 전반적으로 떨어지고 국제 경쟁력이 떨어지는 문제점을 안고 있었다. 고급 두뇌의 공동화 현상을 우려하는 기업계의 목소리도 높았다. 슈뢰더가 이끄는 집권 사민당 정부시절 국가개혁프로그램인 ‘아겐다 2010’에 엘리트 대학 육성계획을 포함시킨 것은 이 때문이다. 지난 해 6월 연방정부와 16개 주정부가 협약을 맺음으로써 본격화된 이 계획에 따르면 과학·기술분야의 연구 및 교육에서 수월성을 지니는 대학을 5∼10개 선정해 앞으로 5년 동안 총 19억유로(25억 달러)를 지원하게 된다. 현재 1,2차 예비 심사를 마쳤으며 오는 10월13일 최종 선정을 남기고 있는 상태다. 독일의 대학교육 정책은 전적으로 16개 주정부 소관이지만 연방정부의 재정이 지원되는 엑설런트 이니셔티브는 선정작업 및 세부 프로그램 추진을 독일연구재단과 독일과학위원회가 맡고 있다. 노르트라인베스트팔렌주정부 과학·교육부의 헬무트 프랑그만 국장은 “10개 대학이 1,2차 관문을 통과했다. 최종적으로 5개 대학정도가 선정될 것으로 본다.”면서 아헨공대, 브레멘공대, 뮌헨대, 하이델베르크대, 베를린자유대, 훔볼트대 등이 엘리트대학으로 육성될 것으로 전망했다. 프랑그만 국장은 “평준화·민주화를 추구해 온 독일의 대학교육 시스템은 내부적으로는 경쟁력이 있고 역사도 깊지만 대외적으로 내세울 만한 대학이 없어 명성있는 교수나 우수한 연구원들을 끌어들이지 못하고 있다.”면서 “소수의 경쟁력있는 대학을 선발해 집중지원한다는 것은 독일 대학교육 정책의 근본적인 이념을 뒤바꾸는 것”이라고 설명했다. lotus@seoul.co.kr ■ 졸업생 취업률 100% 가까워 |아헨 함혜리특파원|아헨공대는 독일 대학 중에서도 두드러지게 국제화에 공을 들여 온 대학이다. 현재 130여개국에서 온 5000명의 유학생과 연구원들이 학업과 연구에 몰두하고 있다. 한국 유학생은 150명. 대부분 공학 및 엔지니어, 기계 분야를 전공한다. 유학생들은 아헨공대를 선택하는 이유로 체계화된 산학연계 시스템이 구축돼 있어 산업 현장과 밀접한 교육을 받을 수 있는 점을 꼽는다. 공작기계 및 생산공학연구소(WZL) 소속의 이달호(박사과정)씨는 “연구 프로젝트가 완료되면 그 결과는 별도의 수정 내지 보완 없이도 산업 현장에 곧 바로 적용된다.”면서 “해당 연구를 진행했던 각 팀의 소속 연구원들은 해당 연구과제 종료 후 박사학위논문을 출판한 뒤 연구 과제를 진행했던 회사 또는 연구소로 자연스럽게 자리를 옮겨 해당 연구를 진행하고 더욱 발전하게 하는 역할을 한다.”고 설명했다. 이씨는 아헨공대 한인학생회 회장을 맡고 있다. 기계공학과 디플롬과정을 마친 정회건씨는 “학교 수업이나 연구소의 프로젝트는 산업현장에서 제기되는 문제들을 해결하고 기술을 발전시키도록 교육한다.”며 “아헨공대 출신들은 문제해결 능력이 뛰어난 것으로 정평이 나 있어 서로 스카우트하려고 한다.”고 말했다. 독일은 높은 실업률 때문에 고민하고 있지만 아헨공대 졸업생들의 취업률은 100%에 가깝다. 한국에서 대학 4학년 1학기까지 마치고 유학 온 서진원씨는 “한국에서는 수업을 받고 시험을 보고 나면 그것으로 끝나는 경우가 많지만 이곳에서는 산학간 협동체제가 잘 구축돼 있고 학생들이 연구소에서 실제 프로젝트에 참여하기 때문에 몸으로 배우는 것이 많다.”고 말했다. 독일 교포 최태화(환경공학과 졸업예정)씨는 각 분야에 다양한 연구소가 있기 때문에 통합연구가 가능한 점을 강점으로 꼽는다. 최씨는 “기계분야가 원래 강하기 때문에 환경공학이나 의료공학 등 응용과학 분야에서도 좋은 결과물이 나올 수 있다.”고 말했다. lotus@seoul.co.kr

(3) Far away in Scotland, spring is coming. ■ Life Essay for Wrighting ①교재 정가표와 100원 짜리동전 영어학습지 정가표를 가방에 숨기고, 백원짜리 동전을 던져서 숫자 면이 나오면 오른쪽, 반대 면이 나오면 왼쪽부터 방문을 시작해라! 세일교육으로 보면 정말이지 황당하기 짝이 없는 말이지만 85년 학습지회사에 들어가서 내가 받은 세일교육은 그것이 전부였다(That was the first and last thing I learned on salesmanship). 초보자이니 교육(?)받은 대로 매일 반복을 해도, 아니 교육(?)과 반대로 동전을 던져서 숫자 면이 나오면 왼쪽부터 방문을 해 보아도 돌아오는 것은 소 닭 보듯 한 사람들의 표정(a kind of vacant looks)과 “테이프로 무슨 공부를 하냐?”는 질책과 나만을 바라보는 가족들의 배고픈 얼굴이 전부였다. 당시는 과외 금지 시기이어서 테이프로 공부하는 학습지 판매의 호기였는데도 나는 수개월을 나 자신에 대한 실망과 사람들에 대한 실망 그리고 세상에 대한 실망과 고통을 키워만 갔다. ∼한 것은 그것이 전부이다: that is the only/the first and last thing (that). 여기에서 중요한 것은 “내가 받은 세일교육”을 “판매술에 관해 내가 배운”으로 말을 풀어쓸 수 있어야 한다는 점이다. 이는 세일교육이란 개념을 나타내는 영어 단어가 없기 때문이다. “소 닭 보듯, 닭 소 보듯이”라는 우리말 속담은 서로가 아무런 관심이나 흥미 없이 맹하니 쳐다보는 모습을 말한다. 이에 해당하는 영어 속담이 없기 때문에 다소 싱겁게 보일지 모르지만 “맹한 표정으로 쳐다보는 표정”을 뜻하는 vacant look 또는 look with no interest(or look without any interest)를 써야 한다.
